浅谈青海民族地区新农村文化建设

加快民族地区农村文化事业的发展,有利于增强民族地区社会经济的发展,推进农村的城市化进程。青海省是一个多民族、多宗教并存的地区,农村文化建设中也出现许多问题,必须采取一些措施,加强农村和谐文化建设。

抗战时期日本在中国台湾发行了大量的公债,并利用金融机构进行吸纳,从而制约了台湾经济的发展,掠夺台湾人民,并将台湾经济纳入日本战时经济体系之中。     

论民国时期民族经济融合中的政府力量--对广西边疆稳定基本构成要素的新认识

民国时期,桂系集团所实施的治桂方略中,“控制”和“发展”的成分共存。由于其立足点为开发经济、促进民族融合,因此为后来社会矛盾的缓解和边疆地区的稳定奠定了较好的基础。政府力量之所以能够发挥积极的作用,既取决于其职能的转变,也取决于相关社会因素的推动。     

论《联合国反腐败公约》第二十八条的预防功能

国家工作人员与亲属共同受贿,已经成为新时期腐败犯罪的稳定形式,与腐败的“高压”、“高发”有直接关系。引进《反腐败法》第二十八条,推定工作人员与亲属共同受贿犯罪的故意,有利于强化反腐败法律的预防功能,有利于强化长效反腐机制,有利于强化依法反腐机制,有利于提高诉讼效率。但不会导致我国现行刑法原则和刑事政策的变更。     

Christian colleges amid political changes: The University of Nanking’s reorganization and registration (1927-1928)

Jinling University, or the University of Nanking, was created in 1910 from the merger of three Christian missionary schools in Nanjing (Nanking). After a period of smooth development in the second decade of the twentieth century, the University of Nanking had to face huge challenges in the 1920s when nationalism and revolutionary movements gained momentum in China. After the Nanjing Incident in 1927, the university was forced to deal with all the serious challenges of running a new school. Within two years, the University of Nanking underwent comprehensive reform, which included the reorganization of the school administration, the establishment of a board of directors, the accession of the university’s first Chinese president, and the completion of a process of government-mandated registration. All this ultimately led the University of Nanking into a new era. The university reacted to the registration requirement and the internal administrative reshuffling in a process of gradual, interlocking responses. This process reflects the general nature of relations between church universities and the Chinese government during this important historical moment, though the unique characteristics of the University of Nanking’s own experience are also apparent.     

Digital not diversity? Changing Aboriginal media policy at the National Film Board of Canada

Using Canada’s National Film Board (NFB) as a case study, this paper highlights a paradigm shift in media policy away from supporting diverse content in favor of new digital formats. Historically the NFB has supported Aboriginal media production as a hallmark of the institution’s founding commitment to representing Canada’s people and culture. However, in recent years the institution has shifted its focus to digital technologies and interactive productions. This research is rooted in both a quantitative and qualitative examination of NFB official reports and related press coverage. The examination demonstrates a decrease in emphasis on Aboriginal production and an increase in attention to new technologies.     

抗战时期国民政府的侨汇管控及其成效

本文以美国斯坦福大学胡佛研究院档案馆藏蒋介石日记、台湾"国史馆"藏蒋介石档案和外交部档案、广东省档案馆藏财政厅档案、中国第二历史档案馆和重庆档案馆编四联总处史料集、民国报刊杂志等原始史料为依据,考察了国民政府管控侨汇的机构、政策、流向变迁历程及其成效。认为战时侨汇是外汇的重要组成部分,是国家金融抗战和军事国防联动布局的关键物资,国民政府对侨汇管控有其金融抗战和国防战略部署的双重需要。抗战时期国民政府的侨汇管控存在着复杂的政策调整和隶属机构的变迁,这些措施增加了海外侨汇流入祖国。四联总处、财政部、中国银行和中央银行对战时侨汇管控做出重要贡献。文中1940—1945年度中国银行经收美元和英镑外币侨汇数额的统计图,填补了战时侨汇本币和外币统计数据欠缺的空白。
