以深汕特别合作区为例,借鉴依赖空间和交互空间分析思路,对基于共同利益而非对抗性的尺度政治过程进行分析。其中,深圳市对连续依赖空间的建构、汕尾市对依赖空间交互功能的挖掘、广东省在交互空间中的管制试验等分别定义了它们各自的依赖空间和交互空间,这些空间在多个尺度上相互重叠,并集中体现在深汕特别合作区这一新的尺度和制度空间中。在这种情况下,各行动者依赖和交互空间的性质、行动者间的相对权力关系以及各自掌握的不同资源等因素共同塑造了合作区的组织架构、管理权限和利益分配等制度形态。 相似文献

Is there evidence of significant ethno-linguistic/ethno-national rallying around the nation in Ukraine—as social science would have us expect in times of conflict? And, if so, might we expect this ethno-linguistic/ethno-national identity to rise with the prolongation of war? Or instead, is Ukrainian “civic-ness” the primary rally call that shaped and shapes collective identity in Ukraine? And if this collective identity is not ethno-linguistic in orientation then what values and political dispositions are bringing Ukrainians together in a time of crisis and war? Whilst political science might suggest that violence and extended periods of war can produce rallying to ethno-linguistic/ethno-national identity—original panel survey data collected among the Ukrainian population in March/April 2019, January/February 2021, and 2 December 2021/16 February 2022 coupled with a cross-sectional nationally representative survey collected 19–24 May 2022 provide evidence that ongoing regional war, crises, and now all-out invasion by Russia have shored up civic and not ethno-linguistic/ethno-national identities. We engage with debates on shifting geographies of sovereignty in the digital age by providing a conceptual framework for “situated sovereignty”. Our contribution draws on a review of the scholarly literature and current sovereignty practices. We aim to move beyond state-centred and territorial understandings of sovereignty. A common discussion is the necessity of reconfiguring notions of sovereignty. However, hardly any studies have discussed the sociospatial configurations of practising sovereignty in the digital present. We conceptualise practices of sovereignty along intersecting strands of scholarly literature that have scarcely been related, drawing from political geography, science and technology studies, and critical digitalisation studies. Reviewing the literature, we identify three fields framing current practices of sovereignty—(i) state and territory, (ii) civic engagement, and (iii) digitalisation—based on which we develop a conceptual framework of situated sovereignty. Our framework addresses the situated role of sovereignty practices from a spatial point of view. We propose pragmatism, legitimacy, and governance as three analytical themes for better understanding current and future shifting geographies of sovereignty and enhancing sovereignty studies. 相似文献

The Indigenous Land Corporation was established to acquire lands for Indigenous peoples who were unlikely to benefit from recognition of native title. The Corporation is also charged with assisting Indigenous peoples manage their lands. The First Land Management Policy of the Indigenous Land Corporation is examined, and the strengths as well as the omissions and flaws of this initial policy approach to land management are noted. Ways to improve the assistance that the Corporation provides to Indigenous landowners in the management of their lands are proposed. The paper suggests that the Corporation's approach to land management needs to resolve the demands of a national policy mandate with the contingencies of local context. 相似文献

This study identifies ‘heritage as practice’ as an alternative to ‘authorized’ heritage engagement. Heritage, in this sense, is perceived as a source of inspiration and creativity rather than just an asset to be preserved. ‘Heritage as practice’ is informed by the conventional identification and evaluation of heritage, coupled with the architectural and artistic instincts, capacities, creativity, and commitment found in the field of architecture, to interpret heritage. We label the work produced out of this practice as ‘creative material’ that is subjected to further re-creation when it is used as a platform for community engagement. We examine the mechanisms of these engagements through an academic experiment in which architecture students were asked to analyze the representations of the local heritage site of Umm el-Jimal, Jordan. We argue that shifting from ‘authorized’ engagement to informed ‘instinctual’ one gives the students a soft authority over heritage. However, it is the capacity to creatively engage with and about heritage, and use this to continuously and creatively interpret heritage, that makes this authority valid and just. 相似文献

This study discusses the benefits and challenges of an undergraduate module on participatory geographies, involving students in co-producing research with community partners. The module challenges the knowledge production model predominant in Geography curricula. We argue that it develops students' skills and understanding through engaging them intellectually, socially and emotionally outside the university. As a student, two community partners and a professor, we offer our perspectives on the opportunities and conflicts that arose. We do not gloss over tensions in achieving the module's diverse aims, but suggest that these are productive for teaching, learning, research and the needs of community organizations. 相似文献

In this article, I examine friendship as a subject of political theory rather than as a social practice relevant to political life. As suggested by Francesco d'Altobianco Alberti in the poem recited at the first certame coronario, two ideas of political friendship existed side by side in Medicean Florence. They appeared in full in Palmieri's Vita civile and in Platina's De optimo cive. As I will show, the Ciceronian language of friendship is used in these works to resolve two key problems of Renaissance political thought: the need for political unity and the just way of appointing the governing elite. Palmieri placed friendship in the political sphere of concord: he was a republican imperialist who believed that civic friendship protected the political unity of the city, without which Florence would not have been able to expand. Platina, on the other hand, situated friendship in the political sphere of counsel: his concern was to support the selection of the most virtuous and knowledgeable citizens, worthy of access to public office. While Palmieri looked back to the city's medieval past, Platina cast light on the politics of friendship that allowed the Medici to stay in power. 相似文献

As an arguably ‘post colonial’ society, Australia is evolving its particular identity and sense of self, but reconciliation with its Indigenous peoples remains a significant political and cultural issue. Social inclusion or marginalisation is reflected in the construct of the civic landscape and this paper traces and contextualises public space Indigenous representation or ‘cultural markers’, since the 1960s in Adelaide, South Australia, the Kaurna people's land. This paper identifies social phases and time periods in the evolution of the ways in which Indigenous people and their culture have been included in the city's public space. Inclusion of Indigenous peoples in civic landscapes contributes not only to their spiritual and cultural renewal and contemporary identity, but also to the whole community's sense of self and to the process of reconciliation. This has the potential to provide a gateway to a different way of understanding place which includes an Indigenous perspective and could, symbolically, contribute to the decolonisation of Indigenous people. An inter‐related issue for the colonising culture is reconciliation with the Indigenous nature of the land, in the sense of an intimate sense of belonging and connectedness of spirit through an understanding of Indigenous cultural landscapes, an issue which this paper explores. The paper also sets out suggestions for the facilitation of further Indigenous inclusion and of re‐imagining ways of representation. 相似文献

Studies in transnationalism raise the expectation that new forms of ‘flexible citizenship’ will attune the frozen world of territorial sovereignties and citizenship to the reality of global migration and borderless business. In the Netherlands, however, the focus of the integration debate has recently shifted to an affirmation of sovereignty. Three cases in which ethnic minorities in the Netherlands were exposed to (possible) action from their homelands (Turkey and Morocco) elicited political discussion in which dual citizenship and transnational political influence were rejected. We conclude that a changed policy of homeland governments (diaspora engagement) is not the most likely explanation of the public excitement. The new sovereignty discourse fits into a neo‐nationalist trend but may also be explained as a way to contain the unpredictable effects of the sustained multiculturalism underlying Dutch policy toward migrant communities. 相似文献
