The Water Framework Directive (WFD) represents one of the most advanced pieces of water policy developed during the last decades. Since its introduction in 2000, several technical and political issues arose regarding this Directive and its implementation, and have to be managed by European Member States at the national level, but in strict collaboration with local authorities and stakeholders. Whilst several studies have analysed the WFD from a technical point of view, a few are available that assess and compare the quality of public participation processes in river basin management at the European level. The present paper shows the outcomes of an own-developed questionnaire sent to European water and environmental authorities during 2015, which highlights the variable situation in terms of stakeholders’ involvement and methods adopted to interact with them, and also points out the scarce results that the consultation has obtained in terms of innovative measures to fulfil the requirements of the WFD. In light of the present situation, a better consideration of public consultation and associated methodologies is necessary for future management cycles, as well as a better coordination between Member States sharing river basins.  相似文献

For many people today, the idea of wilderness conjures up meanings and images referring to wild, remote, and untrammeled natural areas, which need protection from human presence and utilization. Institutionally, the first Wilderness Act was prescribed in the United States over 50 years ago and the wilderness conservation originates from the establishment of the first national parks in North America in the nineteenth century. First conservation and wilderness areas and related legal acts provided a model on how to organize and manage conservation areas globally. However, this created ‘fortress’ model of global conservation thinking, separating wilderness, and nature from culture and people, has recently been increasingly challenged by views calling for more people-centered approaches in natural resource management. In addition, the tourism industry has become an increasingly important user and socioeconomic element of change in wilderness areas, which has created new kinds of utilization needs for the remaining wild environments. Thus, there are different ways to understand what wilderness is and for and from whom we are protecting those areas. This paper aims to overview some of the key perspectives on how wilderness environment are contextualized, used, and contested: as units of strict conservation; resources for livelihoods and raw materials, and/or tourist products. The purpose is to point out that while we have different and often conflicting understandings of what wilderness is and what it is for, there are also potentially symbiotic relations between different views which could help us to protect the remaining wilderness areas. This is the case especially in the Global South, where the sociopolitical pressures of economic utilization of the remaining wilderness environments are currently the sharpest.  相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change.  相似文献

This paper presents the results of a pilot study using dental microwear analysis on 23 sheep and goat teeth dated to the 6th century BC from the Iron Age site of El Turó Font de la Canya (Barcelona, Spain). This study aimed to reconstruct livestock management practices and landscape use. The dental microwear pattern indicates that sheep and goats could have been grazing in the same area where vegetation was composed of shrubs, bushes and non-graminaceous plants on an eroded landscape, although additional supplies of fodder cannot be excluded. This scenario is compatible with the archaeological and palaeoenvironmental data which suggest a possibly increased territoriality, land degradation and an increase of woodland clearance during Iron Age in the North-east of the Iberian Peninsula. Furthermore, we applied two recent microwear approaches which provide more information about mortality events and the possibility of distinguishing between an intensive and extensive management. This paper demonstrates how this method can be used to better understand animal husbandry practices and landscape use in Late Prehistory.  相似文献

Indigenous nations have always and continue to assert their sovereignties to resist colonialism. This paper makes explicit the ways in which environmental management has been and continues to act as a tool of colonialism, particularly by privileging Western science, institutions, and administrative procedures. We argue that to decolonise environmental management, it is crucial to understand and challenge the power relations that underlie it—asking who makes decisions and on what worldview those decisions are based. Indigenous ways of being deeply challenge the foundations of environmental management and the colonising power structures that underlie it, and invite further thought about posthuman and relational ontologies. We provide a range of case studies that showcase the role of Indigenous nations in redefining and reimagining environmental management based on Indigenous sovereignties, knowledges, and ways of being. The case studies emphasise the crucial connection between Indigenous decision‐making authority and self‐governance for the enhanced protection and health of the environment. We argue that Indigenous agency, grounded in Indigenous governance and sovereignties, is driving innovation and decolonising environmental management by making space for new ways of thinking and being “in place”.  相似文献

Issues of race and sovereignty are embedded in every cross‐cultural collaboration in natural resource management (NRM). This article aims to bring these issues to the forefront by incorporating the term whiteness. Whiteness enables a critique of the privileging of Western sovereignty and the so‐called objective and universal value of Western science. By reversing the gaze away from the colonised Other and onto systems descended from colonial authority and its inheritors, whiteness identifies how race privilege works. A critical whiteness lens provides an analytical and practical tool for decolonising NRM. We provide a case study of the South Australian Department of Environment and Water to consider how NRM professionals reproduce and deconstruct whiteness in nuanced ways, where (a) participants are defeated by Western sovereignty when whiteness is seen as normal or as the only way; (b) the privilege of Western sovereignty begins to be unsettled; and (c) the gaze is reversed. Thus,Western sovereignty is problematized, and solutions to persistent problems are found in collaboration. We argue that reversing the gaze is a process that opens spaces to co‐develop context specific solutions with Indigenous nations that decolonise cross‐cultural engagement in NRM and respect Indigenous sovereignty.  相似文献

Prior to the modern welfare state, many large companies provided extensive welfare programmes for their employees. In this article, such welfare programmes – or corporate welfarism – in Finnish manufacturing firms in the early 20th century are the focus of attention. I analyse the content of these programmes and how they changed over time as part of the modernization and professionalization of management and industrial and societal change. I also discuss how company managers perceived the role of welfare provisions in corporate development and what happened with these programmes when the first steps towards the modern welfare state were taken. I show that these programmes started as a necessity and part of industrial paternalism, but gradually became part of labour management, in particular for the creation of a loyal workforce and productivity improvements. These programmes often developed in collaboration with local municipalities, which led to intertwined relationships at the local level, marked by both trust and tension in local communities. Once general welfare reforms emerged, companies often abandoned their voluntary programmes, while some services were taken over by the municipalities. I also ask to what extent these programmes were managerial strategies to counteract growing state involvement in their affairs.  相似文献

As social constructions, heritage properties require the participation of all their stakeholders, especially in the case of UNESCO World Heritage Sites. The Atapuerca (Burgos, Spain) World Heritage Site is used as a test case for assessing the fulfilment of the local community’s development expectations, perceptions, and values. This paper is the first formal attempt to ascertain the opinions of residents in the surrounding villages — Ibeas de Juarros and Atapuerca — regarding the initiatives taken by the authorities, and the changes produced, since the site was included in the World Heritage List. The results show that many improvements can be made with the aim of democratizing the decision-making process, ensuring the involvement of the local community and improving their quality of life, in order to fulfil the spirit and recommendations of UNESCO.  相似文献

ABSTRACT

Water resource management is a major challenge throughout the world. People still use traditional water harvesting and conservation techniques in many long-established societies. However, traditional methods are in decline or have been abandoned in many countries even though they are more efficient and cost effective than modern water harvesting techniques. Nevertheless, traditional approaches continue to be valuable in some countries, including Nepal. This research documents the state of such traditional methods, in this case stone spouts, in relation to their use and management within urban and peri-urban areas of Kathmandu Valley, Nepal. This study shows a somewhat surprising outcome that spout condition is better in unprotected areas than in protected areas.  相似文献
