As stress on water resources increases from growing human demands and a changing climate, recognition of the need to develop effective strategies for water governance is expanding. Consequently, it is timely to consider the legacy of effective instances of water policy innovation that have been highly influential in water resource management in Canada. We present two historical examples of policy transfer – that is, when policy employed in one jurisdiction is adapted for use in another. The first is the late nineteenth-century adoption of water allocation law in the North-West Territories that was a noteworthy departure from how water had been allocated in eastern Canada. The second is the twentieth-century introduction of conservation authorities in Ontario as regional watershed-based management entities. These examples illustrate how, in an era of expert-driven natural resources management, notions of governance were adapted from Australia and the United States. They also reveal how the biophysically-based policy context of water influences which policy transfer mechanisms are appropriate for lesson-learning. We conclude that the potential for policy transfer and lesson-learning to shorten the policy innovation timeline must be viewed as a critical response to urgent and evolving demands on water. 相似文献

A detailed study of charcoal burning activities has been made for the Zoersel forest (Northern Belgium) based on an inventory of charcoal kiln remains, the analyses of wood charcoal and other charred botanical macroremains and radiocarbon dating of 10 of these kilns. Age determination of the youngest kilns was refined by dendrochronological analysis of trees growing on top of these kiln sites. The results show that, although many kilns were found, charcoal was produced in Zoersel only at certain moments during late and post-medieval times suggesting that charcoal burning was not a part of the regular management practice of these forests. The wood used for the production of charcoal mainly consists of taxa of alluvial (alder) forests while the kilns are situated on sites that currently are rather dry, with an oak dominated vegetation. For the older kilns, this contrast could be explained by an important change in local soil conditions. The younger kilns may be related to the conversion of alder woodland to grassland in the lower parts of the domain, with the kilns being constructed in the nearby dryer woodland areas. 相似文献

AbstractEcosystem management (EM) is a process for addressing environmental problems. It draws on research from multiple disciplines in order to ensure long-term maintenance of socio-ecological systems. The present study evaluates the definition of interdisciplinary work among researchers involved in generating data use (EM). The goal is twofold: to generate further discussions in research supporting EM, and to better situate this research in the broader context of interdisciplinary science. Using an online questionnaire, data was collected from 119 researchers. A cluster analysis identified both distinct and shared understandings of the concept. A logistic regression analysis identified the extent to which personal characteristics and researchers’ understandings of interdisciplinary theory determine definitions of interdisciplinary work. Researchers differ on the terminology but share an understanding about what it is: both a ‘way to do research’ and a ‘way of thinking about research’. Differences between researchers suggest a growing interest in developing deeper engagements with theoretical discussions of interdisciplinarity. Results are discussed in the context of the current state of development of research for EM and its contributions to sustainability. 相似文献

ABSTRACT A striking feature of Stefano Bonsignori's Nova pulcherrimae civitatis Florentiae topographia accuratissime delineata, printed in 1584, is the pre-eminence of the Arno River and the detailed depiction of a variety of often quite minor water-related structures. This large (nine-sheet) map was dedicated to Francesco I de' Medici, Granduke of Florence. Contemporary initiatives and legislation as well as works of art and literature reveal that water management had been an important aspect of the policies of Francesco's father, Cosimo I, whose achievements had transformed the city's landscape and whose efforts earned the Medici ruler the title of Granduke of Tuscany in 1569. Bonsignori's portrayal of urban structures was created as a celebration of Cosimo's architectural legacy, and the depiction of the Arno, with its embankments and riverside structures, along with some of the city's fountains and wells, acknowledged granducal ambition to control its waters. 相似文献

In this article, a creative heritage value assessment that was developed on the island of St Christopher (St Kitts), West Indies is discussed and evaluated. A synergetic approach emerged out of a collaboration between local heritage managers and policy officials with foreign heritage researchers and archaeologists. Together, they developed a transdisciplinary and practice-oriented approach based upon capturing values with audiovisual methods, which effectively integrated archaeological-historical research as well as outreach and dissemination activities in the value-assessment process. This effectively brought valorisation as well as the contested and multivocal nature of heritage to the heart of a transparent heritage management process. The practicalities and rationale of this approach are discussed, as well as its potential benefits for the combined three fields of local heritage management, archaeological-historical research, and public outreach. 相似文献

This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process. 相似文献

Increasingly, archaeologists are opting for on-site examination, reinterment, and in situ preservation of underwater cultural heritage sites as the first option in the management of sites at risk, as opposed to the more traditional excavation, recovery, conservation, and display/storage methods. This decision will inevitably be based on significance assessment, degree of perceived risk, and resourcing issues. However, long-term monitoring must become an integral part of these management programmes in order to quantitatively evaluate the effectiveness of the in situ preservation techniques employed. In 2012 the Australian Historic Shipwreck Preservation Project (AHSPP) was awarded a large Australian Research Council (ARC) Linkage Grant, enabling ten partner organizations and three Australian universities to collaborate in one of the largest multi-organizational maritime archaeology projects to be undertaken in Australia to date. One of the major aims of the project is to develop a protocol for the excavation, detailed recording and reburial of significant shipwrecks under threat, fostering a strategic national approach for the management of underwater cultural heritage (UCH) sites at risk. Two historically significant shipwreck sites that are considered under threat were chosen for this longitudinal comparative study — the Clarence (1850) located in Port Phillip Bay, Victoria; and the James Matthews (1841) which lies in Cockburn Sound, Western Australia. Both sites have been preserved in situ using two very different but innovative remediation strategies. More importantly, long-term monitoring programmes have been implemented on both sites, which will characterize changes in the reburial environment and the effect on the reinterred materials. In this way, the efficacy of both in situ preservation techniques will be systematically tested, providing a comparative analysis of practical protocols for the long-term protection and management of underwater cultural heritage. 相似文献

AbstractBelgium has a long tradition of consultative commissions, responsible for the preservation of heritage. In the 1940s and 1950s, Belgian archaeologists expressed a need for such an institute, specifically competent for archaeology and the supervision of excavations. Only in 1965, the first members of a National Commission for Excavations were appointed. They had modest powers, but were able to advocate the value of archaeological heritage and, to a limited extent, supervise fieldwork performed by amateurs. The Commission was also asked to prepare a legal text that would protect archaeological heritage. However, ratified laws were not accomplished and, despite much regret of Belgian archaeologists, the Commission was abolished in 1979.During the 1980s, Belgium underwent several state reforms which ultimately resulted in the complete regionalization of archaeology (1988–89). Throughout this period, a shift in opinion occurred between Walloon (French-speaking) and Flemish (Dutch-speaking) archaeologists. This resulted in different arrangements of governmental agencies responsible for immovable heritage and archaeology. Nonetheless, as UNESCO had recommended in 1968, all three Belgian regions (including the Brussels-Capital Region) installed advisory commissions that were involved in the preservation in situ of archaeological remains. However, these consultative bodies had little influence on politics and policy. Especially in Flanders, the Archaeological Council achieved very little. Probably, the lack of continuity retained the Council from building up a reputation and authority. Nevertheless, advisory commissions for archaeology do make sense in Belgium. They provide a necessary ‘forum’ to discuss problems and to express undivided opinions; they form a ‘channel’ to communicate with policy makers; and they present an ‘instrument’ for advocating the preservation of archaeological heritage. 相似文献

AbstractUmm Qais is one of the most significant archaeological tourist attractions in Jordan besides Petra and Jerash. It is also popular with locals due to its rich diversity of natural history features and landscapes. However, there has been no detailed study of approaches to visitor management at the site. This paper investigates the visitor management pressures on the site of Umm Qais, seeking to develop an understanding of the approaches that direct the process of visitor management in an archaeological site. The specific objective of this study is to identify and analyse the current visitor management measures and tools at the site. It explores issues of hard and soft visitor management through monitoring, visitor guidance, and interpretation. The study has been conducted as a qualitative case study, and its results are based on direct personal observation and discussions with the personnel that have been conducted on-site by the Jordanian authors.Despite the visitor management applied approaches, results reveal important and continuing challenges for Umm Qais due to limited visitor monitoring, weak information, and poor restriction measures. Based on the findings of the study, some recommendations are made in order to permit the local heritage managers to develop the site and its visitor management appropriately. This is an essential process in aiding this potential World Heritage Site to update approaches and adapt to the changing circumstances related to the visitor needs for the site. This will contribute to heritage and tourism literature and practice by enhancing the knowledge of visitor management at a national level. 相似文献

AbstractThe aim of this paper is to discuss the long-term management of marine historic environment archives, focusing on the comparison of English Heritage’s National Record of the Historic Environment (NRHE) with the United Kingdom Hydrographic Office (UKHO) as case studies.Within marine (and terrestrial) contexts, archaeological archives are unique records of survey, excavation, and associated research of the historic environment. They are a resource which allows understanding of the human past to be developed, reviewed, and reinterpreted as new data is gathered. As such, they are significant for research, development-led studies, education, outreach, and public enjoyment. At a time when there is a significant focus on data from the marine environment, both within the UK and more widely across Europe, this paper puts forward some initial recommendations to enable further interoperability between these two key national datasets.Analysis of these datasets highlighted some interesting points, including the quantification and qualification of the scale of discrepancies between data providers (NRHE and UKHO), and how these can be overcome to allow comprehensive, reliable, and accessible data on which to base long-term planning, decision-making, and resource management. This will ensure a consistent approach, enabling the successful long-term management of historic environment archives, and making historic environment data readily accessible to the wider public. 相似文献
