墨西哥移民在美国移民史上占有重要的地位,是当今美国最大的移民群体。作为一种历史现象,墨西哥人向美国较大规模的移民开始于20世纪初前后,概而观之,除20世纪30年代因大萧条而短暂中断外,墨西哥移民一直呈现出持续的高水平特征。墨西哥人移民美国的历程大致可以划分为四个阶段,与之对应的是四次移民浪潮:第一次浪潮从19世纪末20世纪初到1929年美国经济大萧条;第二次移民浪潮从1942年美墨双方签署《布拉塞洛计划55301964年该计划终结;第三次浪潮从1965年移民法颁布到20世纪80年代中期,此间大量墨西哥无证件移民流入美国;第四次浪潮从《1986年移民改革与控制法》颁布至今。墨西哥人移民美国源于一系列历史、地理、经济和社会因素,根植于美墨两国总体社会经济背景之下。  相似文献

Historians have often characterised 19th‐century Irish elections as insular, inward‐looking affairs. This article, however, offers a reconsideration of the role played by national and imperial events in Irish elections through a close analysis of the Portarlington contest of 1832. While acknowledging the importance of local concerns in the campaign, it argues that the Portarlington election cannot be understood in exclusively parochial terms. Candidates, voters, and opinion‐makers all situated the contest in national and imperial, as well as provincial, contexts, and they behaved as if larger political issues might affect the ultimate outcome of the campaign. An examination of the election suggests that the dichotomy between the local and the national, while analytically useful, can also be misleading: the Portarlington contest exhibited a complex interplay between local, national, and imperial affairs. This article concludes, consequently, that national and imperial issues were integrated into the structure of Irish politics after the Reform Act of 1832.  相似文献

This article investigates an episode in 1652 which is usually ignored and has never been explained. On 19 May 1652 the Rump Parliament, without forewarning, voted not to renew the office of lord lieutenant and thereby stripped the lord general, Oliver Cromwell of one of his highest and most significant offices. The article seeks to penetrate the wall of silence in the press and in the parliamentary records to see what lay behind this decision, which split the Commons down the middle. It seeks to relate the decision to two very different visions of the settlement to be imposed on Ireland following the rebellion of 1641 and the ‘Cromwellian conquest’ and it suggests that it is likely that the subsequent act of the Rump, which sought the execution of tens of thousands of Irish royalists, the exiling of many tens of thousands more and the herding of almost all of the rest of the catholic population into four counties in the west of England – known to history as the ‘Cromwellian settlement’– was precisely a settlement Cromwell did not want.  相似文献

Since 1999, The First Nations Land Management Act (FNLMA) has offered First Nations the opportunity to opt out of the clauses of the Indian Act that deal with land management. To date, 78 First Nations have gone through the process of writing and ratifying their own land codes to manage their own land transactions on reserve. This article assesses the FNLMA as a potential mechanism of reconciliation, noting both the ways in which the Act marks a significant symbolic and tangible shift in First Nations governance and the ways in which it entrenches existing, and fundamentally neo-colonial, structures of power.  相似文献

The Parliament Act 1911, limiting the veto power of the house of lords, constitutes a major piece of constitutional legislation in the United Kingdom. The vulnerability of the house of lords to major change was long‐standing and to be found in the actions of prime ministers over more than a century. The constitutional crisis leading to the passage of the act was triggered by the rejection of the budget by the Lords in 1909. However, the outcome of the crisis was by no means certain, either in terms of the provisions of the Parliament Bill or its passage. It was neither a product of a clash between peers and people or a principled debate as to the place of the second chamber in the nation's constitutional arrangements. It was the result of the stances taken on the issue that had dominated British politics since the 1880s: Irish home rule. This determined that the house of lords would be subject to change, not in terms of composition but in respect of its powers. In terms of the contemporary relevance of the act, attempts at further changes to the second chamber constitute neither history repeating itself nor unfinished business.  相似文献
