Russian Accession to the WTO: An Assessment

A senior World Bank economist presents a study focusing on issues controlling Russia's accession to the WTO in 2007. The paper discusses the principal reform commitments that Russia has made in an effort to become a member of the organization and addresses the question of whether the country faces excessive demands due to political considerations. While exploring such issues as potential relations with foreign exporters and investors, the author summarizes the relevant parts of his recent joint study of Russian import tariffs that casts a new light on a complex aspect of international trade. Among other problems relating to Russia's entry, he discusses in some detail branch banking and the tradedistorting subsidies in agriculture. China's Exchange Rate Controversy: A Balanced Analysis

A noted American authority on China's economy and monetary policy presents a statistical as well as theoretical analysis of a variety of perspectives on the controversy surrounding China's currency, basing his paper on both. The author provides the historical background and comprehensive summaries, focusing on different viewpoints about whether China's currency is undervalued, and thus may contribute to global imbalances. In the paper, he divides observers involved in the controversy into two main camps, namely the ones who find China's trade balances to be sensitive to price effects through exchange rate adjustments and those who emphasize other factors as bearing the responsibility for China's large surpluses, including the U.S. credit bubble emerging before the global financial crisis, as well as a version of Dutch disease.

The US Government’s Role in Deepwater Archaeology: The Deep Gulf Wrecks Project

The deepwater part of the Gulf of Mexico has shown a remarkable increase in oil and gas exploration, development, and production. In part, this is because of the development of new technologies reducing operational costs and risks, as well as the finding of reservoirs with high-production wells. With expanding development in deep water come increasing challenges in managing our nation’s Submerged Cultural Heritage on the Outer Continental Shelf and Slope. To fulfill obligations under Section 106 of the Historic Preservation Act of 1966 (36 CFR 800), managers need a clearer understanding of the size of debris fields expected around deepwater shipwrecks, as well as their state of preservation and future research potential—both cultural and biological. With this in mind, the Minerals Management Service, in partnership with the National Oceanographic Partnership Program and the National Oceanographic and Atmospheric Administration’s Office of Ocean Explorations, launched the Deep Gulf Wrecks Project.     

Gothic memory and forgetfulness in Elizabeth Bowen's A World of Love and ‘The Demon Lover’

Elizabeth Bowen's A World of Love (1954) and ‘The Demon Lover’ (1945) share an uncustomary usage of Gothic conventions: the Anglo-Irish writer invests the Gothic genre with new meaning for the war-torn Irish and the post-World Wars generation by skewing Gothic conventions, reflecting a new Gothic for a new age – one that has seen the effects of two catastrophic wars and not only dead soldiers, but dead-in-life survivors. In A World of Love, Bowen uses not a ghost that haunts the attic, but a nearly forgotten dead World War I soldier; not a male power of place and a fleeing female, but a female power of place and a displaced male; and not a lonely, menacing castle, but a dilapidated farm. In both the novel and the short story, the dead-in-life survivors must remember in order to successfully exorcise the war and the dead soldiers of war, thereby revitalizing themselves. Those who cannot remember are doomed to the past. This article examines the twist on the Gothic novel and its statement about the possibly disastrous effects of forgetting and of remembering incorrectly – anxieties shared by other twentieth-century Irish writers in terms of their eroding cultural identity and past.

Vernacular uses and cultural identity of heritage: trade of antique fragments in the Chinese porcelain capital

This paper documents local uses of artefacts in the vernacular style of Jingdezhen, China as a means for reclaiming local heritage. This is done by examining the use of ancient ceramic fragments by artisans, scholars, shopkeepers and vendors in building location-based cultural identity. Based on ethnographic materials collected from 2012 to 2015, it argues that the vernacular uses of heritage artefacts facilitate the construction of identities for local communities. This is held in contrast to the homogenised identity normally presented by government narratives. Moreover, the paper discusses how the use of vernacular traditions or heritage artefacts function to interweave intricate webs of cultural identities that can be understood in a professional, social or political context.     

Heritage designation and scale: a World Heritage case study of the Ningaloo Coast

As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Utilising scale as size, level and relation enables analyses that move beyond heritage to the spatial politics through which all heritage is constituted.
