Disc-like galls are reported on the Triassic corystosperm leaf Dicroidium hughesii (Feistmantel) Lele from the Parsora Formation of South Rewa Gondwana Basin, central India. Although there have been numerous reports of arthropod–plant interactions from Permian and Lower Cretaceous successions, this is the first unequivocal report of arthropod–plant interactions from the Triassic succession of Peninsular India. The new record adds to global evidence that arthropod herbivory and gall formation, in particular, had rediversified by the Late Triassic in the wake of the end-Permian mass extinction.  相似文献

This article analyzes a situation when the war was actually over and society began to recover. The government faced a severe challenge after the war. These serious problems will be analyzed in the light of the Great Northern War (1700–1721). The plans of the central government to stabilize society will be analyzed, as will the different kinds of planning activities undertaken by the authorities. The critical nature of the situation led the government to concentrate solely on short‐term planning. The government had no proper strategies; there were just a couple of exceptions to this rule. Firstly, the problems in Finland were repeatedly concrete and tangible. This made them both easy to address and essential to redress. Conditions in Finland became an issue of the first order. Even here decisions were dictated to a great extent by short‐term goals. Another strategy was connected with notion of the ‘primacy of the economy’. The government tried to deal with the problems by granting tax exemptions and reliefs, or correspondingly by cut‐backs in areas other than those that had been devastated. The machinery of government was not able to create anything new after the war, but its supervision of existing activities was excellent. This was important with respect to the allocation and use of the meagre resources.  相似文献

The aim of this article is to analyse the role played by Scandinavian politicians and experts working for the League of Nations in resolving conflicts to which Poland was a party and how this activity was assessed by Polish diplomats and politicians. Scandinavian involvement in decision-making processes related to Polish interests was mainly studied on the basis of diplomatic documents as well as Polish and Swedish press articles. The analysis focuses on several key issues. The first relates to the background to the involvement of Swedish politicians and experts in the procedures employed to resolve the PolishLithuanian conflict over Vilnius. Another concerns the attitude of the Scandinavian states towards electing Poland as a member of the League Council between 1923 and 1935, with special emphasis on the Swedish veto of 1926. Finally, the involvement of Scandinavian experts in resolving conflicts between Poland and the city of Danzig is discussed. In this case, the most important figure was Helmer Rosting, who held the position of the League of Nations High Commissioner in the Free City of Danzig between 1932 and 1934. The conclusions emphasize that Poles were generally dissatisfied with the work of the Scandinavians, accusing them of being biased towards the Germans and Lithuanians. Moreover, the Polish party involved believed that, when making their judgments and decisions, Scandinavian officials only followed the letter of the law and did not pay sufficient regard to the political context.  相似文献

The Australia–United States Free Trade Agreement (AUSFTA) came into force on 1 January 2005. Australia's exports to the US have since stagnated, while imports into and US investments in Australia have surged. This article analyses Australia–US economic relations with a focus on trade and investment flows. In addition, it examines the capital raising by US investment banks for these projects. The analysis traces the effects on the relationship of the Global Financial Crisis, the resources boom in Australia and the rise of the Australian dollar.

When the talks for a Trans-Pacific Partnership (TPP) were launched in 2010, there appeared to be a coincidence of interests between the American and Australian governments in negotiating a high-quality, ‘21st-century’ trade arrangement that would multilateralise the bilateral and minilateral trade agreements that have proliferated in the Asia-Pacific region in the last 15 years. As the negotiations progressed, however, a divergence between American and Australian interests became apparent. Protectionist interests in the United States have prevented the administration from improving on market access agreements in the current preferential trade agreements with TPP partners, thereby undermining the multilateralisation objective. Some of the elements of the US template for 21st-century trade agreements, notably enhanced protection for intellectual property, and the inclusion of investor–state dispute resolution, clash with Australian trade priorities. Moreover, the central role of the TPP in the US ‘pivot to Asia’ has led to perceptions that it is part of a strategy to encircle China: consequently the TPP may force Australia to make the very choice between China and the United States that the government wishes to avoid.

Abstract

This paper deals with the use of military or militarized experts for cultural property protection (CPP) during times of conflict. CPP activities generally take place within a juridical framework that gives obligations for all parties involved, primarily the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, and attention is paid to various implications and challenges that occur when implementing military CPP obligations within this framework. To illustrate matters, the paper details a speci?c case study from the author’s own ?eld experience in the safeguarding of the archaeological site of Uruk in Iraq. Aspects, including economic, legal, ?nancial, and educational implications, are presented and these are especially relevant since they apply (to an extent) to other situations, such as the recent cultural disasters in Egypt, Libya, and Syria. The Uruk case study is used to suggest a number of key elements that are vital for the implementation of an effective CPP strategy in the context of military operations. Overall, the importance of international cooperation, training, and education, along with the assistance of civil reach-back capabilities, is emphasized. The paper argues that an effective way to protect Cultural Property during armed conflicts is through military channels and with military logistics and tools. To ful?l CPP in agreement with International Humanitarian Law (IHL) joint preparations in peacetime are necessary. The handover of military initiated CPP projects to civil authorities has to take place as soon as the situation permits. The paper concludes with a set of recommendations.  相似文献

Since the formal end to the conflict of dissolution of Yugoslavia in 1995, cultural heritage has been given a central role in post-war recovery and reconstruction, and in the development of sustainable peace in the region. This role reflects the pivotal function accorded to heritage in post-conflict settings within the international heritage doctrine, while re-assessing the crucial role of culture in ‘building peace in the minds of men and women’ (UNESCO) and in creating ‘greater understanding of one another among the peoples of Europe’. I will present and analyse the current formal/legal system of heritage construction and reconstruction in Bosnia and Herzegovina (BiH), its relations with the international heritage doctrine and its implications on the local process of memorialisation of armed conflict. As I will argue, one fundamental pitfall of the international heritage doctrine fashioned by UNESCO and the Council of Europe is that it implicitly relies on the nation-state as the carrier and developer of collective cultural memory and identity, overlooking settings where the primary mode of group identification and legitimisation occurs at different (lower) levels, as in BiH.  相似文献

This article analyses the shifting ways in which Italy has been strategically represented in Albania during the different key passages of the latter's relatively recent history as a sovereign independent state. As a parallel narrative, the article also examines the way Albania has been equally strategically represented in Italy before and during the two periods in which Italy has been militarily involved in Albania, and the way this has been consistent with an attempt to elaborate and sustain a politically strategic definition of Italian identity and culture. The history of the asymmetrical relationship between Albania and Italy is deeply embedded in the social, cultural and political environments that are on the two shores of the Adriatic Sea. The cultural construction of Albania in Italy and vice versa of Italy in Albania should be linked to seemingly independent instances of domestic reforms. The dynamics of projective identification or dis-identification stemming from these instances should be seen as intertwined within two parallel processes of mutual definition encompassing both the colonial and the postcolonial relations between and within the two countries.  相似文献

This article examines Austrian policy towards the Italian states from the Congress of Vienna to the revolutions of 1848. It argues that the paramount concern of Habsburg policy was not revolution, but rather the maintenance of a hegemonic position in the peninsula against threats from the Habsburgs’ traditional enemy ‐ the French. Revolution caused significant concern only because it might provide the French with a pretext for intervention in the peninsula. Consequently a number of strategies were adopted both to forestall insurrection (vigorous policing, encouraging moderate reform programmes, armed intervention), and to retain influence over the peninsula's rulers (diplomatic pressure, dynastic and military alliances, promises of assistance against unrest). However, by the 1830s the Austrians were faced by increasing challenges to their position of dominance. This was in part because of the personal ambitions of individual Italian rulers, but it also reflected the changing situation in Paris after the July Revolution, and in Vienna after the death of Francis I.  相似文献

The article discusses the thinking of Mario Einaudi in relation to the ambitious measures with which the Italian government sought to move towards land reform in the immediate post–war period. Einaudi, an intellectual and academic, was by birth Italian but moved to the United States during the Fascist period. Like his father Luigi, the noted economist, he was convinced of the need to stimulate the free market in land in order to increase productivity and modernise cultivation methods; in his writings he repeatedly sought to develop a plan of action that would facilitate collaboration between Rome and Washington in this field, identifying the Tennessee Valley Authority approach as especially suited to the Italian case. However, while his ideas achieved a good public airing, they had a limited impact: on the political front, Cold War priorities pushed Italian and US Marshall Plan experts more towards the redistribution of landownership than towards stimulating the productivity of agricultural businesses, in the attempt to rapidly build a consensus behind the government; and on the cultural front, at the end of the 1950s the issue of backwardness in the rural South started to be interpreted in terms of cultural and social anthropology, an approach which did not directly relate to the development of political programmes.  相似文献
