What is the dynamic value of the creative industries from the economic perspective? This paper seeks to answer this question by proposing four models of the relationship between the creative industries and the whole economy, then examining the evidence for each. We find that growth models fit the data well, but not everywhere. We discuss the methodological and empirical basis for this finding and its implications for economic and cultural policy. 相似文献

This research critically analyses the decentralisation of the BBC’s Department of Religion and Ethics, from its base in London to the office of BBC Manchester in 1994. It examines the rationale behind the BBC’s decision to move this production unit, and analyses the long-term impact of this policy on both the logistics and programme-making culture of the unit. Using interviews with staff working within the department at the time of the move, this research demonstrates how policy decisions such as this are negotiated by professionals within the Corporation and the conflicts which arise around efficiency and equality. The case of the Department of Religion and Ethics also provides important lessons for the future decentralisation of BBC departments to Salford Quays which is due to be implemented in 2011. 相似文献

In June 2010, a Ministry of Culture was created in Peru, raising many questions regarding the ability of this new administrative structure to effectively implement a comprehensive cultural policy, which has been lacking so far, for the Peruvian State has based its previous policies almost exclusively on the preservation of cultural heritage. The Ministry inherits the flaws of the National Institute of Culture, and must address various challenges: the improvement of heritage management; the inclusion of indigenous populations in a never established national identity; a renewed scheme of promotion of the arts and incentives to cultural industries. The article discusses possible policy options for the new ministry, evidences the needs for a renovation of bureaucratic culture within the ministry, for clarification in the objectives set to the Ministry and for more comprehensive data about cultural practices in Peru. 相似文献

Arts festivals have been on the ascendant since the 1980s. However, while these are proliferating, it remains unclear as to whether they are also flourishing. The present narrow construction of festivals for marketing and economic purposes tends to disregard the festivals’ social and cultural potential, i.e. in terms of functioning as urban laboratories where new and alternative urban and cultural strategies can be tested and developed. In order to address these imbalanced conceptualizations of arts festivals within urban policy frameworks, the article is based on a comparative case study of festivals that try to function as urban laboratories. By examining how these festivals are integrated in or marginalized by the urban regime, and how this influences their operational conditions, the research elucidates the need to create new and more holistic policy frameworks to chart an equitable path for the future development of arts festivals. 相似文献

Publicly-funded cultural institutions such as theatre companies, symphony orchestras, museums, libraries and so on are increasingly engaging with new technologies as a means of improving their operational efficiency and extending the range of ways in which they pursue their cultural missions. For example, opera companies are broadcasting performances by satellite to cinemas, and art museums are using the Internet to show virtual exhibitions. These developments have implications for funding authorities who need to update their policy approaches to encompass a range of new technological phenomena. This paper provides a framework for assessing technological innovation in cultural institutions, and discusses the ramifications of such a framework for cultural policy. The paper is illustrated using the results of a recent research project that evaluated the UK National Theatre’s NT Live experiment and the Tate Gallery’s use of a web-based exhibition as strategies to expand their audience reach. 相似文献

It is a core element in Richard Florida’s popular theory on growth to be able to attract the creative class to a geographical area. But Florida is not very specific on which kind of amenities are important for attracting and keeping the creative class. The purpose of this paper is to analyse which kind of cultural activities the creative class is actually using. Which kind of cultural activities does the creative class use more intensively than other groups in society? This paper presents new empirical results on preferences for leisure and culture. Richard Florida’s theory can be, and has been, criticised – especially on the issue of causality. The analyses presented in this paper show that being part of the creative class has an independent and significant role in explaining preferences for leisure and culture. 相似文献

AbstractThe archaeological deposits in medieval towns are among the most important and distinctive heritage monuments in Norway. At the same time they are among the more challenging phenomena confronting heritage management authorities, municipal planners, and property owners/developers alike, especially in relation to building and infrastructure projects. The modern settlement has developed on top of medieval and younger deposits which means that not only are they an irreplaceable depository of historical information, but they also form a significant part of the modern town’s physical foundation.Since 2002 the Directorate for Cultural Heritage in Norway (Riksantikvaren) has been funding systematic monitoring of archaeological deposits of the World Heritage Site Bryggen in Bergen. The monitoring programme consists of several approaches: archaeological assessment of the deposits state of preservation, biochemical investigation of preservation conditions within the deposits, hydrogeological mapping of the water table, water flow, and other given parameters.Continuous systematic monitoring by using testable, replicable methods and measures, data, and results acquire increased quality and validity. These in turn provide the cultural heritage management with a toolbox for making correct decisions and thereby allow the government’s preservation targets to be attained. But, most important, it guarantees the preservation of the ‘underground archives’ and at the same time allows the urban centres to develop.This paper presents the knowledge developed through monitoring the Bryggen site as a basis for an official Norwegian standard covering archaeological, biochemical, and hydrogeological deposit investigations. 相似文献

Intensified land use practices in the Nordic countries are increasing the need for more determined strategies in both natural and cultural conservation. The development of such management strategies requires an inter‐disciplinary approach to overcome the existing boundaries between research disciplines. The paper focuses on certain biological elements which should be taken into account in landscape management. These elements are discussed in different perspectives: temporal, spatial Nordic and European, and the close relationship between biological and historical landscape values is emphasised. Examples of changing evaluations over time and among different groups of people are given. In conclusion the paper stresses the need for a holistic approach to preserve the natural and cultural heritage and secure a long‐term utilisation of the landscape. 相似文献

AbstractThe predicted impacts of climate change on cultural heritage are likely to be dynamic and complex. Understanding the potential risks at site level is vital to ensure that appropriate adaptation and mitigation measures are put in place. There is, however, a dearth of tools and methodologies suitable for use by heritage managers. In this paper the potential of vulnerability analysis for site-based assessment is explored. A six-step vulnerability framework, adapted for cultural heritage, is illustrated utilizing material from two case-study sites (Brú na Bóinne and Skellig Michael). The implementation of each step in the proposed framework is demonstrated to aid those wishing to apply the method in practice. The ‘values based’ approach taken is suitable for a wide range of cultural heritage including landscapes, monuments, and buried archaeology. The six-step framework and the utilization of indicators provide a method that allows comparison between sites and yet is sufficiently flexible to account for localized concerns. This paper examines how authenticity and its use as a way of conceptualising the past participates in processes of heritage production, which are here defined as both the social construction of heritage sites and the uses of heritage sites as resources to achieve social goals. We argue that the social production of place and the social values generated by place are linked by a common approach based on the use of ‘place attraction’ as a unifying social concept. The World Heritage Site of Røros has as an attractive place become a resource for the production of cultural capital among various stakeholders, taking the form of a large body of ‘heritage knowledges’. However, a symbolic capital production of ‘attractive authenticity’ has today generated an idealised past and a purified iconic image of Røros as World Heritage. The discourse of ‘attractive authenticity’ reveals a conflict of interests where symbolic capital unfolds and makes power relations evident. This exposes a discussion about cultural heritage management practices at World Heritage Sites. 相似文献
