ABSTRACT

Since January 2003, the European Union (EU) has launched over 30 civilian and military crisis management missions under the Common Security and Defence Policy. These missions have involved the participation of both EU member states and third states. In order to help facilitate the participation of third states in these missions, the EU established the Framework Partnership Agreements on crisis management, setting out the legal framework for third-state participation. In April 2015, Australia became the seventeenth country to sign such an agreement with the EU. This agreement reflects both the common interest and values shared by Australia and the EU and the extent to which EU–Australia relations have evolved and deepened over the years. In addition, the increased engagement and socialisation of Australian military and civilian personnel with individual EU member states through their participation in such operations as the International Security Assistance Force operation in Afghanistan, led by the North Atlantic Treaty Organization, and the Combined Maritime Force have further facilitated opportunities for security cooperation at the EU level. Shared concerns and interests on counterterrorism, counter-piracy, instability and capacity-building have also opened up opportunities for increased cooperation between the EU and Australia. This article assesses the significance of the Framework Partnership Agreements on crisis management for EU–Australia relations within the area of security cooperation, and examines future prospects for cooperation.  相似文献

Increasingly, policy scholars are using the Narrative Policy Framework (NPF) to systematically study the narrative elements and strategies that policy actors and groups use to advance their agendas. The majority of these studies analyze reports, documents, and websites published by the actors and groups that are most active in the policy subsystem. Though useful, these “public consumption documents” can be difficult to find and relatively static. In this article, we suggest that the constant flow of messages and content that competing actors and groups publish on social media may provide a solution to this problem. To test this proposition, we use the NPF to analyze messages published on Twitter by competing advocacy groups in the U.S. nuclear energy policy subsystem from January 2014 to May 2014 (n = 703). We find that both groups use Twitter to disseminate messages that contain the basic elements of policy narratives. Moreover, the narratives they use include strategies that are consistent with their position in the subsystem. These findings demonstrate the utility of the NPF for research on social media and, more importantly, validate the use of Twitter data in future work on the NPF.  相似文献

The stereoscope was a popular parlour toy that provided a powerful psychological viewing experience in the heart of the domestic space. In this article, I consider the stereoscope’s position as an instrument that was experienced, and often represented, in relation to the imaginative narrative processes of memory and fantasy. By reading the stereoscope’s position within popular fiction, the article seeks to uncover the way in which the stereoscope was consumed. The article shows that for many in the mid-Victorian period, the stereoscope operated as an everyday narrative-forming experience with a strong relation to the popular periodical fiction that was read alongside it in the domestic space. The first section of this article considers the cultural and psychological position of the stereoscope within the home, reading this alongside a number of short stories published in the popular periodic press. The second section consists of an analysis of the stereoscope’s involvement with psychological dualism and self-doubling, issues which stem, in particular, from the device’s reliance on photography. These aspects of the device are explored in relation to a nineteenth-century short story which draws a problematic relation between one’s self and one’s portrait. Finally, the article draws these issues together to show the importance of imaginative narratives within the stereoscopic experience. The viewing conditions of the stereoscope encouraged viewers to engage in an anticipatory, open-ended, and imaginative fantasy narrative. It is this unique narrative character of stereoscopic viewing experiences which most prominently distinguishes the device from other visual media.  相似文献

The Polish crisis of 1980 and 1981 was one of the intermittent bouts of protest that erupted in the communist bloc during the Cold War. The Thatcher government recognised Poland as a vital crucible of the conflict and that the regime in the country was among the most vulnerable in the region. The limited measures the British offered to assist Solidarity in Poland were a result of the Thatcher government's own position as well as the underlying geopolitical reality at that time. The strategy that Britain progressively employed towards Poland during the rest of the decade, ultimately achieving its long-term objectives, was indicative of the thaw in superpower relations, the consolidation of Thatcherism at home and the march of neo-liberal ideas internationally.  相似文献

Institutional turbulence created by the UK's EU exit (Brexit) prompts a wider need to re-think whether our conceptualisations of governance in the environmental sphere sufficiently understand the dynamics of change. In this context, Boltanski and Thévenot's ‘Orders of Worth’ (OoW) framework, has particular merit. This conceptualises governance regimes as composed of compromises between plural and incommensurable orders of the public good, with innate potential for instability; especially - we would add - when the territoriality of governance is in flux. The OoW approach is applied to an analysis of waste governance debates in the UK following the 2016 EU referendum. Documentary and interview data show how present and prospective governance arrangements in the waste and resources sector are subject to rival justifications, with actors advancing different compromises between economic, industrial, civic and environmental orders, but that each is also attached to conceptions of the relevant governance scale (EU, UK, devolved nation). Our study shows the wider potential fragility of environmental reforms, arising from the secondary status of environmental concerns in compromises with dominant market, industrial and civic orders. The ‘orders of worth’ framework requires attention to the scales of political authority being mobilised in disputes, which add their own incommensurability.  相似文献

Narrative policy analysis and policy change theory rarely intersect in the literature. This research proposes an integration of these approaches through an empirical analysis of the narrative political strategies of two interest groups involved in policy debate and change over an eight‐year period in the Greater Yellowstone Area. Three research questions are explored: (i) Is it possible to reconcile these seemingly disparate approaches? (ii) Do policy narrative strategies explain how interest groups expand or contain policy issues despite divergent core policy beliefs? (3) How does this new method of analysis add to the literature? One hundred and five documents from the Greater Yellowstone Coalition and the Blue Ribbon Coalition were content analyzed for policy narrative strategies: identification of winners and losers, diffusion or concentration of costs and benefits, and use of condensation symbols, policy surrogates, and science. Five of seven hypotheses were confirmed while controlling for presidential administration and technical expertise. The results indicate that interest groups do use distinctive narrative strategies in the turbulent policy environment.  相似文献
