In East-Central Europe (ECE), the evolution of feminist geographies began after the end of state socialism. Aiming to identify individual and shared characteristics, this study outlines the development of gender/feminist geography in East-Central European countries. Providing a brief historical overview, the first part of the article substantiates the arguments that i) the evolution of feminist geography in ECE is linked to the post-socialist transition; although the fall of state socialism has removed the political, social and ideological obstacles that prevented its gaining ground, this approach is still considered to be relatively new; and ii) today, development is hindered mainly by conservative mainstream geography, which seems slower in transforming itself than in some related disciplines which have ‘embraced’ gender studies. The topics, methods and theories of feminist geography that have developed in ECE is significantly influenced by the resistance that advocates of feminist geography have to contend with from representatives of mainstream post-socialist geographies. The second part of the article presents the major characteristics of gender/feminist geography in Europe's post-socialist region, while providing an outline of the various methods used in an attempt to earn positive recognition for gender studies. The concluding section maps some lessons to be learnt on the relationship between the production of feminist geographical knowledge and post-socialism. 相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion. 相似文献

The relation between state formation and identity in MENA multi‐sectarian societies is examined, taking Syria as a case study. The paper looks at the impact of the mix of sectarianism and nationalism on the formation of state institutions and the impact of the latter on this mix. The flawed export of the Westphalian state system to MENA established the structural context—multiple identities, hybrid states—wherein the two identities compete, overlap, and coexist. Next, the factors that explain varying identity patterns in MENA are surveyed and their likely consequences for state formation; then, reversing the analysis, the impact of state formation and state institutions on the nationalism–sectarianism balance is examined. The Syrian case is briefly discussed in order to illustrate the argument, looking at three periods when the identity balance interacted differently with state formation: pre‐Ba'thist Syria when nationalism eclipsed sectarianism; Ba'thist Syria (1970‐2000) when patrimonial instrumentalization of sectarianism was compensated for by inclusive bureaucratic institutions, populist policies, and nationalist ideology; neo‐liberal Syria under Bashar al‐Asad (2000‐2010) when inclusion shrank, reanimating sectarianism; and civil war Syria (2010‐) when partial state failure fostered exclusionary militant sectarianism at the expense of nationalism. 相似文献

Laboratories of (In)equality? Redistributive Policy and Income Inequality in the American States

Prior literature has emphasized demographic, economic, and political explanations for increasing income inequality in the United States, with little attention paid to the role of state‐level policy. This is despite great variation across states in both the level of inequality and the rate at which it is rising. This paper asks whether differences in state policy choices can help explain this variation; specifically, we examined a range of state redistributive policies enacted between 1980 and 2005 and identified four common approaches likely to impact inequality: taxes on the wealthy, taxes on the poor, spending on the poor, and labor market policies. We used pooled cross‐sectional time‐series data and a fixed‐effects model to assess the relationship between states’ use of each policy approach and two measures of market income inequality: the Gini coefficient and the income share of the top 1 percent. We find policies played a significant role in shaping income inequality in the states. For three of these four policy approaches, we found less inequality following expansions of state redistributive policy. Yet, for another, we identified the opposite pattern. These findings highlight the importance of state policy choices in shaping market inequality, and have implications for designing state policies to reduce income inequality since the success of these efforts depends on the policy approach used to redistribute income and wealth. 相似文献

Indirect or delegated governance engages private organizations, tax expenditures, or service users to deliver programs that would otherwise be provided by the government directly. This paper explains the rise of indirect governance in terms of policymakers’ strategic use of “attenuation” to avoid political and legal challenge. Attenuation is the process by which a government obscures its role in promoting a particular policy goal, through communication strategies (attenuating rhetoric), or by utilizing private third parties and the tax system to deliver a benefit (attenuated design). Deploying policy‐maker interviews and an original historical database of private school choice programs and their legal and political defense, 1953–2017, I argue that pursuing both attenuated design and attenuating rhetoric at once helps policies pass and spread by publicly dissociating the government from legally contentious policy outputs. 相似文献

ABSTRACTFrom the onset of the conflict in Eastern Ukraine in 2014, significant damage has been wrought to the public health infrastructure of the Donbas region. To date however, the full extent of that damage which is substantial, has not been documented: attribution of blame for that damage has not been attempted; and the implications for the region’s residents in terms of access to clinics and hospitals has been difficult to assess. This paper presents a spatial database of damaged facilities and relates that to the fighting to assess whether the damage incurred was collateral or targeted. The concept of state capacity is used to frame a discussion of what the consequences are for those residents remaining and for the challenges this crisis presents to the legitimacy of the Ukrainian government. 相似文献
