The time series of two continuously operating gas monitoring stations at Oldřišská and Nový Kostel located along seismoactive faults in the epicentral area of the NW Bohemian swarm earthquakes (Czech Republic) are compared with water level fluctuations in two boreholes positioned along these faults and with gas flux variations of a mofette at the Soos mofette field at 9 km distance. The seasonal trend of the monitored CO2 concentration with a maximum in November and a minimum in March/April is governed by groundwater temperatures, superimposed in spring by soil temperatures. CO2 concentration variations identified at Oldřišská are also reflected in gas flux variations in the Soos mofette and/or water level fluctuations of two boreholes. Variations in the gas monitoring recordings of station at Nový Kostel are also linked with variations at Oldřišská. In all data sets, diurnal variations generated by earth tides occur, reflecting a daily stress – fault permeability cycle. Additional stress interferes with this cycle. Significant, abrupt changes are attributed to geodynamic processes linked with seismic events, as revealed by local seismicity or by the transient of waves of a strong remote earthquake. Simultaneous variations of the gas concentrations in the Nový Kostel area and in the gas flux in the Soos point to an interconnected hydraulic conductive fault systems present in the northern part of the Cheb Basin. Sharp falls in gas concentration, during or subsequent to, earthquake swarms may reflect fault compression associated with impeded gas migration. However, gas variations also occur in periods without seismic activity, indicating changes in fault permeability were caused by local aseismic fault movements, as revealed by events with opposite trends in the gas recordings at Oldřišská, Nový Kostel and the Soos. Therefore, a mathematical approach to establish a correlation between seismicity and gas geochemical variations is not possible. 相似文献

Scottish ballads were carried to isolated hamlets in the Appalachian Mountains of North America through successive waves of migration in the 17th and 18th centuries. The cultural diffusion of ballad singing underwent divergence as the songs were transmitted orally. Place names, local festivals, and current events were especially plastic components of this process. In the beginning of the 20th century, the intrusion of the radio and rural disturbances brought about by the coal industry functioned as barriers to cultural transmission of the ballads. Even so, songs were kept alive as evidenced by the metamorphosis of My Boy Tammie into Billy Boy and the more recent resurrection of The Elfin Knight into popular culture as Scarborough Fair by Simon and Garfunkel. This article explores the effects of the spread of the principles and practices of the New Public Management (NPM) on the subsidised cultural sector and on cultural policy making in Britain. In particular, changes in the style of public administration that can be ascribed to the NPM will be shown to provide a useful framework to make sense of what has been felt as an “instrumental turn” in British policies for culture between the early 1980s and the present day. The current New Labour Government, as well as the arm's length bodies that distribute public funds for the cultural sector in Britain, are showing an increasing tendency to justify public spending on the arts on the basis of instrumental notions of the arts and culture. In the context of what have been defined as “instrumental cultural policies”, the arts are subsidised in so far as they represent a means to an end rather than an end in itself. In this perspective, the emphasis placed on the potential of the arts to help tackle social exclusion and the role of the cultural sector in place‐marketing and local economic development are typical examples of current trends in British cultural policy making. The central argument purported by this article is that this instrumental emphasis in British cultural policy is closely linked to the changes in the style of public administration that have given rise to the NPM. These new developments have indeed put the publicly funded cultural sector under increasing pressure. In particular, it will be shown how the new stress on the measurement of the arts' impacts in clear and quantifiable ways – which characterises today's “audit society” – has proved a tough challenge for the sector and one that has not been successfully met. The article will conclude by critically considering how the spread of the NPM has affected processes of policy making for the cultural sector, and the damaging effects that such developments may ultimately have on the arts themselves. 相似文献

The delicate compromise concerning the regulation of world trade in audio‐visual materials is about to be upset. Ongoing negotiations under the World Trade Organisation's General Agreement on Trade in Services (GATS) are seeking to establish, in the words of US negotiators, “clear, dependable and predictable trade rules” for transnational media exchanges. This article evaluates the impact of the GATS on audio‐visual industries and considers the extent to which cultural industries fit into the framework of multilateral trade talks. Based on interviews with trade officials in the WTO and the UK Department of Trade and Industry, the article concludes that liberalising and deregulatory policy shifts are more likely to emanate from corporate and state environments than from the slow and detailed negotiations in WTO headquarters in Geneva where “defensive” interests appear to be dominating over “offensive” ones. 相似文献

In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research. 相似文献

This article examines the articulation of the benefits associated with staging the European Capital of Culture (ECoC) in Liverpool, England in 2008. It is argued that relevant policy documents, and policy discourses more generally, propose a strong influential role for the operations of the ECoC upon the creative industries. Such a strong relationship, however, is difficult to evidence either at a discursive level or from the attitudes expressed by those working within the creative industries locally. The idea that the ECoC can promote broadly ‘creative’ activity is thus posited as being merely one aspect of the ECoC’s major goal of attempted city rebranding, rather than anything more substantive; nevertheless the articulation of ‘success’ of the ECoC in this regard seems entrenched. 相似文献

The Hu Jintao administration used the ‘four‐in‐one’ wording for the overall arrangement of development in China, that is, economic development, political development, cultural development and social development. The term ‘soft power’ was adopted to conceptualise the cultural development dimension. This paper used a tripartite taxonomy to examine Chinese approaches to soft power, as ‘resources’, as ‘strategies’ and as ‘outcomes’. Soft power in China was mainly used in a domestic policy context to mean cultural resources to be amassed and accumulated. Soft power could be measured as part of its comprehensive national power and compared with the hierarchical status of other nation states. Soft power as strategies meant using power softly in seeking normal economic and political advantages abroad. Soft power as outcomes meant the rise of China and its cultural renaissance. 相似文献

AbstractThis article argues that international relations (IR) theory, defined by its paradigms, theories, and models, has responded not to questions of human experience in world politics, but rather, has been primarily an exercise in self-definitional or privately satisfying research interests. I demonstrate this through analysis of two of the most cited and discussed IR approaches of the past half-century, Waltz's structural realism and Wendt's constructivism. The article argues that a reconstruction of IR premised on John Dewey's pragmatism would enable IR to succeed in responding to questions of practical import. Such questions inherently cannot be determined by privately satisfying research interests of academia, but rather, are defined as problems of lived human experience in world politics as determined by the public itself. 相似文献

An individual aged between 6 and 7 years at death from a 7th to 9th century cemetery at Village Farm, Spofforth, North Yorkshire, presented significant pathological swelling to the left facial bones. The ectocranial surface was bulbous and uneven, and the expanded diploë was densely packed with a mass of thick trabeculae. Radiographic and histological analysis, in combination with the macroscopically observed pathological changes, supported the differential diagnosis of fibrous dysplasia. The skeletal changes to the left face and jaw would have resulted in a significant facial deformity. Examples of individuals with physical impairments or disfigurements from Anglo‐Saxon cemeteries are rare. Nevertheless, it seems that a significant proportion are afforded unusual burial practices more often associated with deviancy, for example, at the edge of cemeteries or on a reversed orientation, seemingly indicating that their diminished physical capabilities or altered physical appearance had a detrimental effect on their social status. The child from Spofforth was, however, buried in a normative manner, extended, supine and in a plain earth‐cut grave, with no indication that their facial deformity had prompted unusual funerary provision. This example of facial disfigurement contributes to a growing corpus of potentially disabled individuals from early medieval England. Copyright © 2011 John Wiley & Sons, Ltd. 相似文献
