Polycentricity is a fundamental concept in commons scholarship that connotes a complex form of governance with multiple centers of semiautonomous decision making. If the decision‐making centers take each other into account in competitive and cooperative relationships and have recourse to conflict resolution mechanisms, they may be regarded as a polycentric governance system. In the context of natural resource governance, commons scholars have ascribed a number of advantages to polycentric governance systems, most notably enhanced adaptive capacity, provision of good institutional fit for natural resource systems, and mitigation of risk on account of redundant governance actors and institutions. Despite the popularity of the concept, systematic development of polycentricity, including its posited advantages, is lacking in the commons literature. To build greater clarity and specificity around the concept, we develop a theoretical model of a polycentric governance system with a focus on the features necessary or conducive for achieving the functioning predicted by commons scholars. The model is comprised of attributes, which constitute the definitional elements, and enabling conditions, which specify additional institutional features for achieving functionality in the commons. The model we propose takes the concept a step further toward specificity without sacrificing the generality necessary for contextual application and further development.  相似文献

The Italian region of Campania and its capital Naples have epitomized waste management failure in Europe since 2008 when international media covered extensively the waste crisis occurring there. In response to the crisis, the Italian national government took an authoritarian turn in waste policies and criminalized citizens' grievances and mobilizations against waste-facility siting in Campania. The state authorities' intervention gained popular consent and obscured the multifaceted and unjust geographies of waste management in the region. It was a serious blow for the waste-related justice movement in Campania. However, just when waste management seemed under control the movement re-emerged stronger and more effective than it had been prior to the 2008 crisis. Activists created a new counter narrative and liberated themselves from the constraints imposed by the repressive measures of the national government. They built a new frame around the unhealthy space, whose expansion, they maintained, was caused by the waste-related contamination. Yet the strength of the movement and its transformation following 2008 can only be fully understood when the structural property and the components of the EJ activists’ networks are also considered. We apply a Social Network Analysis to show how an effective environmental justice movement requires a cohesive and robust network as well as a comprehensive narrative. The waste-related movement in Campania went from being an archipelago of isolated clusters of organizations with a plural but fragmented claims (before 2008), to a tightly interconnected network supporting a unified political platform (after 2008). We link together the reframing of the movement around health issues with the reconfiguration of activist networks. We use the Campania case to show how environmental justice movements might overcome repression and criminalization and progress toward social justice and ecologically sound transformations.  相似文献

This article examines the activities of the business MPs who were members of the parliament of 1852–7. Largely coming from a different social background from those who had traditionally led the United Kingdom, with different educational experiences, and inhabiting a different social milieu, they demonstrated their interest in the governance of the United Kingdom by a vigorous participation in the activities of the house of commons. Although they composed less than 21% of the membership of the Commons, they disproportionately attended the sessions of the House, spoke often on topics of interest, participated regularly on committees, were quite active in sponsorship of public bills and sponsored more than half of the local and private bills.  相似文献

This article analyses the presentation of the Commons’ Speaker in the Tudor age. It traces the medieval origins of this ceremony, arguing that it served not only as an opportunity for flamboyant rhetoric, but also as a politically significant event designed to impress upon the Commons its inferiority in the parliamentary hierarchy. The article also suggests that Elizabethan Speakers used their orations as a means of presenting counsel to the queen herself.  相似文献

This article explores the Conservative Party crisis over India to examine the relationship between diehard Conservatives and Britain's emerging democracy. Far from rejecting democracy outright, diehard rhetoric and mass communication demonstrates how they adapted to it and utilised it in pursuit of their objectives. The accommodation of diehard Conservatism within the Conservative Party was a necessary and mutual embrace. Contrary to popular image, it promoted Conservative unity and contributed to the party's remarkable electoral success. Unable to exact decisive victories, the capacity of diehard Conservatives to generate party crises over imperial questions, among grass‐roots and back‐bench Conservatives, ensured that they had a role in shaping the presentation and content of party policy. This had implications for leadership efforts to liberalise the party, and also popular perceptions of British imperialism and the feasibility of democracy in India.  相似文献

When Melbourne replaced Grey in 1834 he looked to recruit men with experience to join his government. He enlisted Sir John Cam Hobhouse, but Hobhouse needed a seat in the Commons. This was achieved by a writ of acceleration, whereby Viscount Duncannon, one of the sitting MPs for Nottingham, was called into the Lords in his father's lifetime to release a seat in the Commons. Writs had normally been used to strengthen the power of the government in the Lords, and the resentment in Nottingham at this political fix was expressed in a full-scale contest with accusations that the town was being turned into a government nomination borough. Hobhouse might have hoped for a free run as he had already been appointed to the cabinet. Rather, he was forced to fight for the seat, and to go through most of the activities more frequently associated with general elections.  相似文献

Abstract

During the 1970s, the Chipko movement mobilised popular opposition to commercial forestry in the Indian Himalaya. Today, the legacy of this movement remains contentious. For some, it was a successful environmental movement, which led to the protection of natural resources. For others, it has stalled development in the region, preventing the creation of much-needed employment opportunities. This article engages with this contentious legacy and evaluates the ongoing relevance of Chipko in the region. It does this by presenting a case study of a Chipko-inspired seed conservation movement, the Beej Bachao Andolan (Save the Seeds Movement, BBA), which has attempted to sustain Gandhian and ecological values in the region by promoting ecologically sensitive, bottom-up village development. While BBA has been effective in mobilising people against threats to subsistence agriculture, local people remain ambivalent about aspects of its core message, which are not seen to offer solutions to growing local challenges, such as climate change and out-migration. The successes and failures of BBA point to the complex and contradictory position of farmers in the Indian Himalaya and the extent to which Gandhian and ecological values remain relevant to them in the context of agrarian change.  相似文献

In 2009, a land spirit disrupted plantation development within a contested Economic Land Concession in Cambodia. The spirit, along with efforts of a monk and NGO, ultimately persuaded state officials to return 5 ha of land to the local temple. In this paper, we bring together literature on the anthropology of religion, political economy of land possession, and critical development studies; we demonstrate that land spirits continue as members of political patronage chains at both the state and the local level, and show how the non‐capitalist logics of spirit negotiations both challenged and legitimized large‐scale land acquisition projects. The spirit was not subsumed by, but rather shaped, contemporary capitalist expansion in ways that call for a critical examination of the ontological certainty that all land is designed for human production and consumption.  相似文献

This paper brings autonomist Marxist analyses of post‐Fordist transition together with the geographical literature on ecosystem services to argue that the rise of the ecosystem service economy was central to what Paolo Virno has called the neoliberal counterrevolution. By analyzing the discourse of environmental crisis in the 1960s and 1970s, I demonstrate that early efforts to account for the value of environmental functions were a response to the instabilities faced by globalized capital in the postwar era. The rise of the ecosystem service economy is central to what autonomist Marxists describe as a post‐Fordist mode of production in which the activities of social (and, I argue, ecological) reproduction become direct sources of value. The paper suggests the need to revise the autonomist analysis to account for both the ecological dimensions of Fordist crisis, and the importance of the ecosystem service economy as a means whereby the counterrevolution was accomplished.  相似文献
