On 1 September 1969, Colonel Muammar Qaddafi seized power in Libya, abolishing a pro-Western monarchy and launching a revolution that combined elements of Nasserism and Islamic radicalism. American policymakers quickly came to regard the Libyan revolution as anathema after Qaddafi expropriated U.S. oil companies and forced the Pentagon to relinquish its air base outside Tripoli. Misinterpreting the new regime's increasingly radical nationalism as evidence of Soviet subversion and failing to appreciate the broad appeal of resurgent Islam, the Nixon and Ford administrations froze arms sales to Libya and provided covert support for anti-Qaddafi forces. After Jimmy Carter's bid to improve relations with Libya backfired, tensions escalated dramatically during the 1980s, when Ronald Reagan branded Qaddafi as a terrorist and a Soviet stooge and unleashed the Sixth Fleet and the CIA in an unsuccessful bid to effect regime change in Libya that was punctuated by the U.S. air raid on Tripoli in April 1986. Qaddafi's erratic behavior and his supersized ego, of course, always made dealing with him a diplomatic nightmare, but the blend of covert action and gunboat diplomacy that Nixon preferred and that Reagan perfected only made a bad situation worse. 相似文献

This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards. 相似文献

This paper explores how transnational corporations can ‘transform’ place and livelihoods within a country that has decided to insert itself forcefully within the evolving world economy. The aim is to explore some of the linkages and flows across space that characterise contemporary global capitalism. More specifically, the paper examines the relationship between transnational corporations and fruit production in Chile through examining the formation of global networks and the regulatory system within Chile. The more precise networks created between fruit transnationals and contract farming are examined before the analysis focuses on how the relationship between local development and transnational capitalism has evolved through time in the Guatulame Valley. Two distinct phases are outlined: an early growth phase and one of consolidation and land concentration. The paper ends by pointing to some key themes of transnational capitalism and local development theory in non‐core economies. 相似文献

Most studies of pious foundations in colonial Spanish America examine an elite spiritual economy that was headed primarily by noble patriarchs whose substantial endowments sponsored the ecclesiastical careers of descendants and reinforced ties between elite families and the clergy. This analysis takes a different approach and examines modest perpetual mass foundations funded by a broader array of benefactors. These perpetual mass foundations illuminate an alternative spiritual economy in eighteenth-century Santiago de Guatemala marked by the active participation of sacred images and spaces, priests and monastic communities, and single and widowed laywomen. This analysis offers a new lens onto local religion in a colonial Spanish American urban center and reveals the complex web of relationships that framed death and salvation. 相似文献

In this article, we explore the geographies of nationhood manifest in everyday life, arguing that our quotidian surroundings continually reproduce the nation as we engage with them. We show that nationhood is obvious and ubiquitous in the lives of people when they are asked to attune to it, and that even when not in the forefront of attention, it partly informs how we make sense of our daily experiences. This is not to claim that nationhood is fully formed or coherent, a separate substratum waiting to be tapped into or closely defined by an identifiable symbolic repertoire, if only we pay attention. Instead, we demonstrate that nationhood is emergent in everyday life, is reproduced continuously and intimately entangled with the sensations, routines, material environments, public encounters, everyday competencies, memories, aspirations and a range of other affective and embodied qualities that comprise how we understand and inhabit our worlds. This mundane experience involves shifting between reflexive and unreflexive states, and the method we deploy ‐ photo‐elicitation ‐ is devised to draw out these oscillations and heighten the attunement of participants to the usually unreflexively apprehended taken‐for‐granted national qualities of everyday space. AbstractThis paper offers a theoretical framework for the analysis of belonging in local communities. To do so it draws on a broad existing literature which argues that comfort is a key dimension of our attachments to place. The argument that experiences of local belonging (or otherwise) are related to a person’s sense of comfort is a persuasive one, though current conceptualisations do not always adequately reflect this contention. As a consequence, our ability as geographers to adequately theorise our relationship to local places remains limited. This paper presents an empirical examination of comfort and local belonging amongst residents of a social housing estate in the North-east of England, and explores comfort as it is expressed through acts of confidence, commitment and irony. It concludes by arguing that taking comfort more seriously might lead us to a more agentic and reflexive understanding of local belonging and attachment. 相似文献

A questionnaire survey covering 35% of all households in five villages was conducted in a local forest protection group in Orissa, India. The aim was to study dependency, involvement and attitude towards forest protection based on gender and caste. A conceptual model indicating differences between the groups was used as a base. Women experienced more problems of restrictions caused by the protection and more threats associated with the forest than did men. Voting in meetings and a wish for more plantations was of greater importance for women than for men, while men emphasised importance of co-operation with government. Direct involvement was very low among women, even though they were well informed about forest issues. Tribal groups were the main contributers of labour, while general caste had been involved for considerably longer in forest protection than other groups. The tribal groups also wanted more plantations and had a good understanding of the ecosystem. For example, they indicated the value of a growing forest. Men and general caste tended to be more outspoken in this type of questionnaire situation compared to women and scheduled castes and scheduled tribes. The general attitude towards Dhani Hill, however, was positive and could be linked to daily use and future optimism. This optimism and the involvement of all the different groups should be considered as crucial in the timing of local forest management interventions. This should be seen together with the diversified opinions and ways of expressing such opinions depending on gender and caste. 相似文献
