This essay examines the transnational activities of National Socialist experts, focusing on the endeavours of the burgomaster of Stuttgart, Karl Strölin. In 1938, Strölin became president of the International Federation for Housing and Town Planning (IFHTP), one of the most distinguished international expert institutions for European and North American urban planning. The article discusses his belief that promoting an international convention on the protection of urban populations would contribute to German diplomacy in the initial period of the Second World War. Then it investigates the IFHTP president’s efforts to transform his institution into an outlet for National Socialist ideas against the background of the German advance through Europe. A final section deals with Strölin’s attempts to transform the IFHTP into a forum for evaluating urban reconstruction policies in the last year of the war. This biographical study shows how it was possible to juggle the logics and expectations of seemingly contradictory spatial and political realms during and after World War II. National socialist politics and ideology exacerbated the tensions between local, national and international affiliations, but at the same time never fully permeated the mechanisms of expert internationalism. By revealing how Strölin navigated between local ambitions, the demands of domestic foreign policy and the ethics of expert internationalism in three markedly different projects, this essay contributes to a growing body of scholarship on the cross-border activities of National Socialist professionals in (occupied) Europe.  相似文献

ABSTRACT

From the beginning of the 1950s, milking machines increasingly replaced former agricultural workers in West German stables who now preferred better-paid jobs in the industrial sector. The investment necessary for the milking machines led to new ideas about economic thinking and production-optimization, which changed the interplay among human, animal and technology. Within less than two decades, cattle farming in the Federal Republic of Germany changed from an animal-lacking, devastated economic branch of manual labour to a mechanized profit-oriented industry, which produced more than was demanded. This essay challenges the prevailing historical interpretation in which the industrialization of farming has been described as one of the last stages of capitalism’s penetration of society. Central aspects of capitalism remained unfulfilled: there was neither a free market nor individual autonomy of entrepreneurs, and wage labour literally vanished within the barns. A close-up view of the practices at the place of action reveals an arbitrary mixture of efficiency and care that made the industrialization of animal farming differ from the traditional narrative of capitalistic expansion. When animals are the resources to be utilized, capitalist economic activity reaches its limits at the point where the animals’ vital processes begin to malfunction. By bringing together human-animal studies with economic history, this article offers new insights into the role of animals as living beings in history as well as into the expansion of capitalism in an economic sector that continued to operate according to its own rules.  相似文献

Abstract

This New Zealand case study presents insights from the perspectives of Māori and non-Māori museum stakeholders. It aimed to understand which activities and responsibilities mattered to stakeholders, in order to develop more meaningful accountability for their shared heritage. Using a participatory mixed method, the research explored how museum stakeholders assess their museum’s performance. Māori and non-Māori generated, sorted and rated 'possible performance statements’. A cultural analysis, using proprietary software, produced concept maps which illustrate differently nuanced museum constructs with different relative importance for constituent elements. Pattern-matching revealed divergent priority accorded certain museum activities, but also commonalities. Both cultural groups prioritised factors not generally featured in compliance-driven approaches to accountability reporting. For Māori, greatest importance was placed on care of taonga (‘treasures’), Māori-specific practice and engagement with Māori, while collections and staff were the key assessment factors for non-Māori. Incorporating stakeholder perspectives in a museum performance framework provides opportunities to report performance on dimensions which matter to wider communities. Where shared authority is taken seriously and stakeholders are involved, accountability becomes meaningful. This collaborative approach to performance framework development offers a tool for embedding the realities of shared authority into planning and delivering the museum’s activities and responsibilities.  相似文献

ABSTRACT

In order to appreciate the social dimensions of the industrial past, any research examining how working people both laboured and lived must recognise that sites of production and distribution may share a close relationship with the household, a relationship that will influence consumption and settlement patterns. Using artefactual and documentary evidence, this paper examines the initiation and growth of the Beechwood neighbourhood, a former streetcar suburb, located in the eastern section of the City of Rochester in western New York State. Streetcar suburbs in cities throughout the United States have received attention from geographers and urban historians for some time. This paper builds on previous studies by considering how transportation infrastructure — here, a maintenance facility and railyard for repairing inter-urban and intra-urban trolley cars — influenced the demographic and material patterns in one section of the neighbourhood in the first decades of the 20th century.  相似文献

Intensive farming is an increasing part of Australian agriculture, including in the multi‐functional landscapes at the edges of Australian cities. The example of intensive “broiler” poultry production reveals the tensions that arise when sites of hyper‐productivity conflict with social change in rural areas. Planning processes for intensive farming in the Australian state of Victoria are predicated on stability and consensus: on assumed static and uncontroversial ideas of agriculture, its place, and the primacy of agricultural productivity. Yet concerns about the industrialisation of agriculture are live political issues at the local level, especially in dynamic peri‐urban locations. This paper explores the emergence of a politics of place outside the bounds of planning consensus through an analysis of planning appeals and associated media relating to planning permits for intensive poultry developments in Victoria over 2011–2016. We highlight tensions that exist in relation to technical planning assessments and categorisations used to assert farming as the orthodox use of rural land, especially when new forms of farming look and feel demonstrably different. Using Mouffe's problematising of the negation of antagonism and Rancière's notion of the risks of a false consensus democracy, we argue that planning processes for intensive farming illustrate critical issues in participatory planning. While ostensibly post‐political decision‐making narrows the politics of place and food systems to decisions about policing the boundaries and buffer distances placed around intensive poultry developments, alternative representations of rural life persist. The certainty offered by code‐based planning does not negate the ongoing (if inconvenient) politics of intensive peri‐urban agriculture.  相似文献

This commentary considers an often overlooked contribution to food security in Australia—the labour of working holiday makers. Their ability to act as a flexible and mobile temporary workforce is essential to the maintenance of the Australian agricultural industry. Previously, no tax was payable on income below $18,200, but a 2015 proposal to increase their tax rate sparked a vigorous political debate and so revealed their importance to the agricultural industry. A decline in backpacker numbers would cause agriculture to shrink to cope with smaller workforces. But the effects of climate change are expected to further shrink agricultural areas as extreme events and hotter temperatures impact crops, livestock, and the productivity of agricultural workers. Issues that appear manageable when viewed in isolation, such as increases in the tax rate on working holiday makers, become more problematic when viewed in conjunction with other impacts affecting agriculture. Thus, the ‘backpacker tax’ risks making food security harder to maintain at a time when Australia's agricultural system is already vulnerable to climate change.  相似文献

ABSTRACT

Instead of the framework of influence–acceptance commonly used in previous studies, the author uses new sources to reexamine John Dewey’s visit to China from the perspective of interactive experience. This study presents Dewey’s lectures in China as the result of interrelationships among a variety of elements – Columbia University, different hosts and audiences, the media, all levels of the Chinese government, the domestic situation in the United States, the international situation, and Dewey’s expectations and work – against the general background of China’s New Culture Movement and new educational reforms. Dewey’s speeches on democracy, science, and new education were remarkably successful in the first year of his visit to China, but began to meet with resistance from some students beginning in June 1920. Because of the Red Scare in the United States, Dewey had to stay in China. In the second year of his visit, he gave warmly welcomed lectures on the same topics in Jiangxi, Fujian, and Guangdong Provinces. With a deeper understanding of China, Dewey not only identified himself with reform plans but also began to pay more attention to China’s economic problems. His inquiry into the problems confronting China is a good example of what he advocated in his lectures: seeing democracy, science, and new education as a way of thinking and carrying out actions and making intellectual choices while moving forward.  相似文献

Abstract

Famines in the years immediately after World War II occurred during a period of global flux, as international famine response evolved from its ambitious, early twentieth century goals toward more modest, technocratic objectives during the second half of the century. For economists, social scientists and politicians immersed in the world of emergency food aid, these were uncertain, awkward years for famine relief. Herbert Hoover’s idealistic large-scale projects of famine relief that had dominated the first three decades of the century had been proven to be expensive and of limited efficacy, but Cold War loyalties had not yet taken over as the primary logic behind large-scale humanitarian assistance projects. Ultimately, when faced with famine conditions between 1944 and 1947, states and experts balanced a call to action against pragmatism that recognized famines were also politically expedient events that could weaken rural resistance to governance and simplify wartime and postwar administration. Ultimately, both science and humanitarian concerns learned to orient themselves toward economic expediency in these awkward years.  相似文献

While there are many case studies looking at gender mainstreaming in national contexts, this article offers a pan-European perspective to examine how a stated commitment to gender equality at this meta-level works in practice. The European Union's (EU) stated commitment to gender mainstreaming the Common Agricultural Policy (CAP) is critically reviewed. The article reviews theoretical literature on gender mainstreaming, considers the position of women in agriculture across Europe, and examines efforts by the EU to gender mainstream the CAP. It argues that at best, gender mainstreaming focuses on the symptoms of gender inequality in agriculture rather than the causes. Because of this, gender mainstreaming cannot be transformative in this context. Little thought has been given to the practical difficulties of actually gender mainstreaming a policy such as the CAP. The EU's priority for the CAP focuses on the mainstream business goal of a viable agricultural industry and does not pay any heed to gender inequalities in agriculture. In short, the stated commitment to gender mainstreaming is empty rhetoric.  相似文献
