文化力与综合国力关系研究

本文从系统论角度分析界定了综合国力的概念,指出文化力是综合国力的动力源,并阐明了大力发展文化力是综合国力可持续发展的关键所在。     

Logistic增长模型在游客流量预测中的应用——以贵州省绥阳县为例

旅游开发要以市场为导向,以资源为基础,以产品为核心,以效益为目标。游客流量的准确预测对旅游资源的开发具有很重要的指导作用。现在游客流量预测已经有了一个比较成熟的方法系统,但这些方法大多针对于开发得比较成熟且具有一定的游客数据积累的景区。本文以贵州绥阳县双河溶洞国家地质公园为例,尝试将种群增长的Logistic曲线与景区的环境容量相结合的方法,来预测其未来一定时段的游客流量,得到了较为满意的结果,对国内其它类似旅游景区开发具有借鉴意义。     

Asymmetrical international integration and Ukrainian national disunity

This article examines the impact of international integration on ethno-regional relations in multiethnic states. It argues that when ethno-regions in such a state have different geographic patterns of foreign ties, national unity suffers. “Asymmetrical international integration” (AII) hinders national cohesion by reducing the cultural similarity of the ethno-regions, sharpening their disputes over foreign policy, and intensifying their disparate identities. This argument is evaluated using the case of Ukraine. Analysis of a survey distributed to approximately 1000 elites in two key Ukrainian cities in 1994–95, as well as of other data, demonstrates that AII exists, is believed by Ukrainians to weaken national unity, and in fact does weaken national unity.     

Digital not diversity? Changing Aboriginal media policy at the National Film Board of Canada

Using Canada’s National Film Board (NFB) as a case study, this paper highlights a paradigm shift in media policy away from supporting diverse content in favor of new digital formats. Historically the NFB has supported Aboriginal media production as a hallmark of the institution’s founding commitment to representing Canada’s people and culture. However, in recent years the institution has shifted its focus to digital technologies and interactive productions. This research is rooted in both a quantitative and qualitative examination of NFB official reports and related press coverage. The examination demonstrates a decrease in emphasis on Aboriginal production and an increase in attention to new technologies.     

Morgawr: an experimental Bronze Age‐type sewn‐plank craft based on the Ferriby boats

This paper reports on the construction of a full‐scale Bronze Age‐type sewn‐plank boat based on the Ferriby boats. The boat, which was named Morgawr, was constructed in the National Maritime Museum Cornwall in Falmouth, England, during 2012 and the first months of 2013, as part of a larger exhibition in the museum. This paper provides the background and context of the project, describes the process of building the craft, and reflects in particular on differences between Morgawr and the ‘hypothetical reconstruction of a complete sewn‐plank boat’ published in 1990 by Ted Wright and John Coates which formed the basis for this project.     

Constructing national identity in Canada's capital, 1900–2000: Confederation Square and the National War Memorial

Ottawa's Confederation Square was initially planned to be a civic plaza to balance the nearby federal presence of Parliament Hill. A century of federal planning, with the direct involvement of Prime Minister W.L. Mackenzie King, repositioned it as a national space in the City Beautiful style. Recent renovations have improved its pedestrian amenity and restored much of the original plan by French urban designer Jacques Gréber. The square contains the National War Memorial and the National Arts Centre, yet is a weak public space due to weak edge definition, animation, and spatial enclosure. The war memorial design was selected in a 1925 international competition won by Britain's Vernon March. The Great War monument was not installed until the 1939 Royal visit, and Mackenzie King intended that the re-planning of the capital would be the World War II memorial. However, the symbolic meaning of the Great War monument gradually expanded to become the place of remembrance for all Canadian war sacrifices. The National War Memorial is more successful as a symbolic object than Confederation Square is as a public space, yet both have evolved into important elements of the Canadian capital's national identity.     

民国时期公务员(文官)考铨制度研究述评

民国时期开始实行且步履艰难的公务员(文官)考铨制度,历经北京政府、南京政府和抗日战争的动荡,成为民国时期行政管理体制近代化的重要标志.伴随着制度性建设的日益完善和具体实践上的相对混乱,这一时期公务员(文官)考铨制度在理论与实践上的得与失,为后人留下了宝贵遗产.近年来,史学界对这一问题的探讨日益重视,取得了一系列的成果.     

《钦定宪法大纲》与清末政治博弈

《钦定宪法大纲》是清末一个重要的宪法性文件,是各方政治势力博弈的结果。大纲的产生自有其合理的一面。虽然大纲带有浓厚的封建性,但诸多条文仍不乏合理性、进步性和民主性。大纲在中国宪政史上确立了根本法的地位,确立了二元制君主立宪政体,初步确立了分权模式,初步确立了权利义务观念,与西方宪政初步实现了形式上的对接。
