Women in international affairs play powerful and influential roles in shaping laws and policies, negotiating on subjects of war, peace and security, and representing national interest. In Australia, women outnumber men at all levels of public service to executive level one. Yet, women remain under-represented in more senior ranks and appear to experience significant challenges gaining leadership in agencies involved in diplomacy and security. What are the gendered institutions at play in Australian international affairs? Using a comparative case study approach, this paper explores the experiences of senior executive level women leaders across the Australian Federal Government in four case agencies—the Department of Foreign Affairs and Trade (DFAT), Defence, Department of Home Affairs (DHA), and the Australian Federal Police (AFP). Women’s gendered challenges in international leadership are not surprising within a diplomatic history that has often restricted women’s roles based off the ‘appropriateness’ of sending women as envoys to nations of varying safety and respect for their status. What is surprising is that women report greater sexism, discrimination and harassment from within their own agencies, not from countries in which they are hosted. This has important ramifications globally on gaining and retaining women in international affairs leadership.  相似文献

This article examines the juncture point between British-(Anglo)-American elite women in the first half of the twentieth century, their female networks and newspapers. It considers the maternal background, reconstructing biological and fictive kinships, to illustrate generational patterns leading to both female barrier-breaking in elite western institutions and clustering in the political and charitable work environments. The paper covers a century of adult female life using a central stem matrikin whose activities can be recovered through press-cuttings which chart change and continuity of values, confidence, identity and self-awareness through the range of kin based networks. It reconsiders the background to the 1970s breakthrough of women in leadership within elite political and charitable western institutions which has previously been considered as a result of effective equal opportunities combatting barriers rooted in male networking patterns. Finally, it reflects on the nature of the press as encountered by, used by and marginalising of elite women during the period.  相似文献

After a Coalition electoral victory in 2013, the Australian Office for Women was returned from the periphery to the centre of government. This was contrary to the expectation that women’s policy will be given greater salience under governments of the left rather than of the right. To unpack this puzzle, we examine institutional arrangements and policy directions under successive Labor and Coalition governments in Australia, including the abolition of intergovernmental bodies concerned with gender equality. We find that the influence of neoliberalism has resulted in a blurring of patterns of partisan difference over gender equality policy. There are some continuing partisan differences but also a common pattern of increased emphasis on international and regional rather than domestic policy. The notable exception to this pattern is in the area of gender-based violence.  相似文献

The purpose of this section of the Journal of medieval history is to include a brief notice of new books in medieval history, and to list new editions and reprints, appearing during the months immediately preceding the date of publication of each issue. The Journal will not carry reviews; it asks publishers to send, instead of copies of new books, brief notices about them of not more than 150 words in length. To meet the cost of this exercise, the Journal is obliged to charge a fee of $10 (£5) for a brief announcement (max. 150 words) and $5 (£2.50) for listing a reprint or new edition. The deposition of Richard II in 1399 caused serious problems for the new English king, Henry IV, in foreign affairs. Contemporaries believed that his seizure of the crown would provoke an outbreak of new hostilities with the French since the wife of the deposed monarch was none other than Isabel, a daughter of Charles VI, king of France. Indeed Charles took certain belligerent measures against henry, whom he stubbornly refused to recognize as the legitimate ruler of England, but stopped short of war because Isabel still remained in English custody. Henry IV, on the other hand, desired to improve relations with France because of his own tenuous hold on the English throne. Once Charles VI became convinced early in 1400 that Richard II had died in captivity, he abruptly changed his policy towards England and announced his intention of observing the terms set forth in the Twenty-Eight-Year Truce which he had originally concluded with his son-in-law in 1396. Later in May, Henry IV similarly proclaimed his willingness to honor that agreement. How both sides avoided an open clash and eventually confirmed the Twenty-Eight-Year Truce forms the central theme of this paper.  相似文献

This article examines the relationship between Cistercian nunneries and the crusade movement and considers the role of gender in light of the new emphasis on penitential piety and suffering prevalent during the thirteenth century. Focused on evidence from the region of Champagne in northern France, it argues that female family members of male crusaders adopted Cistercian spirituality as a means of participating in the experience of suffering and the pursuit of the imitation of Christ that had come to be associated with the act of crusading. The connection between Cistercian nuns and crusaders was further strengthened during this period as the Cistercian order expanded its liturgy to include specific rounds of prayers for success in the east and in southern France, for Jerusalem, and for the well-being of crusaders. Many crusader families in Champagne founded Cistercian nunneries to function as family necropolises, further sharpening the connections between crusaders, memory, and suffering as experienced in female Cistercian houses.  相似文献

This paper examines the involvement of the Women’s International Democratic Federation (WIDF) in the politics of the Greek Civil War (1946–1949). The article’s specific focus is on the organisation’s international campaigns for the end of state-sanctioned persecution of leftists, especially women, and the re-instatement of democracy in Greece, utilising the expanding human-rights system at the United Nations. It draws on selected WIDF and United Nations (UN) documents, in addition to primary and secondary materials relating to the cold war and the Greek Civil War.  相似文献

“红头巾”作为中国近代女性跨境流动的典型案例,其影响不囿于“全球/地方”、“公共/私密”的空间尺度,还作用于城市尺度的实践,体现在“红头巾”符号被运用于城市品牌的宣传之中。本文主要采用深度访谈的方法,对比“红头巾”作为城市品牌构建在新加坡和三水两地的空间实践过程,研究发现:新加坡赋予“红头巾”建国英雄的身份,融入城市建设史并与现代城市空间共同打造城市名片;三水则以坚韧的三水女性华侨符号构建当地文化品牌,但效果无法等同新加坡。女性在城市尺度的空间实践值得关注,女性的流动将重构地方文化并塑造区别于男性主导的城市气质,最终作为实践空间的地方文化符号,成为城市迈向全球城市的文化资本。  相似文献

Through investigation into the lives of single migrant women who work as department store salesgirls in Surabaya and Ho Chi Minh City, this paper suggests that while commonalities exist with regard to their controlled use of beauty in the workplace, their lack of time and disposable income, and the temporary nature of their right to live in their respective cities as migrants, there are significant differences between them. These differences run contrary to conventional stereotypes of the “outspoken” Javanese woman and the “servile” Vietnamese woman, which in turn are based on stereotypes of the bilateral Southeast Asian kinship tradition and the patrilineal East Asian kinship tradition respectively. Taking into account the forces for and against conservative gender relations in both societies, this paper suggests that it is the Vietnamese working-class woman who exercises more power over how she lives in the city.  相似文献
