The melting of summer sea ice in the Canadian Arctic allows for better accessibility and therefore increased development of marine tourism. This paper highlights a significant increase in cruise ships and pleasure craft in the Canadian Arctic Archipelago since the 1990s, especially in the strategic areas of the Lancaster Sound and southeast of Baffin Island. Based on spatial analysis, cruise ships and pleasure craft were mostly sailing inside the primary corridors and outside the secondary corridors; this is particularly obvious for the fourth secondary corridor of the western Arctic. Moreover, marine tourism activity related to cruise ships or pleasure craft occurred within a distance of 15 nautical miles and beyond the outer limit of a corridor, whether primary or secondary. The Northern Marine Transportation Corridors Initiative is an important tool to manage marine traffic in the Canadian Arctic and we need to continue to encourage its development through a multipartite approach and taking traditional Inuit knowledge into account.  相似文献

From map to territory: Scope and uses of mapping tools within the Pekuakamiulnuatsh First Nation Interview with Michel Nepton, member of the Pekuakamiulnuatsh First Nation and land use and planning advisor While the mapping of Indigenous territories has long been at the heart of land-grabbing strategies orchestrated by the colonial powers, these tools are now largely mobilized by Indigenous communities through the processes of claiming, negotiation, and affirmation. The specific context of land claiming in Canada has also contributed in a significant way to the increasing use of these tools by communities seeking to demonstrate their historical occupation of land. In any case, the translation of Indigenous knowledge into exogenous geographical language remains subject to criticism and caution, particularly by the tenants of critical mapping. In order to shed new light on these issues, the following interview was conducted with the land use and planning advisor Michel Nepton, working in the Pekuakamiulnuatsh Takuhikan Land rights and protection board (Council of the Pekuakamiulnuatsh First Nation, Mashteuiatsh). Bringing forward his experience and use of mapping tools within his professional practice, his thoughts reveal the role and scope they have in the specific context of his community.  相似文献

In place of a ‘tolerant no more’ narrative, this article proposes a different conception of nationalism's re‐articulation in the Dutch context. The salience of nationhood in public and political life, particularly concerning issues of immigration, religion and diversity, is not reconstructed as a backlash against a purported multiculturalism. Instead, attention is given to a re‐articulation of the very notion of nationhood. A long‐term historical move away from characterology is assessed and applied in understanding the emergence of a national‐identity discourse. This discourse not merely embellishes talk of Dutchness with new terms, but indicates – so the articles aim to demonstrate – a different conception of nationhood all together. Apart from what the nation is – about which very little disagreement took place – discussions formed about how Dutchness was imagined and to what extent people themselves were able to form a national image. The emergence of national‐identity discourse is empirically reconstructed. Not only is it made clear how a logic of popularity begins to be reiterated across a variety of positionings, but public debate and dissensus acquire a new significance and performativity in the process.  相似文献

In many ways, the 1707 Act of Union encouraged various practices of literary nation-building and the search for authentic ’British’ voices. In their desire to assert the politeness of this newly constituted British identity, writers such as Joseph Addison, Thomas Blackwell and James Macpherson shared a preoccupation with a quality which Addison termed ‘majestick Simplicity’. The implicit codification of polite manners and taste in the Spectator might at first appear to contradict this literary fascination with the search for exemplars of native British simplicity. This article explores the continuity of these concerns in the writings of Addison, Blackwell and Macpherson, suggesting some of the ways that authenticity and politeness exerted conflicting demands on the eighteenth-century literary culture of Britishness.  相似文献

Abstract: While in Paris as minister to the French court, Benjamin Franklin arranged for the production of a French version of his famous chart of the Gulf Stream, which had been based on a sketch by Timothy Folger and first printed in London c. February, 1769. This paper recounts Franklin's collaboration with the Parisian cartographer Georges‐Louis Le Rouge from their first meeting in 1780, and pieces together the history of the Le Rouge chart. Two open questions have been when the chart was engraved, and whether its purpose was primarily military, commercial or scientific. Evidence suggests that it was produced for French merchant and packet captains in the months following the end of the American War of Independence.  相似文献

This review essay attempts to understand the book under review against the background of Jameson's previous writings. Failing to do so would invite misunderstanding since there are few contemporary theorists whose writing forms so much of a unity. Jameson's book can be divided into three parts. The first and most important part deals with dialectics, the second with politics, and the third with philosophy of history. In the first part Jameson argues that dialectics best captures our relationship to the sociocultural and historical world we are living in. The second part makes clear that Jameson is not prepared to water down his own Marxist politics in order to spare the liberal sensibilities of his political opponents. In the third part Jameson develops his own philosophy of history, mainly in a dialogue with Ricoeur. Dialectics is his main weapon in his discussion with Ricoeur, and it becomes clear that the Spinozism of dialectics allows for a better understanding of history and of historical writing than does Ricoeur's phenomenological approach. The book is an impressive testimony to the powers of dialectical thought and to its indispensability for a proper grasp of historical writing.  相似文献

Next to agriculture, road development is one of the most significant sources of stress to wetlands in Prairie Canada. However, there currently exists limited guidance for incorporating direct, indirect, and induced effects to wetlands in impact assessment and mitigation planning for small and often routine developments, including access roads or highway improvement initiatives. Based on the Louis Riel Trail, Highway 11 North twinning project in Saskatchewan, Canada, this article demonstrates a methodological approach and decision support framework for assessing and managing direct, indirect, and induced effects to wetlands from linear developments. No regulatory‐based environmental assessment was required for the highway project; effects were deemed to be insignificant under current wetland mitigation practices. However, our results show that 1115 ha of potentially affected wetlands are located within a 500 m impact zone on either side of the proposed highway. More than 50 percent of these wetlands are seasonal, less than 1 ha in size, and typically not included in mitigation planning. An expert‐based multi‐criteria evaluation of impact and mitigation options for wetlands in the study area indicated “no net loss” as a planning priority, and a preference for a spatially ambitious mitigation plan focused on direct, indirect, and potentially induced impacts. In practice, however, mitigation is often restrictive, focused on mitigating only direct impacts within the project's right‐of‐way, in this case less than 50 ha of wetlands, resulting in the potential for significant net loss of wetland habitat and function. If the risk to wetlands is to be given due consideration in project planning and development for roads and road improvement initiatives, then structured assessment methods and decision support frameworks should be sensitive to the time and resource constraints of small projects and screening‐type assessments. This requires also that wetland mitigation policies are developed and implementation plans formulated as part of project planning and assessment initiatives for linear developments.  相似文献

Maupassant excelled as a realist writer of the nineteenth century, with fantastical short stories being an outstanding example of his literary genius. We have analysed four of his fantastical stories from a neurological point of view. In “Le Horla,” his masterpiece, we have found nightmares, sleep paralysis, a hemianopic pattern of loss and recovery of vision, and palinopsia. In “Qui sait” and in “La main” there is also an illusory movement of the objects in the visual field, although in a dreamlike complex pattern. In “Lui,” autoscopy and hypnagogic hallucinations emerge as fantastical key elements.

The writer suffered from severe migraine and neurosyphilis involving the optic nerve, which led to his death by general paralysis of the insane (GPI). Visual loss and visual hallucinations affected the author in his last years, before a delirant state confined him to a nursing home. Our original hypothesis, which stated that he could have translated his sensorial experiences coming from this source to his works, had to be revised by analyzing some of his earliest works, notably “Le Docteur Héraclius Gloss” and “La main d’écorché” (1875). We found hallucinatory symptoms, adopting the form of autoscopy and other elaborated visual misperceptions, in stories written at age 25, when Maupassant was allegedly healthy. Therefore, we hypothesize that they may be related to his hypersensitive disposition, assuming that no pathology is necessary to experience such vivid experiences. In addition, Maupassant's abuse of drugs, as illustrated in “Rêves,” could have provided an additional element to outline his painstaking visual depictions. All these factors, in addition to his up-to-date neurological knowledge and attendance at Charcot's lectures at “La Salpêtrière,” armed the author for repetitive and enriched hallucinatory experiences, which were transferred relentlessly into his works from the beginning of his career.  相似文献
