ANALYTICAL MODELLING OF THE SEISMIC BEHAVIOUR OF PRECAST CONCRETE FRAMES DESIGNED WITH DUCTILE CONNECTIONS

Pure precast beam-column systems incorporate unbonded reinforced at the critical sections, causing strain incompatibility between steel and concrete. As a result, classical section analysis method, well know for characterising monolithic concrete members, cannot be directly applicable to these systems. This paper provides a section analysis method suitable for precast members, incorporating, through an analogy with equivalent cast-in-place solution named “monolithic beam analogy”, an additional condition on the member global displacement. The proposed method was first validated with the experimental data from tests on beam-column Hybrid subassemblages. Using appropriate hysteresis rules and the response envelopes defined by the section analysis method, a prediction of the behaviour of the PRESSS test building was carried out. Satisfactory agreements obtained between the analytical and experimental results confirm the validity of the suggested methodology. Derivation of the method and experimental validation are herein presented.     

CONCEPT AND DEVELOPMENT OF HYBRID SOLUTIONS FOR SEISMIC RESISTANT BRIDGE SYSTEMS

The development of alternative solutions for precast concrete buildings based on jointed ductile connections has introduced innovative concepts in the design of lateral-load resisting frame and wall systems. Particularly efficient is the hybrid system, where precast elements are connected via post-tensioning techniques and self-centring and energy dissipating properties are adequately combined to achieve the target maximum displacement with negligible residual displacements. In this contribution, the concept of hybrid system is extended to bridges as a viable and efficient solution for an improved seismic performance when compared with monolithic counterparts. Critical discussion on the cyclic behaviour of hybrid systems, highlighting the most significant parameters governing the response, is carried out.

The concept of a flexible seismic design (displacement-based) of hybrid bridge piers and systems is proposed and its reliability confirmed by quasi-static cyclic (push-pull) and nonlinear time-history analyses based on lumped plasticity numerical models.

Radicalizing electoral system effects on support for nationalist hardliners in Serbia

This paper investigates electoral outcomes produced by the two‐round majority system in ethnically divided societies. Earlier studies, focused mainly on the Southern American states, have revealed that in ethnically mixed environments, competitors with radical positions on ethnic issues perform particularly well. This paper extends this idea to municipal elections in Serbia, showing how radical majority nationalist parties exhibit particularly strong performances in ethnically mixed municipalities. While this effect is also apparent under proportional representation, we argue that it is much stronger when a two‐round majority vote system is employed.     

Reforming the Italian constitution

Abstract

The third parliamentary Bicameral Committee established to reform the Italian constitution conducted its business from January to June 1997. The results have been controversial and have attracted a great deal of criticism. The Committee's recommendations are subject to amendment by parliament and must then be approved (or rejected) in a general referendum. The Committee ended up recommending what is essentially a French‐style semi‐presidential system. It is accompanied by an electoral law that offers a premium of an additional 20 per cent of the seats to the majority, 55 per cent to be elected in simple majority electoral districts, and 25 per cent to be distributed nationally on a proportional basis. PDS leader Massimo D'Alema, chair of the Committee, has claimed victory since the Commitee produced a positive outcome, yet in fact he has certainly lost since he preferred a strong ‘premier’ model and a majority runoff electoral system. The Committee demonstrated that small parties, especially the former Christian Democrats, can exert influence over larger ones, that the parries retain firm control over the process of institutional reform, that the three major party leaders — D'Alema, Berlusconi and Fini — preferred their own reciprocal legitimization over the attainment of any major reform, and that Italy's political‐institutional transition is not yet over. Indeed, the proposed reforms are likely to prove neither sufficient nor adequate.

清末的省界观念,学界对其在多个领域中的普遍存在缺乏清晰的认识和更进一步的探究.其实,到了清末,以地缘情结为基础的省界观念无论是在地方政权体系、私营经济领域当中,还是在留学生特别是留日学生群体、资产阶级革命派当中,都广泛地存在着,并产生着极其恶劣的影响.直到21世纪的今天,省界观念依然如幽灵一般无处不在,因此,涤荡省界意识,有着重要的现实意义和价值.     

Boundaries, Borders, and Reference Points: The Caribbean Defined as Geographic Region and Social Reality

Terms used to describe a region often reflect and directly influence the way space, identity, and history are conceived or constructed. The Caribbean is one such place where external definitions frequently transcend simple geography and socio-political boundaries. The region can be understood by both temporal and cultural categories. The case is made in this paper that archaeological interpretations of social history are impacted by how one conceives of the region.     

Barriers to Co-Governance: Examining the "Chemistry" of Home-Care Networks in Germany, England, and Quebec

This article aims at studying the dynamics of organized home care and particular problems in the delivery of social services, analyzed against the background of the international recasting of welfare systems. Challenging an influential academic discourse on the advent of new forms of network governance thought to improve service provision, three jurisdictions—Germany, England, and Quebec—are compared with regard to how home-care networks are actually configured and the rationales which appear to shape the interaction between network members. The article argues that notwithstanding the extensive literature extolling the virtues of network governance or the possibility of reconciling different governance modes, home care operates through arrangements embracing conflicting rationales. Rather than providing for mutual adjustment and shared perspectives, contemporary home-care networks tend to produce tensions and outcome problems as a result of the "biased" interplay between various steering rationales within given institutional arrangements and different meta-governance regimes.     

旅游地复杂系统演化理论研究流派、进程与展望

以系统科学发展历程为脉络,梳理现今蓬勃发展的旅游地复杂系统演化理论研究成果,辨析了不同流派的核心概念、理论体系、研究方法,探寻该领域研究的共同纲领与范式尚未形成的内在原因,提出摒弃现有不同理论观点之差异,集各家之所长,以"非线性思维"、"整体思维"、"关系思维"及"过程思维"的系统科学探究方式为指导,以系统要素间耦合关系及其思想为进程构建旅游地复杂系统演化理论研究框架,并展望了今后的研究方向与思路。     

风险视角下的城市聚落形成模拟

幂次法则是普遍存在于自然科学和社会科学界的现象,而城市位序-规模法则是幂次法则在城市科学中的体现之一,然而特定城市规模分布一直缺乏完整的解释。本文尝试结合城市增长过程中土地开发行为的报酬递增规则与土地开发主体的风险认知行为,以城市增长的微观过程为切入视角模拟宏观城市聚落演化过程,进而探讨风险态度对城市聚落形态,尤其是对其规模分布的影响。研究结果表明：①即使城市聚落演化过程中存在多种风险态度,幂次法则在城市聚落的规模分布中仍保持着稳健性; ②现实世界中城市聚落规模分布的变异和稳定可能来自城市主体风险态度的多样性。
