In spite of recent advancements regarding regional innovation policy rationales and evidence, there are few analyses about the actual features of existing regional innovation policies. Nevertheless, a policy analysis perspective is important in order to recognize their distinctive patterns across regions, and to understand how rationales and evidence can be translated into policy-making. To this purpose, this paper develops a framework to study the extent to which regional innovation policies have changed during the past few years. Since the mid-2000s, there has been an important development of innovation policy rationales, advocating for more specialization; likewise, greater data availability at the regional level has allowed more sophisticated assessment of innovation performance. Finally, the crisis since 2008 has had ravaging effects in some regions, with job losses and severe economic sluggishness. Therefore, it is reasonable to expect transforming dynamics in regional innovation policies. Against this backdrop, the paper compares the institutional frameworks and budgetary priorities of four Spanish regions during the period 2001–2014: Catalonia, the Basque Country, Galicia and Andalusia. Postsecularity, or the nature of the reflexive questioning or destabilization of the secular, remains a highly contested and problematic notion across the social sciences and humanities. Most perspectives share profound disappointment in the institutions of liberal democracy, requiring us to rethink the grounds for ethical and political action in post-political, -democratic, and -truth times. I argue with reference to select illustrative cases that one possible value of postsecularity rests in the notion of the enlightened city that emanates from three broad lines of inquiry: (1) new geographies of religion and postsecularity with implications for decolonial urban theory and the commons; (2) Frankfurt School-inspired messianic critical theory, reflexive secularization, and decolonial urban postsecularity; and (3) reflexive humanization, perceived “impossibility” of wholeness, and critical discourse on the Anthropocene. Rather than repeat the all-too-familiar dangers of Enlightenment rationalism, this approach stresses an immanent transcendent overlapping of ethical and political imperatives beyond the classical separation of life and politics, “planetary urbanization” and zone of indistinction providing the canvas from which postsecular processes unfold, and new subject formation that reconciles radical differences towards a higher unity and confronts injustices in more inclusive and humane ways. 相似文献

The punctuated equilibrium theory (PET) shows that government policy is mostly stable with occasional drastic change, which scholars attribute to institutional friction and limited information processing capacity. Although the existing PET literature predominantly focuses on democracies, scholars have started to apply the theory to authoritarian countries. Autocracies are a fertile testing ground for the theory's underlying mechanisms because they appear to experience less institutional friction but more informational restrictions than democracies. However, PET studies on autocracies are still rare. To deepen our understanding of the PET and the policy process beyond democracies, we conduct a systematic review of 88 Chinese language PET journal articles. We show that Chinese language PET research is increasing. Contrary to the English language PET literature, most Chinese studies are qualitative, while a key similarity is the weak operationalization of PET core concepts. The reviewed studies confirm a punctuated equilibrium pattern of policymaking in China but provide only limited evidence for more intense punctuations compared with democracies. Future PET research on China ought to use long-term data sets and examine institutional friction and information processing by policymakers. We also argue for more international exchange and comparative research to advance our understanding of the policy process in China and other autocracies. 相似文献

This study applies the concept of care to examine how home–work transitions of high-tech men affect others in these two places, namely their wives and managers. The high-tech industry is famous for its particularly demanding culture and masculine disposition, which contest daily involvement with family and domestic affairs. Care is conceptualized as a wide-ranging multifaceted notion that embraces work, morals, and policy, and is represented by the exchange of various tangible and intangible, resources across the home–work divide. In-depth interviews with 22 high-tech managers and 47 wives of high-tech engineers disclose a well-established reciprocity of care resources. The managers reward the wives' nonmaterial support of the engineers/husbands with rhetorical recognition and nonfinancial benefits. The spatialization of care across the home–work divide is discussed, pointing to its hierarchical – not only contextual – relations. 相似文献

精明发展已成为国际化城市发展的主流。在精明发展理论的指导下,以区域中心城市济南为例,选取城市扩张与土地利用效益两个子系统,从空间形态、发展效率、外部影响、用地结构、人口变化、经济规模、公共服务和综合建设八个维度,测度济南市主城区城市扩张与土地利用效益的耦合协调关系。结果表明:①济南市城市扩张阶段性特征明显,扩张模式从单核心向多核心转变;②济南市土地利用效益总体水平较低,但其发展符合“低速-高速-平稳”的变化过程,且近年来呈持续优化趋势;③济南市城市扩张与土地利用效益不符合精明发展要求,城市扩张对土地利用效益的促进作用不足,二者间耦合协调度不高。 相似文献

在当前我国社会经济转型的背景下,城市生活空间质量成为居民、学界与政府关注的焦点。采用多源数据,拓展了已有城市生活空间质量的评价维度与评价方法,从舒适性、便利性、健康性、安全性、社会性五个维度构建了评价指标体系,并通过GIS空间分析方法,以南京为例进行了生活空间质量评价并识别其空间分布规律。实证分析表明:①南京的城市生活空间质量存在着明显的空间分异。高质量生活空间呈现明显的等级集聚特征,主中心位于核心区周边1-3 km的圈层,低质量生活空间总体分布较为分散。②在构成生活空间质量的五个维度中,舒适性和社会性的发展质量呈现由城市中心向外围递增的趋势,便利性的发展质量呈现由城市中心向外围递减的趋势,健康性受城市环境质量分布趋势的影响,呈现由西北向东南递减的趋势,安全性的高值集聚不显著而低值集聚于城市中心区。 相似文献

The average citizen often does not experience government policy directly, but learns about it from the mass media. The nature of media coverage of public policy is thus of real importance, for both public opinion and policy itself. It nevertheless is the case that scholars of public policy and political communication have invested rather little time in developing methods to track public policy coverage in media content. The lack of attention is all the more striking in an era in which media coverage is readily available in digital form. This paper offers a proposal for tracking coverage of the actual direction of policy change in mass media. It begins with some methodological considerations, and then draws on an expository case—defense spending in the United States—to assess the effectiveness of our automated content‐analytic methods. Results speak to the quantity and quality in media coverage of policy issues, and the potential role of mass media—to both inform and mislead—in modern representative democracy. 相似文献
