The community energy sector is widely understood to be a pluralistic sector, encompassing a broad range of aims, motivations, and practices. This heterogeneity is, however, still not very well understood. Dominant analytical frameworks in the study of energy geographies offer little in the way of exploring the diversity of motivations, visions, and social relations that are present within the community energy sector, nor their causes or consequences. Drawing on the notion of ‘critical pluralism’, this paper aims to highlight the diverse range of sociotechnical configurations that make up this sector in Scotland, and begins to discuss some potential causes and consequences. To do so, it presents a novel community energy typology, based on an analysis of technical and social dimensions of 367 projects in Scotland. This shows that whilst the Scottish community energy sector contains a broad range of motivations, technologies, and social practices, the sector has become dominated by groups for whom energy generation is a means to achieve local socio-economic development. The paper discusses the community-level and policy drivers that may have contributed to this. It also discusses how we can begin to understand a diverse sector’s ability to affect the wider structures in which it operates.  相似文献

This paper is a comparative cultural history of Zionism and Irish nationalism, focusing on themes of race, gender and identity. It seeks to highlight the strong similarities of both nationalist projects: to show how Zionists and Irish nationalists were both heavily invested in state-building projects that would disprove European racist stereotypes about their respective nations and yet, paradoxically, were also part of the general history of European nationalism. Both Zionism and Irish nationalism sought to create idealised images of the past and claimed to be rebuilding a glorious ancient society in the future as a means of escaping a degraded present. Both movements saw language revival as a key means of carrying out this ‘return to history’. And both emphasised martyrdom as a way to build up prideful ideals of devotion to the nation and used sport, militaries and agriculture as forms of nationalist social engineering. Despite their claims to the contrary, neither national movement was truly unique.  相似文献

This paper examines how the villagers of Pams?m village in Seoul acted as agents in configuring their own cultural identity which explores issues concerning Korea’s Intangible Cultural Heritage (ICH) designation system. It delves in detail how villagers practice their ritual of Pams?m Pugundang kut ? amidst the complex process of continuity and change as a way of sustaining and promoting collective village identity. By examining the implications of this cultural practices in contemporary society, this paper ultimately raises the question of who constitutes the true legatee of traditional culture of Pams?m village. The cultural practice of the Pams?m Pugundang kut carried out by the villagers of Pams?m can be interpreted not merely as a critique of the dynamics of political and cultural heritage, but the reconstruction of villager’s identity through the creation and continuation of their long village history. This study provides a useful case in examining a village community which describes in detail how the subject of this study constructs their cultural identity and faces the complex issues concerning Korea’s ICH designation system.  相似文献

Aboriginal Community Controlled Health Services (ACCHSs) have a strong track record of delivering comprehensive primary health care in Australia, but the sector also suffers from governance challenges. This article argues that a combination of settler-state dominance of governance arrangements and inadequate conceptualisation of governance in the sector have led to the risk of ‘controlled communities’ – either quasi-government control of organisations or the control of individual ACCHSs by a small cohort of members. In response, we deploy a political rather than technical approach to governance to consider the contested and intercultural nature of ACCHSs governance alongside recent governance initiatives in Southeast Queensland that signal the value of disaggregating and delineating different forms of governance in the sector. Key conceptual steps and a matrix for recalibrating intercultural governance are presented to support further research, to clarify lines of jurisdiction, and inform governance reform in and around ACCHSs.  相似文献

This article analyses the treatment and rehabilitation of disabled Irish Great War veterans who lived in the Irish Free State. To do so, it utilises the records of the Ministry of Pensions, the British governmental department, that was charged with assisting these men. This research argues that the Irish Free State was a particularly challenging society for disabled ex-servicemen to reside. Yet, whilst the social and governmental reception on offer to disabled Great War veterans was less favourable in the Free State than their similarly afflicted former comrades in Britain, they were better able to benefit from substantial assistance from the Ministry of Pensions. The department lived up to its billing as an “imperial obligation” in the newly formed state.  相似文献

This article explores the Irish migrant experience in Birmingham during and in the wake of terrorist campaigns carried out in Britain between 1969 and 1975 and attributed to the Irish Republican Army (IRA). Beginning with a discussion of the competencies with which Irishness was associated at the close of the 1960s in England, many of which were hinged on a notion of the Irish predisposition towards violence, the article continues on to take the political, cultural and religious “temperature” of the Irish community in Birmingham between 1969 and 1975, and follows on with a discussion of the specific strategies sought out by Irish immigrants to come to terms with the effect of events such as the “Birmingham Bombings” on their daily lives. Principle findings that emerge from the study indicate that IRA terrorism forced the Irish in Birmingham to engage with and adopt a number of distinct linguistic and cultural strategies in the post-1974 period, the cultivation of which indefinitely altered their relationship with Ireland as “home”, their visibility in the public British sphere and their associational patterns and practices within the migrant enclave.  相似文献

Contemporary political systems are experiencing a democratic disconnect between formal institutions of representative government, and the more informal spaces of political participation. Rather than offer an institutional remedy, this article turns to practice and considers how citizens themselves are seeking to transform dysfunctional democratic practices. The article provides an in-depth analysis of democratic events that have unfolded between 2012 and 2017 in the Australian federal electorate of Indi. The analysis explores the intertwined participatory efforts of the citizens’ group, Voices4Indi, and the local Independent federal member, MP Cathy McGowan. The Indi experience demonstrates that while citizens may be frustrated with ‘politics as usual’, they are not rejecting the system but rather instigating creative democratic reforms.  相似文献

This paper explores how critique might be better harnessed for productive efforts in development scholarship, using academic practice in the classroom and beyond to foster new possibilities. The Himalayas are among the world's youngest mountain ranges. In addition to the geologic processes of mountain building and erosion, they are also highly vulnerable to human influenced change, occurring at local, national, regional, and international scales. A photo-elicitation methodology is employed to show how residents perceive those changes from historical perspectives, as well as their current conditions and impacts on their daily lives. Nepal's Khumbu region has undergone major social and environmental transformations since the 1960s when international trekking first began to influence the area's economy. The current perceptions of Khumbu residents of these changes are assessed through photo-elicitation interviews. Their responses are placed in the historical context of: (1) institutional and political changes, most of which have been driven by national government policies; (2) social and economic changes, for which the tourism economy has been central; and (3) environmental changes, reflecting the impacts of resource management and climate change. The mostly positive perceptions of Khumbu residents toward how their region has changed reflects general improvements in the physical and cultural landscapes of the Khumbu over time, as well as its continuing geographic isolation, which has helped to slow the rate of globalization, while also keeping the region a dynamic and popular tourist destination.  相似文献

The development of tourism can have a considerable sociocultural impact on ethnic communities, but few studies have attempted to separate the unique impact of ethnic tourism from the overall impact of modernization and describe its mechanism clearly. This paper describes a quasi-natural experiment performed in three typical Dai villages in different stages of tourism development. A crosswise and longitudinal comparative study was performed on Dai village culture. The study indicates the following: (1) spiritual culture has been transmitted relatively unchanged across generations in three Dai villages, but material culture has undergone various degrees of change. (2) The changes in material culture and some parts of institutional culture have been caused primarily by the pressure of overall social modernization. (3) Currently, the overall thrust of modernization in mainstream Chinese society has driven some ethnic cultural practices out of use, while the endogenous driving force of tourism development in ethnic communities has pulled them back into use. (4) Under the influence of modernization, the issue of whether ethnic tourism communities can be developed in a sustainable way depends on both bottom-up and top-down factors: the leading role played by community elites internally, developing useful parts of ethnic culture and discarding useless parts during repeated games in the tourism field, and government policy and guidance facilitating planning.  相似文献
