安纳波利斯会议原是邦联国会为协调北部各邦之间贸易冲突而开,会议报告却发出了召开修改《邦联条例》以应对邦联危机的费城会议的决定;汉密尔顿和麦迪逊是这次会议的主角,协调贸易冲突的失败,更坚定了他们这些“国家主义者”建立强大中央政府的信念,并开始思考建立新国家的若干原则,从而为费城会议上的大辩论奠定了理论基础。因此,安纳波利斯会议在美国制宪史上占有重要的地位,是美国宪政体制由邦联向联邦制转变的一次探索性的会议。  相似文献

本文认为1962年中印边界冲突前,随着美国南亚政策的调整,美巴的盟友关系出现了潜在的裂缝.中印边界冲突发生后,美国在未同巴基斯坦磋商的情况下向印度提供军事援助,导致美巴关系fla~T危机.冲突停止后,美巴关系继续恶化,1965年印巴战争爆发后降到了历史的最低点.本文也认为美巴关系发生剧变有非常复杂的原因.  相似文献

冷战起源是冷战史研究中的基本问题之一。美英“特殊关系”的设想(1944—1945)、迅速发展(1946—1947)和正式确立(1948—1950)三个阶段中的发展及其与苏联外交政策的战略互动,推动着冷战逐渐变为现实。美英“特殊关系”的形成和发展离不开植根于历史和现实中的战略基础——两国深厚的历史文化渊源,以及最高决策层之间密切的个人友谊网络;盎格鲁一撒克逊民族的恐惧感与冷战思维的发展;基于对外在威胁的相同理解而产生的捍卫资本主义政治经济体系的共同责任感与战略利益。冷战的起源伴随着全球规模的势力均衡的形成,然而,新的势力均衡对美英两国有着截然不同的意义。美英“特殊关系”是无形的,而冷战是有形的。无形的“特殊关系”推动着冷战的发展,有形的冷战也考验着无形的“特殊关系”。美英“特殊关系”的构建在无形之中构成了有形冷战起源的决定性因素。  相似文献

越南战争期间,韩国派出大规模部队参与战争,成为美国盟国中派兵规模最大的国家。韩国参战并非美国压力的结果,而是主动请缨,但从韩国提出参战到实现派兵的整个过程无不与美国有着密切的关系,同时也与冷战大背景及韩国的政治经济状况密切相关。参加越战对美韩关系及韩国的政治经济发展均产生了深刻影响。韩国参战后,美国提高了本已削减了的对韩经济军事援助,停止了驻韩美军的削减,美韩安全合作的新领域得到拓展,两国关系的不平衡结构亦得到改变。  相似文献

富兰克林·罗斯福上台执政后,面对美国的严重农业危机、农民悲惨处境和反抗浪潮,实行了以<农业调整法>为主要内容,以国家干预为重要手段,以控制农产品产量为目标的农业政策.罗斯福政府的农业"新政",是在维护资本主义制度的前提下,对这种制度进行改革的重要组成部分.这种改革虽然只是一种农业资本主义的结构改革,而非革命性的改革,更未促成一场社会革命,但它保护和促进了美国垄断资本主义,使美国的农业和工业一样进入了国家垄断资本主义阶段.  相似文献

Implementation represents a key venue for the expression of political conflict. The challenge of illusory implementation, implementing the law's letter but not its spirit, has long vexed scholars and architects of public policy. We develop a political model of policy implementation to predict the kinds of politics—electoral, group, administrative—that different parts of complicated laws activate during implementation. Using original state‐level data on landmark education policy, we assess whether and how these politics render illusory implementation more or less likely for specific policy tasks embedded in complex laws. Consistent with our model, we find electoral politics render illusory implementation less likely for a narrow set of tasks. Group‐based politics and administrative politics bear on illusory implementation for a broader set of tasks in diverse ways. Overall, how policy activates politics during implementation depends on the features of the policy lever, where it is put into practice, and how traceable it is to the bureaucrats who do the implementing. Further, the results underscore how nuanced insights about implementation emerge when one considers individual components of complex laws, rather than treating the laws themselves whole cloth.  相似文献

Although documentary evidence provided by ethnographers makes reference to the source of adhesives, sealants, dyestuffs and medicines used by the communities of the Great Basin, much of it is sporadic and unspecified. However, observations of amorphous deposits surviving on stone tools, ceramics, basketry and wooden artefacts have prompted an investigation of their identity, procurement and use. The aim initially is to study samples from a number of archaeological and ethnographic contexts from the region. Comparative material includes higher plant and insect resins. The study provides a unique opportunity to document use patterns in plant and animal resources in the Great Basin region.  相似文献

Several recent applications of Punctuated Equilibrium Theory (PET) have yielded compelling findings linking institutional design and change distributions, yet, much more work needs to be done to understand institutional arrangements that make punctuated processes more or less likely. In responding to the recent call for more research on unraveling particular mechanisms through which bureaucracy moderates the odds of policy punctuations, this research explores the potential of bureaucratic expertise and professionalism in fostering rational decision making, and thus the stability in change dynamics. One important feature of urban government receives close attention: the position by professionalized, trained bureaucrats in municipalities (city manager and chief administrative officer) and the effects of their discretion on altering municipal budgetary change distributions. Analysis of a novel dataset of fiscal policy changes, charter and census information of city governments in the State of Michigan, 2005–11, suggests city governments, on average, produce change patterns that conform to the expectations of PET; more importantly, it reveals that heightened levels of managerial discretion can have a significant implication for helping cities experience less abrupt, punctuated budget changes. The paper concludes with a discussion of the implications of these results for PET, policy change dynamics, and the design of city-governing institutions.  相似文献

Despite the importance of ceramic typologies for defining archaeological cultures and making chronological inferences, the ceramic types comprising these typologies are not always well dated. Here, we present an analysis of radiocarbon dates generated from Accelerator Mass Spectrometry of corn remains found in association with Kwahe’e Black-on-white (Kwahe’e B/w) ceramics from the Tewa Basin of the Northern Rio Grande region of New Mexico in the American Southwest. This autochthonous ceramic type is the first in a cohesive lineage of decorated white wares known as the Rio Grande ceramic series. A Bayesian analysis of these dates yielded a 95% probability range of a.d. 975–1023 for the beginning temporal boundary marking the emergence of Kwahe’e B/w. This estimate for the chronological emergence of Kwahe’e B/w is at least 27 years earlier than previously demonstrated and appears to coincide with the initial population increase in the Tewa Basin during the Late Developmental period (a.d. 900–1200), and with the emergence of the Tewa language that is still spoken in the region.  相似文献
