Both Australia and New Zealand, in addition to engaging with the US executive branch, also protect and advance their bilateral relationship by engaging with the US Congress. Since 1987, Australia has pursued congressional outreach, or diplomatic lobbying, to protect and advance its security and trade interests. As a result, Australia has won both security and trade benefits. New Zealand's congressional outreach, on the other hand, has had a more challenging task of improving bilateral relations due, in part, to US objections to New Zealand's anti-nuclear policy. This article extends existing research on Australian and New Zealand congressional outreach, develops a framework for examining embassy-based congressional outreach and, through comparative analysis of Australian and New Zealand congressional outreach, gives greater insight into the nature and character of their efforts on Capitol Hill.  相似文献

Abstract

This New Zealand case study presents insights from the perspectives of Māori and non-Māori museum stakeholders. It aimed to understand which activities and responsibilities mattered to stakeholders, in order to develop more meaningful accountability for their shared heritage. Using a participatory mixed method, the research explored how museum stakeholders assess their museum’s performance. Māori and non-Māori generated, sorted and rated 'possible performance statements’. A cultural analysis, using proprietary software, produced concept maps which illustrate differently nuanced museum constructs with different relative importance for constituent elements. Pattern-matching revealed divergent priority accorded certain museum activities, but also commonalities. Both cultural groups prioritised factors not generally featured in compliance-driven approaches to accountability reporting. For Māori, greatest importance was placed on care of taonga (‘treasures’), Māori-specific practice and engagement with Māori, while collections and staff were the key assessment factors for non-Māori. Incorporating stakeholder perspectives in a museum performance framework provides opportunities to report performance on dimensions which matter to wider communities. Where shared authority is taken seriously and stakeholders are involved, accountability becomes meaningful. This collaborative approach to performance framework development offers a tool for embedding the realities of shared authority into planning and delivering the museum’s activities and responsibilities.  相似文献

ABSTRACT

In order to appreciate the social dimensions of the industrial past, any research examining how working people both laboured and lived must recognise that sites of production and distribution may share a close relationship with the household, a relationship that will influence consumption and settlement patterns. Using artefactual and documentary evidence, this paper examines the initiation and growth of the Beechwood neighbourhood, a former streetcar suburb, located in the eastern section of the City of Rochester in western New York State. Streetcar suburbs in cities throughout the United States have received attention from geographers and urban historians for some time. This paper builds on previous studies by considering how transportation infrastructure — here, a maintenance facility and railyard for repairing inter-urban and intra-urban trolley cars — influenced the demographic and material patterns in one section of the neighbourhood in the first decades of the 20th century.  相似文献

ABSTRACT

Instead of the framework of influence–acceptance commonly used in previous studies, the author uses new sources to reexamine John Dewey’s visit to China from the perspective of interactive experience. This study presents Dewey’s lectures in China as the result of interrelationships among a variety of elements – Columbia University, different hosts and audiences, the media, all levels of the Chinese government, the domestic situation in the United States, the international situation, and Dewey’s expectations and work – against the general background of China’s New Culture Movement and new educational reforms. Dewey’s speeches on democracy, science, and new education were remarkably successful in the first year of his visit to China, but began to meet with resistance from some students beginning in June 1920. Because of the Red Scare in the United States, Dewey had to stay in China. In the second year of his visit, he gave warmly welcomed lectures on the same topics in Jiangxi, Fujian, and Guangdong Provinces. With a deeper understanding of China, Dewey not only identified himself with reform plans but also began to pay more attention to China’s economic problems. His inquiry into the problems confronting China is a good example of what he advocated in his lectures: seeing democracy, science, and new education as a way of thinking and carrying out actions and making intellectual choices while moving forward.  相似文献

In this paper, we argue that democracy is increasingly indistinguishable from authoritarianism, in a process that is entangled with neoliberalisms. To build this argument, we examine a case study of central government intervention in regional environmental decision making in Aotearoa New Zealand through the lens of Agamben's “state of exception”. The intervention—unprecedented and unconstitutional—squeezed democratic spaces for decision making about freshwater and sought to smooth the way for capital accumulation. The audacity of government actions indicate, we argue, an abandonment of efforts to disguise neoliberal encroachments on democracy, known as the double truth tactic. Yet we also argue that in identifying this as a state of exception, we can examine it as part of a process and therefore demonstrate the possibilities for counter‐hegemonic actions to emerge.  相似文献

Kinship systems cannot be analysed as straightforward translations of the ‘facts of nature’ when those facts are limited to the production of a child by a heterosexual couple. Based upon analyses of three New Guinea societies (Gimi, Daribi, and Iatmul), I suggest that kinship systems take account – often by denying – certain ‘facts’ of human reproduction when those facts are extended beyond coitus and parturition to include both the very long period of infantile dependence upon one significant caregiver (always the mother in the societies in question and nearly universally) and the subsequent requirement for the child to be extracted from a dyadic maternal universe. Separation from mother is as critical to the survival and development of the individual as is the original prolonged and intense attachment to her. The question, then, is not whether indigenous peoples accurately understand coitus and conception – they do – but rather the ways in which they manipulate that knowledge in rules and rites of kinship in order to manage the growth and development of a child long after parturition. Rules of kinship and social relations neither ignore nor exist apart from theories of procreation as many anthropologists now claim. Rather, it is precisely because theories of procreation indicate and idealise the flow of bodily substance during coitus and pregnancy that they serve as organisational premises for social relations. The fact that kinship is a symbolic construction does not mean that it is wholly ideological nor, like a language, free to vary in ways that are arbitrary and unconnected to the ‘facts of life’ as Westerners understand them. Even when interlocutors openly deny such understanding and knowledge, especially of the male role in coitus and conception, evidence to the contrary is abundantly provided in myth, ritual, and indigenous theories of procreation. What kinship systems often do show, however, is a strategic denial of the role of the mother who, upon deeper understanding of indigenous concepts of procreation, turns out to be a ‘sterile vessel’ or without substantial contribution to her child. I illustrate this premise by extending earlier analyses of Gimi kinship and reexamining certain materials on neighbouring Daribi provided by Roy Wagner and on Iatmul peoples of the Sepik River as originally described in Naven by Gregory Bateson eighty years ago.  相似文献

This paper offers a snapshot of the 2015 El Niño drought among Min people in Papua New Guinea's West Sepik and Western Provinces. Local assessments of food, water, and health show variation between locations, but with an overall tendency for the drought's effects to spread from lower to higher elevations as the drought progresses. This zone is in the hinterland of the Ok Tedi Mine, and the drought's regional impact was intensified by Ok Tedi's abrupt closure when low water in the Fly River stopped shipments of concentrate and cut off fuel and food supplies. The decision to close the mine was accompanied by the mandatory ‘repatriation’ of workers and their families to ‘home’ communities in the drought‐stricken hinterland. This, combined with deteriorating regional links, has eroded the capacity of Min communities to weather the drought, suggesting that we must look beyond the garden when calculating El Niño's costs.  相似文献

This article examines the “Jewish Indian” theory — which claimed that American Indians were the ten lost tribes of Israel — in 1650s England and New England. The theory found support in England while failing in New England. This difference in reception can be explained by considering its ecclesiological, political, and eschatological implications. Biblical commentators in both England and New England held to a form of “Judeo‐Centric” eschatology, which looked for a sudden, miraculous conversion of the Jews and their eventual superiority to Gentile believers. Such beliefs undermined crucial elements of New England ecclesiology when applied to Native Americans. Conversely, the New England Company used the theory in its publications as a fund‐raising tool in England. These publications impacted upon debates on Jewish readmission to England in the mid‐1650s, with New England missionary models suggested as a way of evangelising Jews. This article therefore argues for the importance of understanding eschatological beliefs in local contexts, while demonstrating the way in which such beliefs can be maintained and reoriented in the face of apparent disconfirmation.  相似文献

The treatment of asylum seekers at the Manus Island Regional Processing Centre in Papua New Guinea (PNG) has attracted much international attention, but there has been little analysis of its local and transnational impact. This article investigates the repercussions for the communities on Manus Island, on domestic affairs in PNG, and on the relationship between PNG and Australia. Overall, it concludes that the costs arising from the money, manipulation and misunderstanding generated by the centre seem likely to outweigh the purported benefits, particularly for Manusians and other ordinary Papua New Guineans.  相似文献

This paper is a study of the vision held at the beginning of the 1960s by Paul Hasluck, the minister for external territories, and his department of the path to decolonisation for Melanesia. Faced by the ongoing West New Guinea crisis, Hasluck and his officials proposed to keep the western part of New Guinea out of Indonesian hands by expanding Australia’s empire, step by step, to include most of Melanesia. This greater Melanesian empire would eventually be guided to self-government. The proposal stood in a long line of ideas by Pacific-minded Australians going back for 100 years for an expanded Australian empire in the southwest Pacific. Consequently the Menzies cabinet’s rejection of Hasluck’s proposal was not just an important step towards changing its policy towards WNG; it marked the end to a century of Australian dreams and designs of a greater formal empire in the southwest Pacific.  相似文献
