A vernacular way of “safeguarding” intangible heritage: the fall and rise of rituals in Gouliang Miao village

This paper documents a vernacular method of interpreting and safeguarding intangible heritage in an ethnic Miao village in China. Tracing the conflicting discourses of ritual in different stages of the past and the present, it shows how ritual practices were transformed by imperial Qing officials in the mid-nineteenth century, demonised and denounced as feudal superstition during the Cultural Revolution (1966–1976), exploited as cultural resources for ethnic tourism since the early twentieth century and involved in the evaluation system of intangible cultural heritage in the twenty-first century. Based on ethnographic materials collected in 2008 and 2009, this paper argues that it is the inherited vernacular narratives and ritual performances that are negotiating with the state’s constant effort of shaping the ritual through various discourses, constructing the meaning of inheritance and safeguarding the intangible heritage within the community.     

The Prodi government of 2006 and 2007: A retrospective look

Now that the fifteenth legislature has come to an end, it is appropriate to assess the performance of the government whose fall was responsible for this event, as well as the coalition's significance for the trajectory of Italian politics generally. The four articles that follow this one together initiate the task, exploring performance from an institutional and policy-making point of view. This article suggests four criteria for evaluating the performance of any government and offers a brief initial ‘summary report’ in terms of them –?paying special attention to implementation of the programme and to communications. Bearing in mind the structural conditions in which it had to work, the government had some notable achievements to its credit, but these same conditions undermined it by opening up an unbridgeable gap between performance and popular perceptions of performance.     

Barcelona as imagined community: Pasqual Maragall's spaces of engagement

This paper looks at how cities can function in much the same way as nations in the construction of political projects. Taking Pasqual Maragall's mobilization of Barcelona during his period as mayor of the city (1982–97) as an example, it explores how locally dependent politicians attempt to exploit 'spaces of engagement' (Cox 1998) to escape from the territorial and scalar limitations which city councils have to operate within. It argues that mayors can embody cities, and explores how Maragall located himself within a set of performatively, discursively and institutionally constructed visions of Barcelona embedded in wider economic, political and cultural spaces.

近代山东村落社区结构的整合与分化

在近代山东农村,村落社区成员对土地、资金、村公产等物质资源和宗教、教育、村庄自卫等人资源的分配,必须通过各种社会组织才能得以进行,其中宗族组织起了统合血缘地缘关系及情感流向的关键作用。在村落社区以宗族组织为中心的社会结构整合过程中,会出现基于地权分配不均衡而产生的社会分化,这必然导致经济社会地位相近的村落成员组成某些特殊的社会组织,从而使村落社区结构在统合性中又产生一定的分异性。     

深层生态旅游开发与新世外桃源建设

提出深层生态旅游开发的概念,它包括两个方面的内涵:一是应重点突出景区生态文化的挖掘展示和游客生态感知与生态体验的获取,以此来规范经营者的景区开发和游客的游览活动;二是在旅游开发过程中应重视经营者与游客、政府部门与当地居民、旅游活动与生态环境高度和谐,以达成各方利益的共赢和旅游业的可持续发展。另外,本文还对生态旅游进行了四个层次的划分,探讨了深层生态旅游和浅层生态旅游的区别,给出了深层生态旅游开发的"四体两翼"和两翼对接模式,以使生态旅游业切实有利于生态文化展示并服务于生态旅游目的地社区的可持续发展,其终极目标,是建设理想的新世外桃源。     

中国城市社区公共服务设施配置现状与规划实施研究

城市社区服务设施分为生活服务设施、市政设施和公共服务设施三大类。在统计分析了全国城市社区建设基本情况抽样调查数据之后,重点考察了全国城市社区服务设施的覆盖率、配建规模和居民的需求现状,得出我国城市社区公共服务设施相对其它两类设施更加供不应求的结论,参照建设部和北京市、上海市、武汉市等地的城市居住区公共服务设施的设计规范,结合各种相关因素,提出了我国城市社区公共服务设施规划指标和实施建议。     

江苏盐城海滨湿地社区参与生态旅游开发模式研究

社区参与是生态旅游的本质需求,社区参与生态旅游开发对实现盐城海滨湿地生态旅游可持续发展具有重要意义。本文分析了盐城海滨湿地生态旅游开发和社区参与的现状,对湿地社区居民参与旅游开发的态度和行为进行了调查,在此基础上提出了社区居民参与生态旅游的决策规划模式、经营管理模式、产品开发模式以及利益分配模式,并提出了居民参与旅游开发的保障机制。     

宁夏南部回族社区人地关系及可持续发展研究

本文运用区域可持续发展基本理论,全面分析了宁夏南部回族社区人地关系由掠夺式向互为报复式演进的过程、原由及危害,剖析了回族社区可持续发展的四大制约因子,即:生活贫困及生产方式的落后性,人类自身生产及人口素质的低层次性,区域文化的封闭性,生态环境的逆展性。并针对上述因子,提出了改善人地关系,实现可持续发展的举措是:加快区域经济建设,深化生态环境建设,加强地域文化建设,积极进行社区建设。
