The paper contributes to notions of ‘hybrid’ historical geographies of irrigation by focusing on contested visions for irrigation in the Lower Rio Grande Valley of Texas. Adding to geographical work using biography, notions of performance, and racialized landscapes, the paper analyzes debates between John Shary and Charles Pease. Shary and Pease were protagonists, respectively, of pumping water from the Rio Grande and a gravity scheme reliant on action by the U.S. Bureau of Reclamation. The pumping system survived; the gravity system was never constructed. However, the debate between Shary and Pease illustrates tensions within the Anglo elite. The analysis focuses on three early-twentieth-century moments. The first is a 1918 crisis in Shary’s irrigation company, followed by a 1927 debate between Shary and Pease over the flaws of the pumping system and benefits of gravity irrigation. Finally, the paper focuses on Shary and Pease’s constructions of racialized landscapes that subordinated Hispanics as voters to be utilized for Shary’s accumulation strategy, or as ‘non-water users’ that should be excluded from water politics. The paper argues that Shary and Pease projected similarly exclusionary social visions onto the irrigated landscape in spite of their differences on irrigation systems.  相似文献

Abstract

The Agricultural and Rural Development Authority (ARDA), formerly known as the Tribal Trust Land Development Corporation (TILCOR), is a state agency which manages all the settler or outgrower schemes adjacent to its estates. In Sanyati, the colonial government endeavoured to secure the plotholders on the Gowe Irrigation Scheme but after independence emphasis was on making Gowe a ‘self-provisioning’ asset. With reference to Gowe-Sanyati, this paper explores development and differentiation processes in an attempt to discern elements of continuity or change in ARDA-Sanyati irrigation. The reactions of the Gowe irrigators to state policies that proscribed accumulation are a manifestation of the tension which was informed by Rhodesian-era evictions and resettlements. In pursuance of accumulation the plotholding households in Gowe were reluctant to perpetually serve as a labour repository of the main irrigation estate.

Government interventionist policies in the Sanyati schemes are examined. The paper argues that the availability of technical, financial and other resources after independence contributed to the cotton boom and an intensified commercialisation drive which gave rise to greater forms of differentiation compared with the colonial period. In addition, the paper analyses the tenuous or fragile relationships between the plotholders and the estate. The major bone of contention was the inadequacy of the plots allocated to the farmers and the highly detested lease agreement which hindered accumulation. Inconsistencies with people's aspirations after independence led to a ‘crisis of expectations’ among those who believed independence would bring more land and no charge (land rent) for utilising the land. Although various charges impoverished the growers, the paper argues that poverty did not preclude differentiation as distinct categories of resource-rich and resource-poor plotholders emerged in the post-independence era.  相似文献

The absolute chronology of the agricultural soil from organic matter has always been difficult to measure due to several reasons. In our work on the Prehispanic agriculture in the Calchaqui Valley – Argentina, however, an absolute chronology is necessary to distinguish the Inca prevalence of the previous agricultural structure. Instead of looking for a new dating methodology, we have used the 14C method trying to eliminate the error sources typical of soils. Thus, we have dated new types of agricultural structures, with the assumption that they would have worked as archaeological “seals”. In the present paper we show that the dating of the beginning of the use of the Prehispanic agricultural systems has been successful.  相似文献

Water management and population issues have always been particularly important in Spain, a country historically characterized by severe environmental constraints on agricultural growth and intense rural depopulation. This paper evaluates whether irrigation projects in Spain over the course of the twentieth century have achieved one of their main objectives, which was to reduce rural population decline. This paper makes two contributions. First, we compare the evolution of population in two of the earliest and most ambitious irrigation projects in Spain, the Riegos del Alto Aragón (Upper Aragon Irrigation System) and the Canal de Aragón y Cataluña (Aragon and Catalonia Canal System), both located in the Ebro basin. Second, the time period of the study spans an entire century. This long-term approach is crucial if we accept that irrigation requires time to consolidate its effects and, therefore, its impact on population may be long delayed. We show that the evolution of population in each of the two projects has been substantially different. We also analyze the factors that have caused or prevented population growth. We argue that financial, economic and environmental limitations have been significant, but also that political and geographical factors have played a major role.  相似文献

On the 19th and 20th September 1981 heavy rain fell throughout Scotland. Almost 140mm was recorded for the 24 hours up to 9.00 am on the 20th at Dundonnell in Wester Ross, an event with a recurrence interval of approximately 120 years. The storm generated a peak discharge of c.60m3 s‐1 on the Ardessie Burn which drains a 13.3km2 catchment on the northwestern slopes of An Teallach. The resulting flood caused severe localised bank erosion and partially destroyed a fish farm. The total volume of measured flood deposits exceeded 1800 tonnes, approximately equal to 14 years normal average annual non‐dissolved sediment output. The identification of specific sediment source areas and deposition sites allows an assessment of geomorphic work in terms of direct landscape adjustment in response to extreme rainfall. The flood stresses the importance of rare events in the landscape evolution of upland environments and the influence of antecedent catchment conditions.  相似文献

This paper examines the hydraulic properties (i.e. velocity and discharge) of the main late prehistoric canals of the Moche Valley. Velocities, estimated from excavated canal sections using the Manning flow equation, are compared to tables of maximum permissible velocities and reveal that canals were constructed to transport water efficiently, but that on gradients steeper than 1:100 the Chimu and Inca engineers were unable to transport large discharges without severe erosional problems. Discharge estimates are compared with modern field requirements, using a known ethnographic watering cycle. This demonstrates that in almost every instance the channel size was of the same order of magnitude as that predicted from the requirements. The construction of the Inter-valley canal to bring water to the state lands in Moche was a technological disaster.  相似文献
