“场”“类”“度”视域下“非遗”生产性保护的基本原则

非物质文化遗产(非遗)生产性保护既能保持非遗的真实性、整体性和传承性,又能提高其适应现代社会的活力,还能较好地解决非遗保护过程中"保护"和"发展"的平衡问题。对非遗的生产性保护,在宏观上,各地区要从"场""类""度"三方面综合考虑非遗生产性保护的基本原则;同时,在具体操作过程中,还应尊重非遗的"个性",在基本原则的指引下,面对特定对象制定合理的保护和发展对策。     

Performance-based Seismic Risk Assessment of Urban Systems

ABSTRACT

Disaster risk mitigation has become a urgent global need. Similar to other natural hazards, earthquakes may cause significant damage on a large scale. In Europe and in other regions with dense urbanization, seismic events can heavily impact historical city centers due to the several structural fragilities. These centers are often part of the worldwide cultural heritage and their preservation is considered a strategic issue. Furthermore, earthquakes may have severe negative short-term economic effects on the impacted communities and adverse longer-term consequences for economic growth. For this reason, the development of an efficient approach for urban seismic risk assessment becomes essential. An original approach is proposed, based on performance concepts and multidisciplinary perspectives. The procedure is applied for validation to the city center of Concordia Sulla Secchia (Italy), damaged by the 2012 Pianura Padana Earthquake (PPE), comparing predicted damage scenarios with the actual post-seismic survey data.     

城市更新中社会网络的保存和发展

本文介绍了城市居住社区中社会网络的内涵和意义,并阐述了以往几种城市改造形式对社会网络产生的影响。进而探讨实现社会网络保存和发展的城市更新有效形式,对城市更新中社区自建和渐进式小规模更新改造等形式的经验进行了回顾。提出应运用渐进式小规模有机更新改造,并借鉴规划师与居民双向交流、共同合作的经验,实现居住社区中社会网络的发展完善。最后本文以盱眙旧城改造为例,分析了城市更新改造中社会网络保存和发展的可行性。

The Sahara has long served as a site for high-security prisons. Prisons here however rarely locked people away; rather, they set them to work. Prisoners survival in these conditions hinged on their ability to establish social ties locally, as is arguably still the case with transregional migrants today.     

The making of classical Edinburgh: A review

The proposed Scottish Environmental Protection Agency is one mechanism by which Government is seeking to put into practice the principles of sustainable development. This is an acknowledgement in part that to effect sustainable development demands innovative policies and institutional arrangements. The paper sets out the nature of the existing and administrative and regulatory arrangements for environmental protection and pollution in Scotland. The established administrative hierarchy of individual bodies, responsibilities, functions and powers provides the context within which the proposed agency will operate. The article reviews the distinctive structure and remit of the Scottish Environmental Protection Agency and considers the advantages and disadvantages of creating a centralised, independent organisation.     

To Make Live or Let Die? Rural Dispossession and the Protection of Surplus Populations

Abstract: A biopolitics of the population, when it succeeds in securing life and wellbeing, is surely worth having. It has become urgent in rural Asia, where a new round of enclosures has dispossessed large numbers of people from access to land as a way to sustain their own lives, and neoliberal policies have curtailed programs that once helped to sustain rural populations. At the same time, new jobs in manufacturing have not emerged to absorb this population. They are thus “surplus” to the needs of capital, and not plausibly described as a labour reserve. Who, then, would act to keep these people alive, and why would they act? I examine this question by contrasting a conjuncture in India, where a make live program has been assembled under the rubric of the “right to food”, and Indonesia, where the massacre of the organized left in 1965 has left dispossessed populations radically exposed.     

中国的产业结构调整与环境保护

当今世界发达国家大都在不同的历史时期依次经历了由贫困所引起的环境破坏阶段、由工业化发展所引起的环境污染阶段以及由大量生产大量消费所引起的生活垃圾泛滥等三个阶段。目前,中国正被上述三种环境问题同时困扰,面临着极其复杂的局面。本文着重分析中国工业化进程中的环境污染问题,指出造成中国大气污染的首要原因是过度分散型产业组织结构下的重工业发展。通过分析中国产业组织结构的形成过程,指出加快产业结构调整、积极引进高环境效率的技术是缓解中国环境问题的必经之路。     

改性MDI型聚氨酯文物保护材料耐光性能研究

为了提高文物保护材料PU（一种MDI型聚氨酯）的耐光老化性能,采用紫外线吸收剂UV531、UV328和UVP对其进行改性。使用傅立叶变换红外光谱、反射光谱、光老化失重等手段表征改性材料的耐光老化性能。通过对表征结果的比较,得出了UV531改性MDI型聚氨酯比未改性MDI型聚氨酯及其它二种改性材料具有更优异的耐光老化能力,其对彩绘漆器文物样品也能起到更好的保护作用。     

物联网与GIS技术在文化遗产保护中的应用思考

物联网的发展给文化遗产保护带来了新的机遇。分析了从"数字地球"到"智慧地球"的发展历程,指出物联网是实现"智慧地球"的关键。之后分析了"数字地球"的核心技术G IS技术在物联网中的作用,并结合实例阐述了基于物联网的G IS应用方法。最后对物联网在文化遗产保护中的应用前景进行了展望,给出了物联网在文博行业中应用的策略建议。
