浅论青海省公共图书馆的公益性服务

公共图书馆担负着为社会公众服务的职能。目前,青海省公共图书馆普遍存在发展资金不足、服务方式和服务手段落后、队伍整体素质不高等问题。针对现实存在的问题,应切实加大对图书馆建设的资金投入,加强队伍建设,改进服务手段和服务方式,逐步实现公共图书馆业务管理自动化。同时,应加速立法工作,保障公共图书馆事业的可持续发展。     

Local and territorial determinants in the realization of public–private–partnerships: an empirical analysis for Italian provinces

ABSTRACT

Relational networks and intangible factors are crucial elements for the competitiveness of a territory. Public–Private–Partnerships (PPPs), in particular, allow for the provision of goods and services that favour the exploitation of complementarities between public and private resources. They aim at promoting an increase in the overall efficiency of investment projects through a complex mechanism that distributes risk and revenues among stakeholders. This paper examines the local and territorial determinants of PPPs through an econometric analysis based upon Italian municipal data, grouped at the provincial level. Using a tobit model, we analyse the relationship between the realization of successful PPP initiatives and different sets of factors, including less analysed local and territorial determinants. We stress the role of the local management of infrastructure assets, the administrative efficiency of local authorities and the diffusion of previous local development initiatives. Local management and territorial context factors explain most of the occurrence of successful PPP initiatives in the pre-crisis period while usual determinants (infrastructure endowment and financial distress) display a weaker effect.

The Canada-US Relationship: An Updated Evaluation of Public Opinion

ABSTRACT

Despite the political turbulence of the Trump-Trudeau era, the US-Canada relationship remains workable on many policy fronts. Against this backdrop, this article explores this relationship by first focusing on public opinion toward “the other,” including general sentiments as well as political leadership specifically, before turning to public opinion in specific policy fields, such as bilateral trade, security, energy, and diplomacy. We broadly find that Canadians are more likely than Americans to draw distinctions between Canada and the US and view the relationship in more cautious terms. By contrast, opinion in the US appears to be much more positive about the relationship.     

Public archaeology at Baynard-Zion: bringing life back to an antebellum cemetery

ABSTRACT

Heritage tourism is a driving economic force in much of the coastal southeastern United States, including on Hilton Head Island, South Carolina, one of the most popular destinations for vacationers in the country. Working with local community members in developing a diverse and multipronged public archaeology program, we helped facilitate research and develop programing at the Baynard Mausoleum and Zion Chapel of Ease and Cemetery (Baynard-Zion). Built and used during the late eighteenth through mid-nineteenth centuries, Baynard-Zion includes some of the oldest marked graves on the island as well as its oldest standing architecture. Using a constellation of techniques, including geophysical surveys, genetic testing of human remains, and limited excavations, research conducted at Baynard-Zion provides an opportunity to enhance public perception and understanding of pivotal historic events and people on the island while also assisting in development plans that promote heritage tourism.
