State subsidy for the arts in Britain has been determined by a variety of political and social factors over the last two hundred years. This article examines the recent emergence of a therapeutic ethos that has come to shape arts policy in the United Kingdom. It begins with a survey of existing literature describing a shift in Britain’s arts policy since the 1970s. It examines the limitations of existing explanations and suggests another explanatory factor – the growing valorisation of the arts as a therapeutic tool to address social problems. This can be seen in two historically convergent trends: the challenge to cultural authority through the emergence of a therapeutic understanding of creativity, and the reorientation of political activism around issues of culture and wellbeing. Finally, the article considers how and why these ideas became institutionalised in Britain’s main arts policy body – the Arts Council.

This article will explore the multicultural challenges resulting from increasing numbers of migrant workers and foreign (non‐Chinese) brides in Taiwan, and discuss how such outside cultural influences create new forms of cultural expression, identity and citizenship. It will further describe experiences and present theories specific to Taiwan’s experience. Research on “transnational communities” is fairly advanced in Taiwan. “Transnational communities” in Taiwan are expected to “assimilate” quickly into mainstream Taiwanese society, and personal cultural needs and influences are largely ignored. These communities continue to remain isolated from mainstream Taiwanese society, thus making them “invisible” to society as a whole. Therefore, this research hopes to encourage research into “transnational communities” within the field of cultural policy studies and provide a basic picture of the cultural influence and development of these communities in Taiwan.

This paper provides a historical context for thinking about Germany’s recent embrace of sponsorship and private donations as a means of supporting education and the arts. The paper notes that the chief architect of a new national cultural policy, Michael Naumann, has justified a turn to public‐private collaborative arts funding with the argument that a market‐driven model of private responsibility for the arts stimulates greater citizen involvement in civic life and thus greater democracy. Yet Naumann has not reconciled this argument with Germany’s own history, in particular the fact that Germany’s Golden Age of private support of the arts coincided with the authoritarian German Empire (1871–1918). My analysis of this historical constellation, presented as a case study of one of Germany’s most important museum directors, Wilhelm Bode (1845–1929), argues that private support of the arts formed part of a larger strategy designed to wrest control of arts institutions away from traditional elites. My essay seeks to show that the rise of more responsive public forums was intended to make the fruits of German imperialism and economic domination available to more Germans, particularly middle class Germans. On this basis, the essay suggests two things. First, German imperialist society was less hierarchical and more broadly participatory than is often assumed, complicating its ability to figure as a negative foil today. Second, the harnessing of market forces to German culture was expected to deepen popular appreciation for chauvinistic conceptions of German nationalism that today seem to conflict with what German democracy might ideally be. With these points in mind, I contend not that sponsorship and private donations are incapable of promoting greater public involvement in the arts. Rather, the private sector might yield more democratic outcomes when publicly funded democratic institutions retain a strong voice in the direction of culture.

Museums of History and Art provide accounts of the past and the transition of nations into their current situation. They follow a certain line of interpretation of past events which reflect the dominant belief system in a nation. These narratives told in this process leave room for interpretation. Which particular string of the available narratives is followed while neglecting the others, and is influenced by the current self‐understanding of a nation and its political considerations. Latvia and Lithuania, two Baltic Nations, were planning to set up museums of contemporary art in 2009 and in 2011, respectively. Due to the financial crisis at this time, however, both projects have been put on hold. Based on interviews with key personnel and experts, the paper shows how the museums in both countries interpret their Soviet past and align it with the new European master narratives.

Situated within the political ecology of hazard, this article is an extended case study of the devastating 2003 wildfires in and around Kelowna, British Columbia (also known as the Okanagan Mountain Park Fire). This article reveals how compliance (or lack thereof) with fire mitigation strategies recommended by provincial, regional, and municipal agencies is complicated by differing social constructions of what constitutes ecologically sustainable forest management and community safety. Three perspectives emerge regarding the urban forests: “nature as hazard”—a volatile force to be controlled; “nature as instrumentally valuable”—a contribution to the character of one's surroundings and subsequent sense of place; and “nature as intrinsically valuable”—a distinct entity to be preserved and protected for its own sake. The article also examines how experiences of disaster influence community perceptions and result in a greater willingness to engage in fire mitigation strategies due to perceptions of heightened vulnerability. Forestry and fire mitigation agencies need to determine multiple courses of action among the varied and valid range of residents’ nature perspectives. The role of human agency in disaster mitigation must be examined, particularly as the risk of fire at the wildland‐urban interface continues to be exacerbated by encroaching human settlements and climate change.

Abstract: Much attention has been given in recent years to the rise of alternative food networks However, the very concept of “alternative” has come under increasing scrutiny, as theorists grapple with what is meant by alternative and whether the concept adequately captures the key components of such a diverse range of networks and communities. Drawing on poststructuralist political economy, I propose the concept of autonomous food spaces as one possible lens for approaches food‐provisioning activities that situate food within the broader context of non‐capitalist communities seeking to build relationships of mutual aid and non‐market exchanges. I use the examples of a radical collective kitchen, Food Not Bombs, and a community‐supported agriculture operation, Vegetables Unplugged, to explore the potential for autonomous food spaces as part of a broader “politics of possibilities” beyond capitalism.

The practice of banishing thieves, and the changes that took place in that practice in mid-17th-century Turku, illuminates the issues of building a good urban community as well as the changes that were happening in law and judicial practice in early modern Sweden. Variations and changes in punishing thieves in the 1640s and 1650s in Turku show that the position of the thief in the urban community, and the amount that was stolen, affected the courts’ considerations throughout the two decades. Nevertheless, an ongoing tendency towards moderation in sentencing is visible in courts, and the influence of a new penal ordinance of 1653 is noticeable. The banishment of thieves, even if it removed unwanted people from town, was no more strongly connected to the goal of creating a good community than other punishments were. Both banishment and other punishments, however, were connected to the conceptions of an ordered and harmonious community. The court cases, nevertheless, show that the makeup of the Turku urban community was more open than the strict moral or legal guidelines of the time would suggest.

This article examines the themes of political community, race, family, and history in the John Sayles film Lone Star. Although Sayles explicitly states that he is using the film to call into question many of the boundaries that individuals and communities take for granted, the author suggests that the film presents a more complex and more positive view of the place of boundaries in the life of an individual or a community.

There is extensive commentary on the role of unauthorised art, but little on the coincidence of heritage value and guerilla art. This paper analyses the relationship of the two in a 2007 statue which is a monument to a lost place for which there is no surviving historic fabric. The statue functions not just as a place of memory, but of guerilla art; a complex interplay has emerged between an official piece of government art and unsanctioned community performance. Growing heritage emphasis on social value over the previous dominance of original fabric suggests that the delight with which the statue has been greeted illuminates evolving heritage philosophy, monument language and the emergence of the importance of the heritage community especially for its potential performance value at a site. The dramatic contribution that the statue has made to the city has an impact on the fields of landscaping, planning, history and heritage.
