This article is a transnational comparison of the struggle for women's suffrage during the long 19th century, mainly around 1900, with an emphasis on the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). The article questions the widespread notion of these countries as similar democratic and peaceful nations, different from the rest of Europe. It points to the timing of women's suffrage and to how the claim for this reform challenged the gendered meaning of political citizenship as well as core elements in the understandings of masculinity and femininity. It proceeds to analyse important structural changes that have been seen as vehicles for women's suffrage: the growth of democracy, the construction of nation states, revolutions and wars, asking if these structures played as important a role in the Nordic countries as elsewhere. Finally, the article concentrates on women's agency, mobilization and organization, looking for similarities and differences among the five Nordic countries. 相似文献

This article will critically appraise two approaches to cultural policy. The first focuses upon the need for a national cultural policy in order to establish a national “common culture” among its citizens, through measures to promote the arts and popular media sectors, and set limits to the flow of imported materials into the nation. This is what has been termed the “sovereignty” model, and has historically been the driver of cultural policy debates. The second approach, which is called the “software” approach, aims to create cultural infrastructure and other environmental factors to promote a creative economy, whether at local, regional, national or supra‐national levels. It questions the historical divides between “culture” and “industry”, and between “creativity” and “innovation”, and is focused upon the development of future ideas and creative concepts. It draws upon the very different conditions associated with the development of software to those of established arts and media sectors, and aims to extend the “software” model more widely into cultural and creative industries policy. 相似文献

This study explores the contradictions and challenges in the development of multiculturalism in cultural policy in Taiwan. The approach used involves an exposition and critique of the two dominant models of multiculturalism in Western theory – namely, liberal multiculturalism and postmodern multiculturalism. From the perspective of liberal multiculturalism, I argue that ignorance of multicultural citizenship limits the scope and impact of multicultural policy. I then go on to suggest that postmodern multiculturalism addresses problems related to the visibility of cultural differences and shifting identities. Through analysing the various contradictions and challenges inherent in these two approaches, this study hopes to identify appropriate forms of multiculturalism capable of taking into account both multicultural citizenship and the dynamics of cultural diversity. 相似文献

This article examines the emerging intrusion of sport into the realm of cultural policy in tandem with an increased emphasis on culture in civic planning programs. The empirical focus of the article is on the location of sport within recent campaigns by British regional cities to win the title of European City of Culture, to be conferred in 2008. The particular case study considered is the unsuccessful joint bid put forward by Newcastle‐upon‐Tyne and Gateshead. The article looks at how the economic revival of Newcastle has been driven by cultural regeneration, and at how sport has assumed a prominent place within the cultural symbolism and iconography of the city. Consideration is given to the policy background and implications; in particular, the developing links between sport policy and cultural policy and sport considered in relation to the “creative industries” and the arts as more traditionally perceived. The article offers critical reflection upon the role of sport within the desired cultural democracy of the planners and promoters of the “city of culture”. 相似文献

The complex mappings of inflows and outflows of people, capital, images and ideas in global city spaces create particular challenges for nation-states that are deeply embedded in the international circuit of capital. Through an empirical study of Singapore, an aspiring global city-state, I offer an analysis of how the state-sponsored cosmopolitan project is contested by Singapore citizens. I also present evidence to highlight the contradictions of belonging and citizenship in a transnational world, with particular reference to the postcolonial racial and nationality dynamics that inflect these discourses. Négocier l'appartenance et les perceptions de la citoyenneté dans un monde transnational: Singapour comme ville cosmopolite? Les mappages complexes des mouvements des personnes, du capital, des images et des idées à travers les espaces urbains mondiaux posent un défi particulier aux états-nations qui sont très fortement intégrés dans le circuit international du capital. Singapour, ville-état mondiale en croissance, est le sujet d'une étude empirique dans laquelle je présente une analyse du projet cosmopolite soutenu par l'état et comment ce projet est contesté par les citoyens de Singapour. Je présente également des éléments de preuve pour faire ressortir les contradictions entre l'appartenance et la citoyenneté dans un monde transnational, en précisant entre autres les dynamiques qui touchent aux identités raciales et nationales postcoloniales qui pèsent sur ces discours. This paper considers issues of sexual citizenship in light of new UK legislation that prosecutes the viewers of ‘extreme pornography’. Justified as an attempt to uphold public decency, government intervention seeks to prevent people seeing ‘extreme’ images not by limiting access to certain websites, but instead by intervening in the private consumption of these images. In this paper I draw on the discourses of those who have supported such intervention, and suggest that these arguments make a claim to space that defends the rights of some citizens over others. I examine the entwining of rights of expression, rights to identity and rights to safety. In conclusion, I argue that sexual citizenship is not just about the right to occupy actual physical places but also the right to inhabit the virtual—cyberspace. I hence argue that the internet plays a key role in transforming the sexual geographies of public and private. 相似文献

Abstract This article considers the intertwined impact of two very different developments that emerged during the era of the American Civil War. The first concerned the invention and dissemination of new photographic technology that made it possible for ordinary citizens to sit for portraits and come away with multiple copies of new cartes de visite. The second concerned the revolutionary decision by the federal government to recruit African American men into the Union Army. As a result, in the final two years of the war uniformed African American men were having their portraits taken, and those small images began circulating among friends and family members. This speculative essay considers how these small cultural artifacts might have reflected and shaped a world in transition. 相似文献

ABSTRACTPerennial discussions arise about relocating whole Pacific Island communities because of the impacts of climate change. The relocation of Pacific communities to other countries is generally assumed to be a novel, futuristic idea. Yet in the mid-20th century, three such cross-border movements in the Pacific occurred, with at least another three mooted but not carried out. This paper focuses principally on the 1945 Banaban relocation from present-day Kiribati to Fiji but makes some comparisons with the movement of Vaitupuans from Tuvalu to Fiji in 1947. Research draws on interviews conducted in Fiji and Kiribati in 2012 and 2013; official records housed in the national archives of Kiribati, Fiji and the UK; and the colonial records of the Western Pacific High Commission, held in New Zealand. 相似文献

Abstract: Through a focus on “consumer‐citizenship” this paper foregrounds the class practices inherent in urban regeneration. Using Glasgow's 2014 Commonwealth Games (CWGs) as an illustrative example of regeneration, it seeks to highlight the market‐led processes that underpin state interventions. The paper demonstrates how these processes are implemented to transform “problem people, and problem places” ( Damer 1989 , From Moorepark to “Wine Alley”) into sites of “active” consumption and “responsible” citizenship. Yet, access to this “consumer citizenship” is stratified. In doing so, we synthesise conceptual insights from the Marxist‐influenced gentrification literature and the Foucauldian‐inspired housing renewal literature. We forward this to initiate further academic debate and empirical enquiry on the specific issue of mega sporting events. 相似文献

Canada is an evolving human geography that has nurtured difference and made a unitary state impossible. In this short essay I allude to the historical-geographical construction of Canada and the type of confederation it encouraged. I show how deeply different identities are ingrained in the fabric of this country. As the state cannot provide equally for all these identities, I consider the special claims of Native peoples and French speakers, particularly in relation to those of multiculturalism, and argue that the country has a particular responsibility to those societies that were here before the Canadian state, and found it superimposed upon them. Overall, I try to show that Canadian patriotism, based less on an overriding meta-narrative (which the country had never found) than on an appreciation of difference and the responsibilities of citizenship, provides a welcome alternative to either an exclusionary ethnic nationalism or a borderless electronic postmodernity. 相似文献
