Why are some tramlines, as human-made common pool resources, sustained while others are not, even under a similar polycentric governance structure? Do the institutional design principles of the Institutional Analysis and Development (IAD) framework explain these different outcomes? The National Tramline Program is a national rural infrastructure development project started in 2009 by the research institute of the Department of Agriculture in the Philippines. Using originally collected survey data and employing mixed methods, we examine the determinants of the operational status of tramlines by comparing successful and failed cases. Building upon the IAD framework and polycentric governance for common pool resource management, we demonstrate that in addition to the farmers’ commitment to collective actions, the institutional characteristics of micro-institutions, namely, the democratic selection of a leader for the farmers’ associations, are key to sustaining tramlines. Furthermore, case studies of both success and failure illustrate that the active involvement of municipal local governments and the presence of coordination among related agencies at various levels are essential for maintaining tramlines as human-made common pool resources.  相似文献

Adopting protest tactics and visual performance of the far left, many neo‐Nazis in Europe, particularly in Germany, have developed a new style. Referencing their political opponents, the far‐left Autonomous Movement, they call themselves the Autonomous Nationalists. Though this new style caused intense conflicts in the beginning, Autonomous Nationalists have gained strong influence in the neo‐Nazi movement. What drives neo‐Nazis to adopt tactics such as ‘black blocs’ and certain symbols and dress of their political enemies? Based on movement's documents, semi‐structured interviews and observing demonstrations, this article uses empirical data to identify central dimensions of the Autonomous Nationalist's action repertoire and visual performance and their impact on the neo‐Nazi movement's collective identity. The analysis of external and internal effects reveals that the shift in public appearance strengthened the movement's mobilization potential, but otherwise decreased ideological internalisation and may increase the turnover of activists.  相似文献

ABSTRACT It is now commonplace for some anthropologists, and others, to say that for Aboriginal Australians in the remote regions, the landscape is ‘sentient’, however, what that means is not always clear. Are the anthropologists using this term metaphorically or do they understand Aboriginal people to be animists? The ‘new animists' have no doubt that the anthropologists are describing what they call the ‘new animism’. Much of this literature refers to the Warlpiri or their near neighbours. This article traces the development of contextualist methodology in the study of the history of political thought/political theory after WWII. It argues that the so-called ‘Cambridge School’, often regarded as the core of historicist contextualism, arose during the 1950s and 1960s in response to dilemmas that were largely internal to (the history of) political philosophy as it was practiced in Britain in an academic culture dominated by analytic philosophy. This first stage of contextualist theorizing, usually associated with Laslett, Skinner and Pocock, was highly influential, but it also contributed to the formation of a new set of problems. These were connected to the diversification and internationalization of the historicist contextualist study of political thought after the 1960s. The ‘second stage’ of contextualist theorizing was shaped by post-analytic and post-modernist impulses among others. Because of the variety of philosophical and conceptual commitments on notions central to the field such as ‘political thinking’, ‘politics’, or ‘power’, it is unlikely that the present historicist contextualist approaches would come to share a unified methodology or theory of historical interpretation.  相似文献

In this paper, I discuss the ways I have fallen short as a participatory geographer and activist both in my teaching and research practices. I use three critical moments in the development of our PAR collective in Colombia to push debates in geography on participatory research and pedagogy further through reflection on my struggles in the streets and in the university. Additionally, I connect these experiences and previous discussions in participatory geographies with Orlando Fals Borda's discussion of sentipensar (a concept that engages feeling and thinking simultaneously). I draw attention to the Latin American origins of PAR philosophy by placing Fals Borda into dialogue with the protagonists of our social movement in Colombia including human rights activists, homeless drug users and sex workers. In a general sense, this paper is an examination of the challenges I have faced in the contact zones of PAR inside and outside the classroom.  相似文献

This paper reviews a tourist planning experience developed for the Couto Mixto in 2007–2008. The Couto Mixto is a small territory of three hamlets situated in Galicia (Spain) and bordering Portugal that, until the end of the 19th century, used to be a virtually independent state of 25 km2. This tourism planning process is compared and contrasted with the well‐described Action Research (AR) approach. The paper begins by providing the conceptual foundations of tourism planning which were used as a framework for the research. Then, the tourism planning experience is introduced in detail, focussing on the results of the interviews conducted to identify the tourism resources of the area. Therefore, 23 resources were inventoried and further audited to determine their various degrees of potential for the purposes of tourism planning. Previous AR experiences and the tourism planning initiative developed for the Couto Mixto share a common objective to facilitate change in communities in trouble. However, the case‐study tourism planning experience was not fully compliant with genuine AR in several respects. We conclude by recommending AR as a worthy approach for tourism planning as a way to effectively put the local community in focus.  相似文献

Debates on the total or partial privatization of water usually follow the rationale that efficient and rational management is best left to the private sphere. In this paper and using a historical example, we attempt to assess critically this assumption arguing that efficiency and rationality in resource management are and have been an asset of collective management as well. We present the case of the Barcelona Water Company, run by its workers during the Spanish Civil War, to illustrate how in certain cases, gains in economic efficiency and rational management that had been impossible to accomplish under standard private management, were achieved by collective action. Workers management during this period not only improved efficiency and rationality but to a large extent did so also procuring equity and fairness in the provision of water to the citizens of Barcelona despite the harsh conditions brought about by the war.  相似文献

This study discusses the benefits and challenges of an undergraduate module on participatory geographies, involving students in co-producing research with community partners. The module challenges the knowledge production model predominant in Geography curricula. We argue that it develops students' skills and understanding through engaging them intellectually, socially and emotionally outside the university. As a student, two community partners and a professor, we offer our perspectives on the opportunities and conflicts that arose. We do not gloss over tensions in achieving the module's diverse aims, but suggest that these are productive for teaching, learning, research and the needs of community organizations.  相似文献

Participatory action research (PAR) carries the promise that academics can make a difference, an appealing prospect for many postgraduate students. This paper is written by an early career researcher who ‘survived’ a PAR PhD. Despite acknowledging the unique challenges faced by students attempting PAR, it argues that these have been overstated in much of the literature. This paper offers a detailed personal insight into the ways in which PAR and PhDs do (and do not) mix, and argues that successful PAR PhDs can be undertaken, contra the prevailing despondent rhetoric. It concludes with suggestions for ‘energizing’ PAR in graduate geographical education.  相似文献
