From Democratization to Securitization: Post‐Arab Spring Political Order in the Middle East

This article examines the question: why and how the wave of democratization in the Middle East has receded, giving way to the prioritization of security in the post‐Arab Spring by conducting analyses at three levels: societal, state, and international. By applying the main concepts and theories found in the literature on democratization and securitization and by analyzing the Bertelsmann Stiftung's Democracy Status Index, the Arab Barometers Survey, and the Arab Opinion Survey, the article concludes that: at the societal level, the tragic unfolding of events after the Arab Spring prohibits the public from pushing a reform agenda; at the state level, the post‐Arab political environment raises doubts among the ruling elite about how far political reforms should be extended; and at the international level, with the rise of new security threats, international pressure on Middle East countries to democratize has been restrained, giving way to security cooperation as the top priority.

The nonprofit arts organization concept and its transformation in Korea

ABSTRACT

After the Korean War, both the autocratic and later democratic South Korean governments actively fostered the development of Korea’s arts sector, in part by emulating the organizational and legal structures of U.S. nonprofits. Yet, in this policy transfer, Korea has taken a different path, notably rearticulating the U.S.-style hands-off facilitation model to reflect and accommodate Korean political, institutional, and cultural exigencies. We analyze the effects of the resulting cultural policy on Korean public arts institutions, using documentary evidence and narratives from our case studies of two national arts organizations restructured by the government: The National Theater Company of Korea and the Seoul Arts Center. We employ the concept of cultural statism, conditioned by "culture as glorification," resource dependence, and path dependence, to understand the development of Korea’s public arts sector. Specifically, we consider: the government’s desire to use the arts to enhance its image on an international stage shaped by western liberal democratic values; arts leaders’ desire for reliable support (resource dependence); and the tendancy of Koreans to want to be associated with the stability and prestige of the government (path dependence).     

Mendicants as victims: scale,scope and the idiom of violence

This article establishes the scale of violence perpetrated against mendicant friars in thirteenth- and fourteenth-century Europe, and provides a list of these events in an on-line appendix. It underscores and analyses the wide variety of contexts in which such incidents took place and examines the ramifications for the history of the mendicant orders and medieval urban society generally. Violence was a subtler form of communicative action than is sometimes recognised, and the paper points to the inverse relationship between power and violence in medieval urban conflicts.     

农村公共图书馆发展之我见

公共图书馆是由国家主办、面向社会公众免费开放的公益性机构,它的任务是为我国公民提供文化公益服务。在我国的13亿人口中就有近8亿在农村,农民占据了人口中的大多数。享受图书馆的服务是全体公民的权利。文章认为,为农村的广大农民读者提供良好的文化公益服务,应当成为今后公共图书馆的工作重点。     

国外公共考古学研究现状综述

公共考古学的概念自20世纪70年代提出以来,"公共"(Public)一词的含义一直都是公共考古学研究的核心问题。"公共"蕴含着国家和公众两个不同的维度,根据"公共"一词包含的不同价值取向,国外公共考古学的研究经历了政府参与、公众参与、公众导向等三个不同的阶段,这对中国公共考古学的定位于"面向公众的考古学"提供了理论支撑。     

Governing the passions: Sketches on Lodovico Antonio Muratori's moral philosophy

Muratori has often been portrayed as a moral philosopher who represented the traditional neo-Aristotelian mainstream of Italian intellectual life in the early part of the eighteenth century. His loyalty to Christianity as a basis from which societies ought to be reformed has determined his reputation as a ‘pre-enlightened’ thinker. Yet, it is argued here that not only was Muratori very much in touch with the state of the art of early eighteenth-century moral philosophy, but also that he was really a historian with political interests who came to develop a renewed Christian moral philosophy as a tool to respond to the political challenges of the time. Fallen man's preference for self-preservation to natural freedom prepared him for engaging in increasingly sociable contexts that required further self-disciplining and moral improvement. Thus, man cultivated his fallen condition into prudence and ultimately developed a capacity both for charity and for functioning in modern commercial societies.

Towards relational geometries of public participation and hydropower governance in the Lower Mekong River Basin

The Lao People's Democratic Republic's aspirations to become the ‘battery’ of Southeast Asia has involved plans for a cascade of hydropower dams on the mainstream of the transboundary Mekong River. This has triggered the unprecedented undertaking of public stakeholder consultations under the Mekong River Commission's Procedures for Notification, Prior Consultation and Agreement (PNPCA). This paper focuses on PNPCA stakeholder consultations organized in Thailand and Cambodia, and seeks to understand how these stakeholder consultations, despite their merits in information sharing, have come to be criticized by civil society as a ‘rubber stamp’ for ‘participation’ in Lao hydropower development. Building upon the literature on public participation in development, critical hydropolitics, and stakeholder engagement in Mekong water governance, we seek to conceptualize a critical politics of public participation by adopting a relational approach towards identifying the key challenges relating to participation. We suggest that a relational approach must consider how the interrelations between the multiple formal and informal tracks of stakeholder engagement shape one another and overall opportunities for participation, and how power relations within these spaces impact on perceptions towards public participation. Distrust towards state-organized participatory spaces can be traced from the state-organized participatory spaces to another key interrelation: the power relations between state and nonstate actors in the multi-scalar political spaces that extend beyond participatory spaces. This paper examines how anti-participatory forces pose a challenge to the emergence of both state and nonstate participatory spaces, providing additional insights into the state-society dynamics that influence environmental outcomes around large-scale infrastructural development.     

Controversy,uncertainty and the diverse public in cultural diplomacy: Australia–China relations

In the past few years, foreign policy tensions between China and Australia have become especially fraught. In some cases, this political situation manifests in the very diplomatic initiatives that were funded to help ease relations. This article considers a case study of a theatrical collaboration in the context of contemporary Australia–China relations to interrogate the value of our understandings of and evaluation frameworks for public diplomacy. This article argues that theories of cultural diplomacy and assessments of initiatives need to consider the multiple and competing objectives, diverse publics and controversial receptions that may be the outcomes of cultural diplomatic initiatives. It demonstrates this complexity in relation to Australia–China relations. Taking a cultural diplomatic initiative that sought to increase positive association for Chinese culture in the Australian public as a case study, it illustrates the range of differences that can be found amongst stakeholders, and the different roles that may be ascribed to cultural diplomacy. These interests, including those of different artistic and political stakeholders, as well as differences in the publics involved, are best segmented not only according to nation but also to subculture.
