Drawing from the literature on public participation and stakeholder collaboratives, this article investigates the influence of power and wealth, as well as political and economic context on the output of stakeholders advisory committees convened to formulate state greenhouse gas (GHG) mitigation policies. Using small sample regression techniques, we analyze the outputs of stakeholder groups in 18 states that have completed Climate Action Plans to reduce GHGs. We find that an increase of 1 percent in the number of energy industry representatives that participate in Climate Action Councils significantly predicts a 4 percent reduction of GHG mitigation targets for the energy sector. More surprisingly, the results also show that where the utilities represent a larger share of the state economy, the Climate Action Plans identify more aggressive GHG reduction goals for the energy sector. We also find that the political orientation of the executive of the state is not correlated with GHG mitigation requirements for the energy sector, suggesting that GHG mitigation is less partisan at the state level than in Washington, DC. We find no evidence that state wealth is associated with GHG mitigation requirements. Finally, we suggest additional research needed to clarify the role of stakeholder participation processes in the evolving arena of climate change policy. 相似文献

In this article, we contrast the long‐term consequences of incrementalism and punctuated equilibrium. We test what the impact of each of these types of policy change is on long‐term budgetary outcomes for the American states. Policy scholars have applied both theoretical approaches to the study of budgetary spending as an extension of policymaking. Given the two contrasting paradigms of policy change, we develop the following line of inquiry: Does punctuated equilibrium create a different budget in the long term than incrementalism? We address this question through an analysis of American state budgets because the U.S. states provide a rich variation in both budgetary outcomes and political institutions. We use budget data from all American states across all government functions for the period between 1984 and 2009. We find that, first, state budgets and budget functions vary in their degree of punctuation and, second, the degree of punctuation in a state's budget function corresponds to smaller long‐term growth. This article analyses the extent to which contemporary Australian state parliaments observe the procedures and practices of the British House of Commons and the potential reasons for departures from those procedures. It considers a recent example of significant divergence from House of Commons practice. In Western Australia's state parliament, the speaker exercised the casting vote on a motion of closure (a ‘gag’ motion). The article examines this procedural divergence for possible insights into the nature of, and reasons for, Australian departures from House of Commons practice.

The well-documented failure of many experts to predict many events of strategic importance—from 9/11 to the global financial crisis to the Arab Spring—has led to a fashionable belief amongst some academics and popular commentators that prediction is a ‘fool's errand’. Problems inherent in forecasting political events, such as cognitive biases, strategic interaction, complexity effects and various others, make this an attractive position. However, although a proper degree of humility is warranted about the ability to predict strategic events, this article argues that not making predictions at all is not an option. No genuinely workable policy advice could flow to Australian policy makers unless analysts are able, however roughly, to try to forecast the future. Moreover, with some hard, determined work, social scientists have recently produced work which promises to be able to foresee important events such as state failures and civil wars with reasonable accuracy. Experts should be encouraged to make, and should routinely be evaluated on, predictions about their area of expertise. Even failed predictions can be useful in pointing up gaps in knowledge and understanding which would otherwise have remained opaque. 相似文献

Many authors use the metaphor of an accordion to describe the enlargement of the constitutional functions of the Italian head of state: because of the weakness of the political parties the president is able to ‘open and play the accordion’ according to his own interpretation of his institutional powers. While useful, this metaphor does not take into account the structural changes that have occurred over the last 30 years, as well as the informal powers that recent presidents have resorted to, which were the most important factors in the metamorphosis of the presidential figure. Structural changes include the end of the Cold War, the collapse of the First Republic and the mediatisation and personalisation of politics and party structure. Informal powers include those of ‘esternazione’ (a term that roughly means ‘to render public personal statements without previous consultation with the cabinet’) and of moral suasion. By analysing the development of these two powers, this article aims to describe the changing role of the head of state during the Second Republic. It also defines a typology of presidential moral suasion, which is proposed as a useful tool to analyse presidential style and strategy in influencing law-making. The analysis of the innovative use of communicative powers by the last two presidents, Ciampi and Napolitano, shows how the transformation of the Italian presidency can probably be considered permanent. 相似文献
