‘God'll Send the Bill to You’: The Costs of War and the God Who Counts in W. T. Stead's Pro-Boer Peace Campaign

W. T. Stead's 1899–1900 weekly newspaper, War against War in South Africa, sets out to persuade its readers of the financial, spiritual, and moral costs of war and in doing so urges them to participate in an oppositional ‘peace war’. It conflates the economic and the spiritual in presenting to its readers accounts of the South African war that emphasize the price to be paid for unjust bloodshed. This article examines the ways in which Stead uses the idea of counting in both its senses – of mattering and enumerating – alongside the idea of moral accountability, to make his case against war and for peace as part of a larger narrative of brotherhood and bloodguilt. I argue that his campaign failed to achieve its ends at least in part because, despite the sensationalist power of each item in his account, the final bill, addressed ambiguously to the individual, the government, and the nation, is unimaginably vast and morally unpayable. His newspaper and other anti-war publications offer a graphic account of the wrongs of war, yet their gothically inflected religious imagery of judgement and guilt work in unresolvable tension with their message of rational individual action against the national project of the war.     

Foreign and comparative politics in the Australian Journal of Political Science: A review

This article reviews analyses of foreign and comparative politics published in the Australian Journal of Political Science over the past 50 years. The article uses a thematic approach, reviewing five broad regional areas: the Soviet Union and Eastern Europe; New Zealand and the Pacific; Canada, the USA and Western Europe; China and the rest of Asia; and Africa and the Middle East. The article assesses changes in the attention given to particular regions and countries over time, and highlights countries that have received relatively little attention. The article uses a Presidential address in 1985 by David Goldsworthy as a key reference text for assessing the study of foreign and comparative politics in Australia since 1966. The main shifts in overall attention since the early 1990s have been a decline in the historical study of the Soviet Union and Eastern Europe, and increased attention to New Zealand.

The Rolt Memorial Lecture 2017: Conserving the Waterways Heritage

ABSTRACT

This article describes the work of the Canal & River Trust in managing and conserving the heritage assets and the wider historic environment of the Trust's waterways in England and Wales. Various types of heritage assets are described, and the ways in which these assets are managed, including via archaeological recording, along with conservation-led repairs to historic engineering structures and other historic waterway-related buildings, are considered. New directions that offer effective and efficient ways of dealing with heritage assets are examined.     

Structures and Members: An Overview of The Cumann na nGaedheal Party Organisation, 1923–33

This article re‐examines Cumann na nGaedheal's approach to party organisation. Cumann na nGaedheal has been portrayed as a badly organised, ‘top‐down’ party that suffered electorally for its reluctance to match the structure and organisation of its main anti‐Treaty rival, Fianna Fáil. Moreover, the party has been caricatured as a conservative organisation with little affinity for the ideology of the Irish revolution. While recent studies have reappraised Cumann na nGaedheal's engagement with the revolutionary inheritance, while highlighting underappreciated aspects of the party's electoral innovations, its organisational structures require further scholarly attention. Closer scrutiny of Cumann na nGaedheal's organisational structures sheds further light on its fate as nationalist Ireland's first party of government and ultimately its demise as a distinct party in 1933.     

The Whips of the Liberal Unionist Party in the House of Commons

This note provides the most complete list of Liberal Unionist whips in the house of commons, thus contributing to our understanding of the history of the party in parliament over the entire period of its existence from 1886 to 1912, and charts the extent of the responsibility of the party whip for the organisation of the party outside the house of commons, which peaked during the tenure of Lord Wolmer as whip from 1888 to 1892. The note concludes by observing that the division of labour regarding organisation implemented in the Conservative Party in 1911 mirrors that adopted by the Liberal Unionist Party in 1892, and that this was likely the result of Wolmer, now 2nd earl of Selborne, serving on the committee that recommended the 1911 reforms.
