This article analyses local opposition in Singapore in 1910–11 to the shipping conference system and the responses of a powerful group of British shipowners and the Colonial Office. The conference, a cartel agreed among shipowners, divided monopoly profits among its members and a small group of London-based merchant houses. We suggest that the concerns of Singapore anti-conference protestors, backed by the governor of the Straits Settlements, counted for little in official London circles when weighed against the vital role of shipping in the British Empire. Even in 1967 the strength of the empire and British shipping was still apparent when the Singapore government refused to support local mercantile opposition to the Far Eastern Freight Conference.

In this article, I explore a range of actually existing cosmopolitanisms performed by young people studying at a private higher educational institute in Singapore. Based on fieldwork over a period of eleven months conducted with these educated but non-elite youths between 2013 and 2014, I discuss how private degree students (a vernacular term) draw on various resources across different sites and domains of their everyday life to construct themselves, as well as their campus experiences, as ‘cosmopolitan’. Adopting an understanding of cosmopolitanism as a social practice, I argue that these young people perform three criss-crossing pathways to become cosmopolitan that unsettle dominant conceptions of cosmopolitanism as an elite cultural capital, disposition, and subjecthood within extant scholarship on international/transnational education. In particular, I explore these pathways through the framing themes of ‘rooted cosmopolitanism’, ‘cosmopolitan learning’, and ‘unanticipated cosmopolitan’. In doing so, the article adds texture and complexity to existing discussion about young people’s subjective views as well as practices of cosmopolitan citizenship in and through international/transnational higher education.

Drawing on ethnographic research conducted in Singapore between 2013 and 2014, this article discusses the ways in which students mobilise different moral and ethical values to perform informal care at a private educational institute. The task is to advance a critical analysis of how students can “act differently” from the dominant strategic and calculative image of a neoliberal actor as portrayed in broader literature. Specifically, I suggest more attention needs to be given to love and care as the basis for radical practices in everyday life. I discuss the themes of deconstructive empathy, friendship solidarities, and intergenerational love to demonstrate how caring practices can produce more‐than‐capitalist subjectivities in the neoliberalising spaces of higher education. The article adds theoretical and empirical flesh to ongoing efforts in exploring “alternative” experiences of neoliberalising education through care, love, and intimacy.

This article attempts to answer the puzzle of why, amongst undemocratic states, some regimes are more authoritarian than others. The author contends that differing party structures result in different authoritarian outcomes. A ruling, competitive authoritarian regime that has a party structure akin to a cadre party, or where there is little or no intra-party democracy, is more likely to be more authoritarian than a party which has intra-party democracy. The lack or absence of intra-party democracy ensures that elites remain cohesive and that there are lesser opportunities for the opposition to take advantage of divisions in the party, whereas in a party with intra-party democracy, there is a greater possibility of elite disunity, which could be capitalised on by the opposition, and there is also a greater likelihood of a different ideology being propagated by defectors from the party. The cases of the People's Action Party in Singapore and the United Malays National Organization in Malaysia are used to illustrate the author's case.

Work–life balance has come to the fore in Singapore as in other countries. Debates have focused on uneven gendered burdens. Less attention has been paid to the ways in which class matters in shaping outcomes for women. In this article, I argue that the work-care regime in Singapore is one that generates uneven consequences for women along class lines. The historical legacy of eugenics-influenced pronatalism, the pursuit of a corporation-centric development, the persistent reticence toward universal provisions and corresponding preference for ‘private’ solutions to care create a context in which women in low-income households have an especially hard time balancing wage work and familial responsibilities. The individualization and marketization of household needs, in Singapore and elsewhere, obscure the circumstances, needs, and well-being of women in lower class circumstances, and undermine the value of housework and care labor.

This article revisits the complex intersections of identity and meaning in the context of a world in which cosmopolitanism is increasingly questioned. The role of the artist with regard to activism and cosmopolitan flows becomes difficult to navigate but important to probe. Findings drawn from fieldwork indicate that the artist is highly conflicted; often ephemerally aligned with various social movements that may or may not be related; and in a constant state of self‐negotiation and identity formation that are highly dependent on local context. Intersectionality may be a useful frame to reconceptualize the artist as a relationally connected set of constantly shifting identities rather than an assumed category, as sometimes portrayed. Key to this is an appreciation of the role of the observer in this process. Singapore is envisioned as a place of intersecting identity; so, too, are the artists within it, caught between local context and global currents.

The evolution of classical Chinese poetry in Singapore is closely related to the immigration experience of Chinese intellectuals in various periods. The travelogues of the foreign trips by Chinese officials dispatched to Singapore in the late Qing dynasty, such as Zuo Binglong 左秉隆 and Huang Zunxian 黃遵憲, focused on the depiction of exotic landscapes and aimed to open up horizons. The poems written by Khoo Seok Wan 邱菽園 and Pan Shou 潘受, and numerous works published in local newspapers from the period before the Second World War to the 1970s, represented the highest achievement of characteristically classical Chinese poetry in Singapore. After the 1980s, the new type of poetry writing reflected in the “Xin Sheng Poetry Society” (Xin sheng shi she 新聲詩社) and poetic columns online was characterized by diversity in the path of communication and the choice of subject matter, as well as an overall decline in creative quality. This article attempts to present the different stages of classical Chinese poetry in Singapore and its features over the course of the century within the context of Sinophone literature.

While enchantment has been used productively to think through the geographies of social encounter, extant research – drawing largely from cases in the West – has reinforced a celebratory notion of enchantment, characterized by egalitarianism and serendipity. In this paper we draw ethnographically on encounters between Malay and Chinese users of two street football courts in Singapore, a non-Western context where principles of public interaction converge with but also exceed those in the West. In so doing we aim to advance existing debates by conceptualizing enchantment as it is negotiated and constituted, rather than asking if observed occurrences live up to dominant interpretations. We find that enchantment can be experienced through the construction, perpetuation and negotiation of boundaries; it is also a product of enduring rhythms in space that are produced and developed via the interactions of its users over time. In specifying the different ways in which enchantment is created, negotiated and lived we contribute to signalling the validity of expansive notions of publicness i.e. the different ways in which encounter in public space can be made meaningful and fulfilling.
