Archaeologists can learn from models of evolution as a self-organized critical phenomenon. Self-organized critical systems are large, interactive systems that organize into a critical state where minor events can trigger chain reactions. Such systems demonstrate power-law distributions in the size of changes, or avalanches, that occur. The theory of self-organized criticality is important in that it implies that the evolution of complex systems may be driven more by interactions between agents than by external events or natural selection. Stylistic changes may be examples of avalanches of interconnected events. Evidence for self-organized criticality is shown for stylistic evolution in historical pottery styles from New York State and is used to evaluate the nature of a prehistoric pottery typology from the Southwest. 相似文献

Despite a decline in crime rates, the 1990s witnessed extensive media coverage of several high‐profile stranger abductions and murders of children. State legislators' swift response to the public's growing fear of sex offenders with the adoption of sex offender registration and notification (SORN) laws raises questions about the role of politics. Punctuated equilibrium theory and the diffusion of innovation jointly provide a context to conduct an event history analysis to assess the extent to which politics enhanced legislative responsiveness to public opinion in SORN policymaking. Contrary to the commonly held belief that attributes legislative interest in SORN to salient crimes against children, the results suggest that factors such as the percentage of a conservative population, district‐level competition, and state innovativeness accelerated the diffusion of innovation of the laws. 相似文献

Despite its rich tradition, there are key limitations to researchers' ability to make generalizable inferences about state policy innovation and diffusion. This paper introduces new data and methods to move from empirical analyses of single policies to the analysis of comprehensive populations of policies and rigorously inferred diffusion networks. We have gathered policy adoption data appropriate for estimating policy innovativeness and tracing diffusion ties in a targeted manner (e.g., by policy domain, time period, or policy type) and extended the development of methods necessary to accurately and efficiently infer those ties. Our state policy innovation and diffusion (SPID) database includes 728 different policies coded by topic area. We provide an overview of this new dataset and illustrate two key uses: (i) static and dynamic innovativeness measures and (ii) latent diffusion networks that capture common pathways of diffusion between states across policies. The scope of the data allows us to compare patterns in both across policy topic areas. We conclude that these new resources will enable researchers to empirically investigate classes of questions that were difficult or impossible to study previously, but whose roots go back to the origins of the political science policy innovation and diffusion literature. 相似文献

ABSTRACT In this paper, we explore the policies related to support structures surrounding national game industries, with focus on the three Nordic countries Finland, Norway and Sweden, and investigate what kind of context the Nordic welfare state model has provided for game development. The three cases illustrate how Nordic welfare state measures have interacted with the games industry over time. While the political ideals have been fairly similar, our study demonstrates how the objectives and practical means of state engagement have differed significantly. We argue that although the three countries all have support schemes of which game companies can take advantage, there are significant differences in the degree to which each individual country has organized government interventions and support. While the Finnish state has treated game development as an endeavour in business development, the regional Nordic game program and the Norwegian state has developed a cultural policy that primarily aims to protect the cultural heritage. The Swedish state has not established a tailormade policy directed towards game development but has a broad spectrum of general policies for supporting research and business development. We suggest that future research should investigate how the public funding is structured and how discourses are formulated around appeals for more public funding for the games industry. 相似文献

Debates on how to address societal challenges have moved to the forefront of academic and policy concerns. Of particular importance is the growing awareness that to deal with issues such as ageing, it will be necessary to implement concerted efforts on technological, social, institutional or political fronts. Drawing on a number of theoretical perspectives – including socio-technical transitions and embedded state theory – the aim of this paper is to identify and understand different approaches to the governance of such system innovations by comparing state responses to assisted living in two contrasting national systems of care, namely that of the UK and Norway. Its findings highlight that state-supported and funded experimentation projects have been instrumental in designing and implementing system innovation: through their emphasis on co-design and co-creation, these projects demonstrated the value of early implementation pilots to explore the ‘fit’ between novel technologies and prevailing practices and institutional structures in national systems of care. Still, competition, biases or conflicting interests should not be ignored between well-established agents and institutions and experimental solutions whose efficacy remains relatively untested and which involve a combination of new technical, social, organizational and institutional solutions. 相似文献

In the literature on territorial innovation systems there is a constant tension between the effect of endogenous and exogenous factors and their relative importance. In order to address this tension several approaches have sought to conceptualize the relational and multi-scalar dimension of innovation and to explain how external knowledge and economic flows in conjunction with regional contexts combine to produce regional growth, stagnation or decline. This paper will contribute to this debate, while also highlighting that even at the local level there is substantial heterogeneity between firms. It will also shed light on the role of intermediary organizations that can help address information and power asymmetries between multinational corporations and less competitive local firms. Empirically it will draw on the case study of the Portuguese moulds industry, which has successfully adapted to shifts in the global economy by drawing on local resources while also remaining integrated into global value chains. 相似文献

ABSTRACTThis article analyses regional agency in the early phases of new path constitution. We argue that the early stages of new path constitution can be explained by both structural factors and the strong presence of agency. With a specific focus on agency, this article contributes to the literature by providing a study of the role of agency at different stages of path constitution. The study shows that two types of agency operate together. Public policy agency is carried out through a common thrust for policy tools that can enhance the room to manoeuvre together. In addition, strong entrepreneurial agency functions as a locomotive for other firms which are important trigger points, and pushes the process forward. Are some American states inherently more innovative than others? This question has confounded researchers for more than four decades. In this study we develop a measure of collective policy innovation that measures formal cooperative policy arrangements among the states, compare the measure to existing measures of internal state policy innovation, and assess whether existing innovativeness measures explain policy cooperation among the states. This test of the innovativeness concept addresses internal and external validity concerns that have long plagued this research tradition. Our multivariate analyses indicate that policy innovativeness is often a statistically and substantively important determinant of compact participation. These results suggest that (i) innovativeness is a meaningful and durable state attribute, (ii) several existing indices successfully capture the underlying latent concept, and (iii) innovativeness provides analytic utility in multiple empirical contexts. 相似文献

This article examines the spatialities of gender relations and women's oppression in urban Afghanistan under conditions of poverty and strict patriarchy. Using empirical data from biographical interviews with Afghan women from urban households in Kabul, Herat, and Jalalabad, the article questions how gender as social relation and gender as difference is lived and experienced among the urban poor in Afghanistan. Looking at urban livelihoods through the lens of feminist geography helps to better understand the gendered spaces of home and the outside world, of households as sites of security and violence, and of urban contexts and ethnic affiliations. The approach allows for reflection on women's subjectivities and their own understandings of gender inequality and injustice. Examining the gendered geographies in urban Afghanistan shows how social difference is lived under conditions of patriarchy and poverty and how women's agency contributes to the livelihoods of their households. 相似文献
