A noted American authority and investigator of China's economy outlines the general features of the ongoing reorientation of Chinese economic policymaking toward increased state activism, which has gained momentum in the aftermath of the global financial crisis. An initial section of the paper describes the marketization and privatization initiatives of China's late reform period to provide a baseline against which to measure the subsequent shift toward increased state intervention and guidance in the economy. The author traces the shift in three critical policy arenas (social policy, state-owned enterprises, and industrial and technology policy) and demonstrates how state involvement in each intensified during the global financial crisis. He then proceeds to explore the implications of accelerated state activism in the future, identifying potential rewards as well as large risks. Among the latter are macroeconomic imbalances, a "softening" of budget constraints, difficulties in recognizing and terminating unsuccessful economic programs, and tensions with trading partners.  相似文献

Two economic geographers analyze the unprecedented growth of China’s information and communication technology (ICT) industry over the past decade (2000–2010)—an industry increasingly important as a new engine powering exports and providing infrastructure and services critical to sustaining economic growth. Using agglomeration and inequality indices including the Herfindahl and the Gini, the authors show that the geographic concentration of ICT activities has decreased over time, in tandem with a decline in their regional inequality; however, a new ICT development index (IDI) designed for this study reveals a significant and persistent gap in ICT development between the country’s advancing and lagging provinces. The paper also explores a range of factors contributing to “leapfrog” ICT growth in some provinces, as well as the challenges likely to be faced by the industry in the future. This study presents analyses of a unique assemblage of lithic artifacts, 57 large flakes, discovered in the Ikh Tulberiin Gol River valley of Northern Mongolia. The assemblage represents the first Paleolithic cache ever discovered in Mongolia and is an isolated find, not directly associated with a habitation or logistic activity site. Results of use-wear analysis suggest most of the flakes were unused, with only a few minimally used for processing wood. GIS analyses of the local landscape indicate that the placement of the artifacts was likely symbolic, rather than utilitarian or for storage, lying in an east-west linear viewshed of the primary mountain pass to an adjacent river basin. Based on the context of the discovery as an isolated find and technical-typological features of the artifacts, the assemblage is interpreted as a cache of tool blanks that was purposefully and symbolically positioned on the landscape relative to the primary mountain pass by Upper Paleolithic hunter-gatherers.  相似文献

Abstract

Abraham Lincoln presented a lecture in 1858–1859 on the process of “Discoveries and Invention.” In this lecture he discusses man's desire to improve his condition and the use of technology to that end. The process of discovery and invention allows man to develop that technology and alleviate his state. Education, especially literacy, allows knowledge to be passed down through time, facilitating yet further improvement. Yet, Lincoln warns that human nature can also become raw material, as seen in the institution of slavery. In light of Lincoln's more commonly known natural rights argument against slavery, this warning about human nature takes on greater significance. Coupled with an address on agriculture from 1859, Lincoln's lecture on discovery and invention attempts to illustrate the liberating power of invention and education while reminding us of the limits posed by man's natural equality.  相似文献

This paper explores the incongruous relationship between bone raw material availability and technological choice at the Early Bronze Age site of Horvat 'Illin Tahtit (HIT) in central Israel. At HIT, the worked bone assemblage is mostly comprised of minimally modified sheep and goat metapodia whose function(s) are enigmatic. Most specimens have longitudinally oriented scraping abrasions on at least one face, and of these, some have bilaterally symmetrical drilled perforations on the distal–posterior face. Furthermore, the distal epiphyseal plates of almost all worked metapodia are unfused, whereas unfused epiphyses are nearly absent from the general faunal assemblage. Worked goat metacarpals are significantly more common than sheep metacarpals or metatarsals of either species, despite the greater abundance of sheep over goat in the general faunal assemblage. This paper proposes that the desire to express specific visible attributes of the bone raw material was the key motivation in choosing unfused goat metacarpals over similar, more abundant choices. The analysis considers material properties such as bone mineral density and natural morphology and concludes that material properties between various choices were equivocal. This result suggests that social meanings attributed to specific animals and specific skeletal elements structured bone raw material procurement decisions. ABSTRACT

The central proposal of this article is that environing technologies shape and structure the way in which nature becomes environment, and as such used, perceived and understood. The argument builds on the understanding that environment is the result of human intervention. Technology is here understood broadly as a terraforming practise, materially and conceptually. We suggest that the compound environing technologies enable us to see environmental change on multiple scales and in new registers. That technologies alter the physical world is not new; our contribution focuses on the conceptual, epistemological, economic and emotional appreciation of systems and aggregates of technologies that is part and parcel of material change. The environing technologies that enable such articulation and comprehension hold potential in the future transformation that our societies need to undergo to overcome the crisis of environment and climate.  相似文献

ABSTRACT

The concept of ‘public science’ has been fruitfully used to indicate the intricate interrelatedness of science and society. In studies of knowledge and its publics, however, technology has been routinely subsumed under science and the distinctive nature of technical knowledge neglected. We are aiming in this article at conceptualizing the public nature of technologies. First, we start with surveying the literature on public science. Second, we scrutinize various conceptual approaches to better understand the social and cultural factors embedded in technologies. In so doing, we reflect upon the twentieth-century history of technologies as public things. Third, we focus on nuclear energy in Europe as an exemplary case of a large-scale technology which has been shaped as part of public culture. We suggest that the specificities of the nuclear as a publicly shaped societal entity can be understood as an example of the wider category we propose to call ‘public technologies’.  相似文献

Since the term was first coined, in the late nineteenth century, ‘social technology’ has had a mixed fate. Whereas ‘technology’ has become one of the keywords of the twentieth century, ‘social technology’ never quite seemed to settle in the vocabulary of social theory. In this article, we focus on the early history of ‘social technology’, tracing its spread from its origin in the sociology department at the University of Chicago, and describing the increasing competition from the term ‘social engineering’ starting in the 1920s. We argue that this shift in terminology is significant, because it is an index of changing ideas about the demarcation of sociology, about the application of science in the betterment of society and about the nature of technology.  相似文献

In the cultural‐political literature of post‐1945 West Germany, atomic energy often functioned as the most potent image of a “demon of technology” fraught with both enormous potential and enormous danger. These critiques of techno‐science also represented a traditional critique of “mass society,” whose erstwhile anti‐western sentiments now had to be sublimated. As the Cold War developed, discussion shifted to ambivalence about Germany's place in the struggle between superpowers, and the “demon of technology” sentiment shifted away from the conservative end of the spectrum. The controversy over the “Göttingen Eighteen” anti‐armaments manifesto of nuclear physicists is indicative of these shifts.  相似文献
