ABSTRACT

Under both Canadian and United States law, the availability and quality of healthcare and health services to Indigenous peoples are primarily a federal responsibility. Nevertheless, sub-national authorities—most importantly provinces, states, and territories—play a crucial role by virtue of covering (often through federal mandate) services, and regulating health facilities and health personnel off-reserv(ation). While both federal governments have undertaken efforts to transfer, within their fiduciary obligations, their responsibilities for Indigenous peoples’ health to the management of Indigenous peoples themselves, that transfer has considered or included provincial, state, and territorial authorities and resources unevenly, and, in some cases, in tension with the objectives of respecting standards for quality and access. This article applies the methodology used by Canadian researchers of the sub-national health authority issue to the health transfer experience in the United States. The article summarizes findings that demonstrate similar deficiencies as those present in the Canadian transfer process. The article further outlines the experiences of Hawai`i and Ontario as offering models through which to address some of these deficiencies. The article finally suggests that there is a positive relationship between greater participatory models adopted by provinces, states, and territories and better health outcomes among Indigenous groups so included.  相似文献

Tropical cyclones are part of the ecosystem dynamics of rainforests in the Wet Tropics of Australia, and intact forest areas show remarkable ability to recover from cyclonic disturbance. However, forest remnants, littoral rainforests, and riparian vegetation have been shown to be particularly susceptible to cyclonic winds and post‐disturbance weed invasion with consequences for their long‐term conservation values. I evaluate the frequency and intensity of tropical cyclones impacting the Wet Tropics region since records began in 1858. The recent Category 4 cyclones featured in this study, Larry and Yasi, had return intervals of about one in 70 years. I then discuss the natural resource management (NRM) lessons from Cyclone Larry and put forward practical recommendations on how authorities should deal with natural resources in the clean‐up and recovery phases. I argue that natural resources must be treated as valuable commodities by including their protection and rehabilitation in the same way that human livelihoods, infrastructure and industry are covered in disaster management planning. This requires NRM issues to be included in disaster response policy and legislation, together with ensuring that structures are in place to mitigate the effects of cyclones on natural resources. There is a general consensus that tropical cyclone intensity will increase under climate change while frequency will decrease slightly. This has profound implications for the long‐term sustainability of ecosystems in the Wet Tropics. There is a real risk of a phase shift to vegetation types dominated by disturbance species, including weeds, at the expense of cyclone intolerant species. It is therefore important that we begin to build more cyclone resilient landscapes to reduce the vulnerability of our remaining rainforest habitats and primary production systems. Securing landscape resilience requires greater NRM investment in key areas, including landscape connectivity, river repair, protecting coastal assets and cyclone resilient farms. While climate change poses a long‐term threat to the rainforests of the region, we need to focus on more immediate pressures affecting our remaining biodiversity, notably clearing of native habitat, habitat fragmentation and degradation, and biosecurity issues.  相似文献

This paper aims to explore the success of the recent regeneration efforts in building sustainable communities in historic housing areas of Istanbul that have suffered from growing problems of urban deprivation and poverty. It explains the interplay between conservation, community needs and sustainability, based on the assumption that finding a balance between the needs, aspirations and concerns of local communities and the conservation of the built environments will lead to the creation of more equitable and sustainable communities in Istanbul's historic quarters. After investigating the Turkish urban conservation policy agenda, and the recent changes in the urban and socio‐spatial structure of Istanbul, it examines the European Union‐funded regeneration initiative of Fener and Balat, a declining neighbourhood in the Historic Peninsula. Debating the strengths and weaknesses of the community‐based and participatory programme, the paper attempts to give clues for future regeneration initiatives to develop sustainable community policies in the historic neighbourhoods of Istanbul.  相似文献

The case of Kakadu National Park has had an unusually large amount of time and expense devoted to it in meetings of the World Heritage Bureau and the World Heritage Committee since 1997. Major controversy arose following the announcement that a new uranium mine would be developed at Jabiluka, located in an enclave surrounded by the World Heritage property, but not legally part of it. The explosive juxtaposition of issues concerning the trio of conservation of heritage values, uranium mining, and Aboriginal land rights inevitably led to strong reactions against the Federal Government's decision to allow mining, not least on the part of Australian and international non‐government organisations. It was felt that the mining development would jeopardise the integrity of the key values for which Kakadu had been inscribed on the World Heritage List. This paper attempts to unravel some of the strands of the ensuing debate — to at least begin to deconstruct the debate — that saw Kakadu almost placed on the List of World Heritage in Danger. This is an important task to attempt because there were many undercurrents to the publicly reported debate, and a large degree of ‘reading between the lines’ is needed to interpret official records of meetings adequately. The paper also attempts to throw some light on the forceful opposition to such a move on the part of the Australian Government, based in large part on its underlying developmentalist philosophy, and at a time when it was giving less than wholehearted support to many international agreements to which Australia is a signatory. Finally, it is hoped that an insight into the workings of the World Heritage Convention and its supporting bodies will be gained.  相似文献

Protection of nature for biodiversity, and for the material livelihoods of Indigenous peoples, have much in common. Indigenous relations to nature are, however, based on unity between use and protection, implying that human use is necessary for effective protection. Often protected areas include the homelands of Indigenous peoples, whose needs and rights are still being ignored to a large extent. This paper explores the effects of a plan for a significant increase of large nature protection areas in Norway, still under implementation. Most of the new protection areas are in the heartland of the Indigenous Sámi, whose core livelihood is reindeer management. The plan implies transfer of jurisdiction from Indigenous and local domains to formalised central domains. In several cases, this has provoked Indigenous and rural groups to organised resistance. In this case study, there are signs of new tensions between Sámi and other rural groups. Indigenous land use can be marginalised by park restrictions and increasing pressure from visitor activity. The Sámi response was to boycott the park management board leading to a stalemate. A robust solution seems to require consideration of deeper institutional levels.  相似文献

‘Sustainable use’ and ‘community‐based conservation’ are two contemporary concepts in wildlife conservation policy. Their rise represents a shift away from traditional conservation techniques, and a merging of narratives about conservation and development. While policy statements by major conservation organisations emphasise the necessity of the shift, evidence to date suggests that, in practice, implementation of these concepts has been limited. This paper considers the extent to which sustainable use and community‐based conservation have been accepted (or not) by a specific group of conservation experts, and what this level of acceptance implies for conservation in practice. Based on in‐depth interviews with experts in marine turtle biology and/or conservation policy, the paper considers the willingness and ability of such experts to incorporate human development needs and issues into conservation activities. The suitability of conservation organisations as promoters of rural development, and implications of their further involvement as such, are discussed. Les principes de ‘l'utilisation durable’ et de ‘la protection de l'environnement par la communauté’ sont deux concepts courants dans la politique de la defense de la flore et de la faune. La montée de ces concepts représente un écart par rapport aux techniques traditionnelles de la défense de l'environnement, ainsi qu'un lieu de convergence ou les récits sur la protection des ressources naturelles, et sur développement se fusionnent. Bien que les déclarations de principe faites par d'importants organismes de protection soulignent la nécessité de poursuivre cette nouvelle orientation, il y a de bonnes raisons de penser que la mise en pratique de ces concepts a été, jusqu'a présent, trés limitée. Cet article traitera de la mesure d'acceptation accordée à ces deux concepts, au sein d'un groupe spécifique de spécialistes en défense des ressources naturelles, ainsi que les répercussions de ce niveau d'acceptation pour la pratique de la protection. A partir d'entrevues en profondeur menées avec des experts en la biologie des tortues marines et/ou en la politique de leur protection, l'article examinera la volonté, ainsi que la capacité, de tels experts d'intégrer les exigences humaines aux activités de protection. Seront également considérées la question de l'aptitude de ces organismes de protection à promouvoir le développement rurale, et les consequences possibles de leur implication continue dans celui‐ci.  相似文献

为了对淮安板闸遗址进行科学合理的保护,首先通过现场测绘调研,获得板闸遗址的几何尺寸和结构构造形式;然后再对板闸遗址的残损进行分析,先找出其显见的病害,包括墙体残损和木桩残损等;接着分别采用有限元分析方法与传统计算方法对其结构性能进行研究,并进行两种方法的对比分析,然后找出其隐在病害,主要是各层土体局部塌陷和墙体开裂等问题;最后,综合实际残损分析及数值计算模拟结果,提出了适用于板闸遗址的保护设计方法。研究表明:对于板闸这类平面转折的文物类型进行修缮时,应采取适当措施增强墙体拐角处的抗拉强度,具体措施可以采取通过沿水平灰缝埋设不锈钢钢筋的方式进行加固。  相似文献

《门楼图》是慕容智墓壁画中保存最完整、幅面最大、价值最高的一幅壁画,对于研究唐代早期门楼建筑风格、武威地区吐谷浑王族墓葬特征、唐与吐谷浑民族关系史以及唐文化在丝绸之路上的传播具有重要意义。其自揭取后,随着本体结构与保存环境的变化,正面临着各类病害的威胁,亟待保护修复。遂本研究以《门楼图》壁画为研究对象,通过壁画成分分析,研究壁画制作材料类别及性能;通过壁画病害研究,确定病害现状与成因,并综合以上研究成果对壁画典型病害进行科学治理,在遵循真实性原则的基础上,采用最小干预手段,按照背面保护修复—正面保护修复—美学修复的顺序进行修复干预,以求能最大限度保障壁画的安全性和稳定性,为壁画未来的保护展示和价值提取奠定基础,也可为其他相似壁画的保护修复提供重要借鉴。  相似文献
