In the early 1970s, the economic consequences of European Community (EC) policies forced the Council for Mutual Economic Assistance (CMEA) to devise its trade policy vis-à-vis the outside world. With the implementation of its Common Commercial Policy, the EC was about to change the rules and conduct of its foreign trade. The East–West trade boom that took off in the 1960s had created significant commercial links, and substantial dependencies, across the Iron Curtain. The smaller members of the CMEA began to advocate an opening up towards the EC due to their fears of worsening trade prospects caused by the new EC policies. After reconsideration of its allies' commercial needs, the Soviet leadership was pressured to change its mind in favour of a common approach vis-à-vis the EC. This article follows the debate within the CMEA Executive Committee on the socialist countries' dependency on the Western market and on the advisability of opening up to the global market. It relies on official CMEA documents as well as Soviet and German Democratic Republic (GDR) policy-making documents. This article analyses the process of socialist integration in connection with the simultaneous developments taking place in their Western European counterparts, and thereby fills a gap in the historiography of Europe in the Cold War.  相似文献

This article provides an overview of the recent development of social and cultural geography in China. It discusses six major bodies of work: cultural areas, cultural diffusion and cultural integration; geographies of ethnic cultures; cultural landscape and cultural economy; place and place-based cultural politics; marginal social groups; and geographies of social injustice. Although social and cultural geography is still located on the periphery of the disciplinary landscape of Chinese human geography, it is nonetheless developing into a noteworthy field of research. We start this review by calling attention to some problems in epistemologies and analytical approaches. Social and cultural geography in China often suffers from an analytical separation between environment and culture as ontologically enclosed entities. Also, it pays insufficient attention to the mutually constitutive relations between the social and the spatial. However, more recent studies have begun to engage with constructionist/poststructuralist approaches, and develop less positivist interpretations of space, social relations and cultural meanings. This review suggests that social and cultural geography in China needs to develop broader research scopes and strengthen theoretical frameworks. It concludes by calling for constructive dialogues between Chinese and Western human geographical scholarships.  相似文献

Located in present-day Jiaxiang in Shandong province, the Wu family shrines built during the second century in the Eastern Han dynasty (25–220) were among the best-known works in Chinese art history. Although for centuries scholars have exhaustively studied the pictorial programs, the frontal-pose female image situated on the second floor of the central pavilion carved at the rear wall of the shrines has remained a question. Beginning with the woman's eyes, this article demonstrates that the image is more than a generic portrait (“hard motif”), but rather represents “feminine overseeing from above” (“soft motif”). This synthetic motif combines three different earlier motifs – the frontal-pose hostess enjoying entertainment, the elevated spectator, and the Queen Mother of the West. By creatively fusing the three motifs into one unity, the Jiaxiang artists lent to the frontal-pose lady a unique power: she not only dominated the center of the composition, but also, like a divine being, commanded a unified view of the surroundings on the lofty building, hence echoing the political reality of the empress mother's “overseeing the court” in the second century during Eastern Han dynasty.  相似文献

This article examines Grotius’ lifelong support for Dutch expansion overseas. As noted in other publications of mine, Grotius cooperated closely with the directors of the Dutch East India Company (VOC) in the years 1604–1615. Right up to his arrest for high treason in August 1618, he contributed towards Dutch government discussions about the establishment of a West India Company (WIC). Three years of imprisonment at Loevestein Castle and, following his escape, long years of exile could not weaken his dedication to the cause. His relatives in Holland, in particular his brother Willem de Groot and his brother-in-law Nicolaas van Reigersberch, kept him up-to-date on the fortunes of the VOC and WIC. His expertise on maritime affairs was in high demand. For example, Cardinal Richelieu invited him in November 1626 to become actively involved in the establishment of a French East India Company. As itinerant ideologue of empire, Grotius sought to further his own career and those of his nearest family members, without damaging the interests of the United Provinces. Through Willem de Groot and Nicolaas van Reigersberch, he provided informal advice on Dutch imperial policy to the VOC directors and government officials in The Hague. He was rewarded with the appointment of his brother and his second son, Pieter de Groot, as VOC lawyers (ordinaris advocaten) in 1639 and 1644, respectively. They served as his proxies in diplomatic disputes involving the VOC, the States General and the Portuguese ambassador in autumn 1644, when Pieter and Willem de Groot wrote a defense of VOC claims to the cinnamon-producing areas of Ceylon (modern-day Sri Lanka), liberally citing De Jure Belli ac Pacis. Grotius’ vision of empire hardly changed in the course of 40 years. In his view, the Dutch had gone to the Indies as merchants, not conquerors, and should regulate themselves according to natural law and the law of nations. Thus he contributed to the creation of two political orders, one for Europe and one for the Indies. European diplomatic relations counted for little beyond the Line. VOC and WIC officials could act as judges and executioners in their own cause, without reference to indigenous rulers, other colonial powers, or even the political authorities back home.  相似文献

Kfar Etzion is a Kibbutz first established in Palestine in the 1930s. At the end of the British Mandate, in 1948, it became a de facto Israeli military outpost that controlled access to Jerusalem from the south. Kfar Etzion fell to Arab forces in 1948 and the area became Jordanian territory until 1967 when Israeli forces occupied the West Bank. Kfar Etzion was re-established in the same year. Kfar Etzion now interprets its history through a sophisticated multilingual audio-visual presentation offered in a museum built over a former bunker where Jewish defenders were killed. This presentation is analysed to illustrate the ways in which an historical narrative is constructed for interpretive purposes and to show that Bloc and Israeli perspectives are conflated for political purposes. The battle for the Bloc continues through the interpretation of heritage.  相似文献

Archaeological investigation of the Caribbean region has generally incorporated unquestioned assumptions about the nature and scale of the context. Most work has been done in the Anglophone Caribbean, and has implicitly taken the English colonial world as the normative context for comparative analysis. This view leaves out a significant portion of the Caribbean colonial world—that of the French imperial program. The French colonial venture in the Caribbean has, until recently, been overlooked by historical archaeology. Recent survey and excavation of sugar, indigo and coffee plantation sites, as well as urban archaeological work, has begun to shed light upon the nature of French colonial life as distinct from that in the Anglophone Caribbean, and also on the ways that the experiences on specific French islands were different from each other. The individual histories of Martinique and Guadeloupe are contrasted in this paper, with reference to the nature of the archaeological record that has been explored, and that remains to be investigated.  相似文献

Few studies to date have examined the relational aspects of life within a non-nuclear medieval household. This article aims to show that the affective bonds that were prescribed for members of the nuclear family in the late middle ages were also prescribed for members of the larger household, though to a lesser degree. ‘Familiars’ were expected to develop bonds of loyalty that cut across distinctions of social estate. A series of petitions to the papal penitentiary from German-speaking areas during the fifteenth century shows that both elite and non-elite individuals exhibited such affective bonds of support in violent situations as well as in a wide variety of other circumstances. This indicates that the household formed a major building block of medieval society in relational as well as in logistical terms.  相似文献

Israel's West Bank settlements are a central point of contention in the dynamics of the Israeli-Palestinian conflict. Overall, however, their rapid proliferation has been generally understood through the lens of an ideologically centered approach that highlights, specifically, the centrality of the national religious settlers' movement. Against this background, the article focuses on the overlooked reality of large, state-sponsored suburban settlements – and in particular on the role of the Israeli Ministry of Housing in their establishment between the mid-1970s and the early 1990s. Building on contributions in the field of political economy and political geography, we conceive the actions of the Ministry in the occupied West Bank as a result of a broader strategy of spatial restructuring. By considering both economic and political imperatives underlying this strategy, our analysis offers a more comprehensive assessment of the factors behind Israel's settlement policy. Drawing on a broad range of empirical sources, from archival material to in-depth interviews with Israeli planners, we argue that the proliferation of settlements has been largely the outcome of a process of metropolitanization – i.e. of the dynamics of urban development of Israel's main metropolitan centers and the adoption of a new, post-Keynesian policy paradigm based on market-oriented economic development. This process has constituted a major factor for the settlements' growth and, ultimately, in the emergence and naturalization of a new territorial configuration in the area of Israel/Palestine.  相似文献

ABSTRACT

This paper investigates Bulgaria’s trade strategy towards the European Economic Community (EEC) in the 1970s: a decade of intensified economic exchange between East and West thanks to détente and, simultaneously, of growing trade barriers due to the consolidation of the EEC’s Common Market. The successes and failures of Bulgaria’s endeavours are discussed through a study of economic cooperation with Denmark before and after its accession to the EEC in 1973. The main argument is that while Bulgarian economic policy focused on the rising regulatory impediments to trade with EEC members, it neglected the structural deficiencies of Bulgarian export production. Thereby, Bulgarian state officials strove to resolve foreign trade problems through diplomatic negotiations over customs regulations instead of advancing domestic economic reforms . This argument is supported by analysis of intergovernmental economic negotiations and trade deals between Bulgaria and Denmark during the 1970s. It highlights the different ways in which Bulgarian trade envoys in Copenhagen and top officials at home evaluated recurrent problems in accessing the Danish market and formulated solutions for these problems. Thus, instead of tackling internal structural problems, the blueprints for Bulgaria’s foreign trade focused on external foes, namely trade discrimination against socialist countries.  相似文献
