ABSTRACTThis article discusses political liberalism at the end of empire in British Africa through analysis of British ideas about institution building below the level of parliamentary democracies. It suggests that while processes of institution-building have largely been discussed through the prism of development, they also constitute fruitful sites for the exploration of British ideas about the nature of politically-liberal systems. I argue that new articulations of an imperial liberalism during decolonisation had an energising effect on some Britons within domestic institutions whose expertise was called upon to assist with the development of successor institutions in emergent states. As they engaged in a process of institution-building, these individuals acted in ways that were not only determined by Western liberalism, but also by distinctive British ideas of the appropriate relationship of institutions to the state. I suggest, however, that while their approach to institution building in emergent states reflected deep rooted convictions about the kind of institutions that were essential to the operation of politically liberal systems, these ideals were in tension with more self-interested concerns which could in practice compromise efforts to replicate British institutions. 相似文献

ABSTRACTCan there be a legal or a moral right to resist the government? Scholarly interest in the right of resistance has rarely focused on German philosophy, which has often been considered unusually committed to authority. Yet, during the Enlightenment German philosophers regularly attempted to justify not just conscientious refusal but also revolution. This essay explores the two dominant justifications, which were based in Wolffian perfectionism and Kantian relational theory. It argues that we can best understand the complexity of these theories of resistance by exploring their contrasting views on the state’s purpose: providing material and spiritual welfare, or establishing freedom as independence. 相似文献

ABSTRACTFree versus unfree was a fundamental axis of differentiation in ancient Near Eastern societies. Liberty was conceptualized as the power to govern oneself, free from another's domination, thus free to participate in constituting political authority. More concretely, the subject of the state was by definition free, this being the condition of obliging him for duty. Thus the relation between people and polity was predicated on liberty, not servitude as commonly supposed of an area still shackled to the Western ideology of Oriental despotism. I argue that liberty was an operative principle in the organization of ancient Near Eastern polities, basing the case on sources from the Late Bronze Age. The first section sets forth general propositions, and the second puts them in ancient Near Eastern terms. The third and fourth sections examine documents from Ugarit and Emar, two polities under Hittite suzerainty, that illustrate how these principles operated in the lives of individuals. The fifth section examines how they were articulated at the scale of communities, through the lens of the poet(s) who composed the Hurro-Hittite ‘Song of Liberation'. The conclusion draws together the ideas of liberty, bondage and liberation these sources disclose, ideas that remained productive in later ages. 相似文献

State regulation of gay public sex spaces (PSS) has prompted geographers to assess the influence that localised legalities exert in specific micro-spaces of interaction, and to expand this research into cities not considered to be archetypically ‘gay friendly’. Through the lens of Foucault’s governmentality, it is important to consider state-directed bioregulatory influences upon toilets and parks as PSS. Such bioregulation, with its aim of producing a ‘healthy’ sexual population, seeks to expose public sex as ‘dangerous’, encouraging a policing of PSS and the men who use them. Part of this bioregulation also enlists men using PSS as responsible for peer surveillance to ensure anonymity and privacy in PSS. This auto-surveillance develops a ‘common code of conduct’ leading these men to develop their own modes of ‘normativity’ within these hetero-challenging spaces. By consulting with men who use PSS, I unearth oral histories of how changing laws, policy and ‘mainstream’ attitudes towards PSS in Glasgow, Scotland, have impacted upon cruising and cottaging. This paper will provide a place-specific reading of gay urban sexscapes, exploring how state bioregulation encourages the creation of new gay practices, identities and geographies. 相似文献

Historians traditionally have viewed the emergence of Denmark as a nation-state through western European primary sources,
inferring a fragmented, politically divided region between AD 800 and AD 1050. Conversely, archaeologists using local-scale,
single-site data argue for unification by ca. AD 800. An alternative is offered, combiningregional-scale archaeological methods (rank-size analyses) and consideration of westernand northern European texts. This approach reveals that as disparate polities unified, the “homelands” of ruling dynasties came
under control quickly, while peripheral areas remained largely autonomous. To incorporate peripheral areas, rulers manipulated
the location and function of political and economic centers. Local resistance to change is reflected in slow, uneven unification,
interregional elite competition, and eventually, armed rebellion. The apparent discrepancies between historic and prehistoric

In this paper I develop an argument for the specific contribution which archaeology might make to the study of the ‘classic’ welfare state in Britain (c. 1945–1975) and its aftermath (c. 1976 to present). This period saw massive state investment in infrastructure which transformed both the material and social worlds of its citizens, through new state policies, new networks of political and social control, the centralisation and nationalisation of a range of existing aspects of civilian life and the construction of housing on a monumental scale. While this is a topic which has been studied in detail by historians and sociologists, despite the massive investment in construction and the accompanying effects on the physical landscape of Britain, there has been relatively little work on the ‘material worlds’ of the welfare state. In developing this argument I focus particularly on public housing, an area which has been the subject of some previous archaeological comment and which provides a clear case study in the contribution which such an approach might make. State subsidised housing policy developed as a brave utopian socialist experiment during the interwar period in Britain, reaching its zenith in the mid-1970s, at which time the state supplied almost a third of the nation’s housing. Public housing projects became an area of experimentation in the realisation of modernist ideals of high density private accommodation and in the use of new building technologies and materials. However, following the demise of the classic welfare state, for various reasons high density public housing has come to be viewed as part of a dystopian social cycle, the buildings and associated landscapes themselves becoming a symbol of poverty, substance abuse and violence. From an early history associated with slum clearance and the development of idealised homes for the nation’s poor, many high rise/high density public housing developments from the classic welfare state are now more often viewed themselves as slums, their design and ‘materiality’ perceived as contributing to, or even creating, a series of social problems. I suggest, following earlier work by Miller (Man (New Series) 23(2):353–372, 1988), Buchli (The Archaeology of Socialism, Berg, New York, 1999) and Buchli and Lucas (Archaeologies of the contemporary past. Routledge, London, 2001) that an archaeological approach to the material world of public housing has the potential to reveal not only the ways in which changing state ideologies are expressed through their design, but also the ways in which individuals have (and continue to) engage with their spaces and material culture to manage the conditions of everyday life, and how such places exist within counter-discursive urban and suburban worlds. I also suggest that part of the role of an archaeology of the welfare state is to consider the circumstances under which the welfare state fails through a focus on the archaeology of poverty and homelessness. 相似文献

The federal government adopted several measures during the mid-1990s to address concerns about race-based and class-based disparities in environmental protection. This article examines whether these measures affected the pattern of state enforcement of three federal pollution control laws. Using differences-in-differences models to estimate the effects of the federal policy adoption, I find evidence of increases in state enforcement of the Clean Air Act in large African-American communities, but declines in enforcement in communities with large poor and Hispanic populations. Similarly, there is evidence that state enforcement of the Clean Water Act decreased in poor and African-American communities, but there were no real changes in enforcement of facilities regulated under the Resource Conservation and Recovery Act. Collectively, the analysis suggests that the federal policy had minimal positive effects on state regulatory enforcement. 相似文献

Social scientists have studied the welfare state extensively. Many studies seek to understand the determinants of the welfare state; however, a few have explored the social consequences of social welfare systems, especially on health outcomes of the population. Even though cross-national comparative studies support the thesis that the welfare state regime type, which represents different levels of commitment on social welfare, is closely linked to population health, there is little research to support this argument at a sub-national level. To fill the gap, this study explores the effects of the U.S. states' social welfare systems on health using age-adjusted mortality rates as a proxy for population health. By operationalizing social welfare systems as three dimensions—public expenditures, tax structures, and welfare program rules—we find that more generous education spending, progressive tax systems, and more lenient welfare program rules help to improve population health. The model corrects for first-order serial correlation using Prais-Winsten regression methods and is estimated with state and year-fixed effects. 相似文献
