This article examines the factors that shape economic development in Canadian regions. It employs path analysis and structural equation models to isolate the effects of technology, human capital and/or the creative class, universities, the diversity of service industries and openness to immigrants, minorities and gay and lesbian populations on regional income. It also examines the effects of several broad occupations groups—business and finance, management, science, arts and culture, education and health care—on regional income. The findings indicate that both human capital and the creative class have a direct effect on regional income. Openness and tolerance also have a significant effect on regional development in Canada. Openness towards the gay and lesbian population has a direct effect on both human capital and the creative class, while tolerance towards immigrants and visible minorities is directly associated with higher regional incomes. The university has a relatively weak effect on regional incomes and on technology as well. Management, business and finance and science occupations have a sizeable effect on regional income; arts and culture occupations have a significant effect on technology; health and education occupations have no effect on regional income.  相似文献

The aim of this article is to critically examine the notion that the creative class may or may not play as a causal mechanism of urban regeneration. I begin with a review of Florida's argument focusing on the conceptual and theoretical underpinnings. The second section develops a critique of the relationship between the creative class and growth. This is followed by an attempt to clarify the relationship between the concepts of creativity, culture and the creative industries. Finally, I suggest that policy-makers may achieve more successful regeneration outcomes if they attend to the cultural industries as an object that links production and consumption, manufacturing and service. Such a notion is more useful in interpreting and understanding the significant role of cultural production in contemporary cities, and what relation it has to growth.  相似文献

Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries.  相似文献

ABSTRACT

Retaining the global mobile creative class has been considered a crucial strategy for driving creative economic development in inner cities. However, implementing the global creative city strategy overemphasizes the significance of amenity-based creative economic landscapes over institutional collaborations in contributing to the situated governance dynamics of creative clusters. Drawing on insights from an evolutionary perspective, this paper scrutinizes the extent to which creative city strategies foster the situated development of creative clusters based on a case study of Taipei. The paper argues that developing the urban creative economy requires a context-specific understanding of the urbanization process, and should involve an institutional collaboration to articulate the socio-spatial co-evolution between the diversified dynamics of creative clusters and urban form. This paper advocates reflexive thinking on neoliberal city strategies to develop a conjunctive, diverse and substantial creative policy to support alternative paths of creative city development.  相似文献

This article interrogates the persistence of heavy-handed censorship of political films in Singapore at a time of cultural liberalisation when the state has generally shown greater tolerance for alternative political expression in theatre, the literary arts, academia and public events. Part of this has to do with the focus of these films on political dissidents and their greater capacity to present a fundamental challenge to The Singapore Story, which is the regime-legitimising official account of Singapore’s history. It also has to do with the power and outreach of relatively low-budget independent films and the documentary genre in particular to evoke alternative histories vividly, give voice to the silenced, and channel these voices digitally into the collective cinematic and social media experience of the present. With the jubilee celebrations of 2015, the ruling party has been working hard to regain hegemony after experiencing its worst electoral losses in the 2011 general elections. Its main approach for achieving this has been to sponsor widespread national nostalgia coupled with highly selective censorship of political films that challenge the dominant official discourse in ways that can erode the government’s electoral dominance and political authority.  相似文献

In the 1990s, China opened its economic markets and replaced the New Institutional Economics (NIEs) of East Asia as the global centre for sourcing labour. This event changed the spatial and economic structure in Asia, especially in Taiwan. Based on the historical evolution of the textile and clothing industry in Taiwan, this study examined how traditional textile and apparel manufacturing was upgraded in Taipei, the capital of Taiwan, and in Tainan, the most historical city of Taiwan, under varying resource availability and under different city policies. While referring to both second-hand information and the literature, the results of interviews with fashion industry professionals were also considered. This study revealed that the potential to upgrade the fashion industry was highly associated with regional background characteristics. Additionally, lack of talent and the limited market for domestic brands create the largest bottleneck in the current fashion industry in Taiwan. Accordingly, the optimal solution for the fashion industry in Taiwan is to promote affordable Taiwanese brands and to use e-commerce. Such integration may enhance the position of the Taiwanese fashion industry in global networks.  相似文献

Confronted by media globalization, many governments have expressed concern about the productive capacity of domestic screen media institutions that are aiming to sustain the allegiances of resident populations. Policymakers are furthermore aware that creative labor is now widely perceived as a resource worth cultivating for its perceived benefits as a catalyst to economic innovation and productivity. In fear of being left behind, countries with even modest resources have fashioned a range of subsidies, tax breaks, and other enticements that have facilitated the emergence of a global production infrastructure that favors producers and media conglomerates at the expense of screen media workers. This mounting crisis of creative labor calls for a critical reassessment of the fundamental rationales behind these film policies and encourages speculation about new directions for cultural activism. Drawing inspiration from environmental studies, this essay advances the concept of stewardship as a geographically scalable approach to the challenges of media globalization.  相似文献

In the period 2006 to 2013, Norway has experienced a substantial increase in public subsidies to culture as well as a substantial increase in real income growth in general. This paper discusses different explanations for why Norwegian artists’ real artistic income has declined between 2006 and 2013, despite the positive economic development in Norway. We have based the study in particular on two comparable studies on the income and work situation of Norwegian artists in 2006 and 2013. We analyse and discuss why the artists’ real artistic income has declined during this period. We do not find a single, general, explanation for this, but the income decline does not primarily seem to be due to either an increasing number of artists or a decline in public scholarships to artists. Our two most striking findings are: (i) A substantial decline in most artists’ artistic working hours and a corresponding increase in artistically related and non-artistic working hours, and (ii) a tendency for artists to derive less of their income from the market, together with an apparent decrease in cultural consumption (spending) among Norwegians. These two factors – especially the latter – seem to be the major factors behind the decline in artistic income.  相似文献

This paper examines the role of the Ottawa Local Immigration Partnership in the Syrian refugee resettlement in Canada's national capital following the federal government's 2015–2016 resettlement plan. Based on the findings of qualitative data collection—including semi‐structured interviews with representatives from community organizations, settlement agencies, and the City of Ottawa—two main arguments are advanced. First, while the current literature tends to portray the Canadian settlement sector as a passive victim in the face of neoliberal restructuring and austerity measures, this paper offers a more nuanced perspective by reflecting on the sector's ability to exert agency by developing initiatives and devising strategies that are rooted in the local context. Second, the case of the Ottawa Local Immigration Partnership sheds light on the significance of intersectoral networks and partnerships that extend beyond the settlement sector to build a sound approach for welcoming refugees and newcomers more generally. These findings serve to demonstrate the potential of partnerships as a place‐based settlement model that is responsive to context‐specific needs and enhances local community strengths, thus providing important lessons that can inform future immigrant and refugee (re)settlement and integration in other Canadian cities and regions.  相似文献

This paper examines the response by local government and stakeholders to the arrival and resettlement of Syrian newcomers in Hamilton, Ontario in 2015 and 2016—the first major wave of refugee arrivals since two significant changes in Hamilton's settlement organizational landscape. The creation of a local immigration partnership called the Hamilton Immigration Partnership Council (HIPC) is an example of place‐based policymaking within local immigration and settlement in Canada. Place‐based approaches emerged to bypass top‐down policy ineffectiveness, and the shift to empower civic participation in the local decision‐making process is seen as one solution to public policy innovations. Examination of HIPC's role in this context is thus critical to understand the challenges and learnings encountered in one place‐based setting. Our findings suggest that the lack of power (in terms of information, communication, resources, and funding) led to a missed opportunity for HIPC to lead a significant resettlement initiative. HIPC's inability to bring together key partners across the sector prior to and during the event is symptomatic of systemic barriers the Council had faced, including competing interpretations of HIPC and its role by its members. This study suggests the effectiveness of place‐based policy is not without its nuances, and iterative challenges and learnings.  相似文献
