This article excavates one of the stranger episodes that took place in the transnational microcosm of the German expatriate world in Ankara and Istanbul during the Second World War. ‘Professor’ Herbert Melzig's story, the ‘Melzig affair’, illustrates how this microcosm, with its very different constituent members - Jewish and non-Jewish refugees from Nazism, German pro-Nazi expatriates, and an extensive embassy and Nazi Party network - acted as a conduit in German–Turkish relations, albeit one that produced unexpected results. This ‘Melzig affair’ sheds new light on the German presence in Second World War Turkey as well as the so-called German ‘exile on the Bosporus’ as it has been (re-)constructed and used in recent years; it also contributes to our understanding of Turkish foreign policy during the Second World War, especially regarding Turkey's reluctance to join the war on Hitler's side. At the end of the Melzig affair stood the ‘leaking’ of an internal Ministry of Propaganda memorandum. It prepared the ground for further leaks of this nature and was one of the turning points of public opinion in Turkey against the Third Reich.  相似文献

This article explores the fascinating interactions and experiences of James Bond creator, Ian Fleming, with the real world of intelligence. It has long been known that Fleming worked in Naval Intelligence during the Second World War. However, accounts of his time there tend to portray him as a lowly and slightly eccentric administrator. Drawing on newly discovered archival materials, plus memoirs and histories, it is argued here that Fleming was a respected and influential figure in the great game of espionage for some three decades. During the war, he was a central cog in the machinery of naval intelligence, planning operations, working with partners in American intelligence and liaising with secret Whitehall departments, including the Government Code and Cypher School at Bletchley Park. Before and after the war, he was involved in a range of intelligence networks, often using journalistic cover to hide his clandestine connections. Throughout his life, his social circle was a ‘who’s who’ of spies and saboteurs, including CIA Director Allen Dulles. In short, he straddled the state-private divide. Taken together, these dealings with real intelligence paved the way for and gave veracity to his fiction, which continues to shape public perceptions of intelligence to this day.  相似文献

Britain's post-war interventions in former colonial territories remain a controversial area of contemporary history. In the case of India, recent releases of official records in the United Kingdom and South Asia have revealed details of British government anti-communist propaganda activity in the subcontinent during the Cold War period. This article focuses attention on covert or unattributable propaganda conducted in India by the Foreign Office's Information Research Department (IRD). It specifically examines the 1960s: a time between the outbreak of the Sino-Indian border war in 1962, and the Indian general election of 1967, when IRD operations peaked. The Indian government welcomed British support in an information war waged against Communist China, but cooperation between London and New Delhi quickly waned. Britain's propaganda initiative in India lacked strategic coherence, and cut across the grain of local resistance to anti-Soviet material. The British Government found itself running two separate propaganda campaigns in the subcontinent: one focused on Communist China, and declared to the Indian government; and a second, secret programme, targeting the Soviets. In this context, Whitehall found it difficult to implement an integrated and effective anti-communist propaganda offensive in India.  相似文献

Japanese–French negotiation for their 1907 entente revealed contrasting approaches to the application of the Open Door principle in China, particularly to the Fukien province after the Japanese victory in the Russo-Japanese War. Having learned about France's wish to receive Japanese guarantee for the safety of its colony in Indo-China, Japan strove to define Fukien as its additional sphere of influence once it had secured much needed loans in the Paris financial market. France tried to resist Japan's request to define Fukien as its sphere by adopting a secret note, and attempted to restrain Japan's future expansion into China by enmeshing Japan in the web of political and financial ententes with itself and Britain supporting Open Door. This approach of France was a continuation of French policy toward East Asia since the Boxer Uprising, securing its economic interests by supporting Open Door rather than pursuing territorial competition with other great powers in China. In contrast, the Japanese government strenuously attempted to weaken the general application of Open Door doctrine in China, and could define Fukien as Japan's additional sphere by securing a secret explanatory note for such a purpose.  相似文献

Few men arguably shaped the trajectory of American foreign policy in the twentieth century as durably and profoundly as Henry L. Stimson. After all, Stimson was not only directly involved in many consequential decisions dealing with highly important matters of war and peace, but was also a major influence in the United States’ more proactive involvement in extra-territorial affairs. For Stimson, it was simply wishful thinking to presume that the United States could forever disengage itself from far-reaching occurrences in other parts of the globe. Accordingly, he thought it just as critical to anticipate international problems as it was to successfully resolve them afterwards, with the result that he became an ardent and early proponent of a much more sophisticated global strategy after the Second World War. In that context, however, most historians have primarily focused on Stimson's role in the development and use of the atomic bomb against Imperial Japan, though arguably less on his more sweeping grand strategic designs. Consequently, the present article will attempt to offer a more comprehensive analysis of Stimson's grand strategic designs, particularly as they related to his vision and reflections on the necessary ingredients of a more peaceful, stable and secure interstate system.  相似文献

Historians’ continuing interest in the origins of the Spanish Civil War has recently extended to the colonial policies of the Spanish Second Republic in Morocco, a relatively unexplored issue in previous decades, which has informed new approaches to the military uprising of July 1936. Foreign sources and archives, however, have been generally overlooked in this context. This article claims that British and French delegates in Morocco made critical observations about republican reforms in Spanish Morocco, which have much to add to this debate. They raised questions regarding the continuity of republican policies in Morocco and the anti-republican attitudes within the Army of Africa. They also challenged conventional knowledge concerning the difficulties encountered by alternative colonial projects in Morocco. In the end, their reports not only questioned metropolitan options but also anticipated the attitudes of the British and French governments, vis-à-vis the military rebellion.  相似文献

Throughout the 1960s, Spanish students staged a strong opposition against the dictatorship of General Franco. Also during this decade, the U.S. Foreign Service in Spain began to pay great attention to these students for two key reasons. On the one hand, student protests posed a threat to US defensive interests in a country with a high strategic value during the Cold War in southern Europe. However, on the other hand, campus agitation could lead to positive effects for the United States if students’ expectations of social change were channeled toward national development in a context of order and political stability. So, how could student activism and idealism be directed toward a controlled modernization of Spain? This article attempts to answer this question by studying American programs aimed at disseminating the principles of modernization theory in Spanish universities as an instrument to (1) influence students’ political and intellectual socialization and to immunize them against radical ideologies and (2) channel students’ aspirations towards constructive and responsible reform of their country's socioeconomic structures.  相似文献

This article explores the linguistic experiences of transnational soldiers, using the Spanish Civil War as a case study. It argues that communication difficulties provoked by linguistic diversity within the Republican war effort and particularly within the International Brigades, caused the high command to move from a utopian, internationalist policy to a more pragmatic approach. The article evaluates the role played by language intermediaries in this evolving policy and in the wider Republican war effort. Finally, it argues that soldiers grassroots experiences of language contact forged new linguistic forms which underlined a strong sense of shared purpose and identity.  相似文献

One of the most important dilemmas facing the British authorities when they occupied their zone of Germany at the end of the Second World War was what to do with German science. The contributions made by scientists and engineers to the Nazi war machine, in fields such as rocketry and submarines, meant that German science was both revered and feared, and was therefore closely linked to concerns about a post-war military resurgence in Germany. This article aims to chart the changing approaches which the British occupation officials adopted towards German science in this period. While the initial intention was to prevent Germany from ever waging war again, through demilitarisation, denazification and dismantling, the focus changed as British enmity shifted from a former adversary, Germany, to a former ally, the Soviet Union. Policy reflected this shift as technology transfer and the reconstruction of domestic German science won greater favour. This article aims to show that, in the face of growing hostility from the USSR and in the deeply suspicious climate of the early Cold War, Britain was forced to abandon its moral mission towards German science and adopt a far more pragmatic strategy instead.  相似文献

Abstract

This article discusses the issue of the Ming army's maritime shipping of supplies during the second stage of the East Asian War of 1597–8. Despite the lack of historical sources and difficulty in finding accurate numbers, Zhang Yangmeng's 張養蒙 memorials include records of maritime transport decisions, implementation, effectiveness, and limitations and are of great help to filling in the blank areas of research in Ming army logistics.  相似文献
