On bullshit in cultural policy practice and research: notes from the British case

In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research.

“苏钟”是清代苏州所制钟表的简称,一般认为,苏州地区钟表制造的起源甚早.水平很高。但以往对苏钟的研究推测演绎成份居多,影响了我们对苏钟乃至中国钟表史的整体认识。本文即在前人研究之基础上,从文献和实物等方面对苏钟历史进行重新考察,从而获得对苏钟历史较为客观的描述,纠正了以往研究者对苏钟认识的偏颇之处。     

Hits and misses when throwing stones at mass analysis

Mass Analysis (MA), a well-recognized method of flake debris analysis, has generated significant interest in size-grade variables for investigating prehistoric lithic technologies, criticism of such usage, and combination methods developed to address some of those criticisms. A recent critique concluded that there are significant sources of error that preclude the use of MA for investigating prehistoric assemblages. We disagree with this generalization, but recognize that uncritical application of MA by non-lithic specialists is unlikely to yield useful results. Confusion as to what constitutes MA versus other size-grade approaches is a significant consideration. We address these issues as well as replicator variability, raw material, debitage mixing, diagnostic signatures, and the necessity of multivariate analysis in demonstrating that in many cases the attacks on MA are based on faulty evidence or are misguided. We advocate the use of a multiple lines of evidence approach that incorporates aspects of MA. Continued experimentation and application to particular archaeological assemblages in a cyclical fashion is necessary to explore more fully the utility of MA.     

Bison butchery at Cooper,a Folsom site on the Southern Plains

Cooper, a Folsom arroyo-trap bison kill site in northwest Oklahoma is composed of three large-scale kill episodes. The bison bones have been examined for butchering evidence and exploring the butchering pattern. Damage categories to cortical bone are indentation, cut mark, helical fracture, and impact blow. The 99 elements damaged are from 36 carcasses across all three kills, and damage morphology indicates both lithic and bone expediency tools were used in the butchering. Animals are being butchered in an upright position on their stomachs, with transverse and abdominal muscles the focal point. Experimental butchering of a bison replicates the reconstructed sequence and underscores a gourmet butchering style for the Cooper kills.

刑事证据开示制度是世界各国现代刑事诉讼法所确立的基本刑事证据制度之一。目前,由于理论认识上的偏差、体制设计不够完善以及制度规定不够具体,致使我国在有关刑事证据开示制度的运行中存在一些问题。为了更加充分地体现诉讼价值,构建我国刑事证据开示制度已成为必然之举。     

Historical Archaeology: An Outlook from the Argentinean Pampas

This paper ponders a number of theoretical and methodological aspects concerning historical archaeology and resulting from an analysis of their development and integration with disciplines such as history, ethnohistory, and anthropology. Special attention is paid to how these are involved in the research of documentary evidence and how the different approaches have an influence on a given case. The authors' viewpoint in the matter is explained and reported on the basis of the fleldwork they conducted at an archaeological site: a midnineteenth-century fortlet located in the center of Province of Buenos Aires, Argentina.     

The Narrative Uses of Evidence

When scientific evidence is used in policy controversies, it is always embedded in narrative stories. The Narrative Policy Framework (NPF) is an empirical framework used to study the role of narratives in public policy. While the NPF has considered the relationship between evidence and narratives from different angles, it has not used a consistent approach in examining how evidence is embedded in narratives. This article develops a categorization of narrative uses of evidence. A narrative use of evidence is defined by the different roles that evidence plays in the plot of a narrative depending on which narrative element is addressed by a given piece of evidence. To distinguish different narrative uses of evidence, the article examines how competing coalitions use the Program for International Student Assessment (PISA) study in Swiss direct‐democratic campaigns on school policy. Quantitative and qualitative content analyses of newspaper articles and governmental documents show how evidence may relate to all main narrative elements and may play different roles in the plot of a narrative. The findings demonstrate significant differences in the narrative uses of PISA between coalitions related to the story types and narrative strategies that each coalition uses. Finally, the implications for future NPF research are discussed.     

The ‘Horns’ of a Medical Dilemma: Alexander the Great

Retrospective ‘diagnosis’ of clinical disorders of famous historical figures has been of medical interest. In the absense of a patient’s ‘body’, the validity of ‘physical symptoms’ and their interpretation by contemporary diagnostic criteria are questionable. When the symptoms have been gleaned from the patients’s effigy which, as in the case of Alexander the Great, is submerged in legend, the enterprise becomes inherently hazardous. In the present paper, some of the conceptual problems underlying retrospective diagnoses will be identified. Then the use of iconographic records, such as numismatics and sculpture, to provide evidence of clinical symptoms will be shown to be highly misleading.     

The little ice age in the Scottish Highlands and Islands: Documenting its human impact

This paper examines the Little Ice Age in the Scottish Highlands and Islands and uses documentary evidence to show its impact on the farm economy. It has three sections. The first examines how Highland climate may have changed during the Little Ice Age, and notes that increased storminess was probably as much a factor as lower annual mean temperatures. The second takes the most severe phase of the Little Ice Age, the Maunder Minimum, 1645–1715, and uses rests or eases of rent to show how it stressed the farm economy. The third examines evidence for the abandonment of land during the Maunder Minimum. As well as arguing that we need to see abandonment in its social as well as physical setting, it highlights the role played by the temporary abandonment of land and suggests that such abandonment along the western seaboard probably indicates the impact of increased storminess.     

The Pleistocene Peopling of the North: Paleolithic Milestones and Thresholds Horizons in Northern Eurasia: Part I: Lower Paleolithic Antecedents

Human occupation of northern Eurasia high latitudes entailed coping with severe bioclimatic circumstances and Ice Age cycle fluctuations. Resolving this “adaptability paradox” required depending on cultural, rather than biological means. Paleolithic evidence indicates culture historical developments of considerable time depth, long-term adaptive stages, and thresholds in the “peopling of the North.” It began with Lower Paleolithic populations expanding into temperate and continental Eurasia, becoming fully actualized during the Middle and Upper Paleolithic. The Middle Paleolithic formative stage constituted a human biogeographic realm overlapping significantly with the Mammoth-Steppe Biome faunal complex. Part I identifies issues, time perspectivism, culture, foraging adaptation, and human biogeography concepts. Lower Paleolithic occurrences, initial occupation episodes are surveyed and discussed.
