The politics of the public and private spheres: the High Court’s decision in Monis and the gendered privileging of free speech

The High Court of Australia’s decision in Monis v The Queen and Droudis v The Queen concerned whether Monis and Droudis’s use of the postal service to send offensive letters warranted the constitutional protection of the implied freedom of political communication. The outcome was a split decision: the three men judges found for Monis and Droudis, and the three women judges against. We argue that this decision was significant because it draws attention to the law’s key role in framing political understandings of the nature of and demarcation between public and private spheres. The Court’s interpretations concerning how we should understand and apply the foundational relationships binding the state, the individual, and the public and private spheres in the twenty-first century highlights the gendered complexities of the politics shaping those relationships. It also highlights the gendered privileging of what sort of speech should be exempted from the law’s immediate purview, and in so doing, further reveals the masculinism upon which Australia’s constitutional framework rests.     

Late Prehistoric High-Altitude Hunter-Gatherer Residential Occupations in the Argentine Southern Andes

Test excavations were conducted at Risco de los Indios (RDLI), a site at 2480 masl with 29 residential features and a well-developed midden containing abundant floral, faunal, lithic, and ceramic materials. Analyses indicate the site was intensively used ca. 500 cal b.p. as a residential base for groups focused on hunting guanaco, supplemented by locally-available wild flora and fauna as well as domestic beans transported from the lowlands. Ceramic and obsidian artifacts indicate these groups were highly mobile and in contact with groups on the eastern and western margins of the Andes. These patterns compare favorably to those seen in the region’s other high altitude villages. It appears that the development of these patterns began with population increase and economic intensification in the lowlands ca. 2000 cal b.p. and that the move to slightly lower elevation settings like RDLI may have been conditioned by the onset of the Little Ice Age.     

Framing the High North: Public Discourses in Norway after 2000

Abstract

The article presents an overview of the main public debates in Norway that can be said to have framed and defined the High North since the turn of the Millennium. It is based on a qualitative study of over 3000 articles published in four Norwegian newspapers issued between 2000 and 2006. Our discussion is structured around three overarching, interconnected narratives that we think capture the essence of the Norwegian public discourses on the High North between 2000 and 2006. These are “Fragments from the 1990s”; “The great narrative of the High North”; and “Mixing cold water with hot blood”. The first half of the 2000s is characterised by an almost total absence of the High North as a discursive and politically coherent concept. From 2004, however, usage grew fivefold, alongside an extensive, dynamic discursive mobilisation. When the Russians decided in 2006 to shelve the Shtokman project and critical voices were heard condemning Norway's environmental performance in northwest Russia, public opinion swung back again. A feeling of cold reality replaced the sense of optimism towards the energy potential of the north, and an exercise in collective soul-searching commenced – similar to that of the early years of the decade. We believe the type of discursive change we document in this article constitutes policy trends in connection both with the High North and with other sectors where policy is subject to intense public debate and appraisal. We hope that discourse analysis has enabled us to investigate and share how Norwegian public discourses on the High North are socially produced, framed and maintained but at the same time are always in flux and open to “new” directions which should be possible – at least in theory – to trace by going back in time.

2010年4~5月,洛阳市文物工作队在孟津县上店村清理了1座唐代土洞墓。墓葬由墓道、过洞、天井、壁龛、甬道、墓门、墓室等组成。壁龛内出有较多盛唐时期的彩绘骑马俑、立俑和陶猪、狗、马、牛、鸡、羊等遗物。该墓葬的发掘,为研究洛阳地区盛唐时期大型墓葬的形制、出土器物组合、制陶工艺等提供了实物资料。

The Western drama High Noon introduces political considerations deeper than the maelstrom of American anticommunism of the 1950s against which it is most often viewed. It presents the central problems of modern political obligation as arising out of an encounter between Aristotelian and Lockean ideas about marriage, friendship, consent and coercion, and religious obligation. The marshal Kane, representing the altered vestige of Aristotelian ideals, desperately seeks help from the Lockean-like community of Hadleyville. The resulting tension lays bare the political ambiguity many find inherent in American political life.     

Securing the heights: The vertical dimension of the Siachen conflict between India and Pakistan in the Eastern Karakoram

The Siachen conflict between India and Pakistan is often referred to as the coldest war, or, the endless war atop the roof of the world. The high altitude and extreme climate create a hostile environment that has caused by far the most casualties and imposed tremendous costs on both sides. This environmental setting is usually only cited to underline the absurdity of this more than 30 year old conflict. We, however, argue that rather than being a constraint upon the conflict, the terrain itself is central to the genesis and continuation of the conflict. Further, the vertical dimension is the focus of contestation and the site where mountaineering practices, cartographic imagination and military logic intersect. The inaccessibility imposed by the terrain also implies that far from being a frozen conflict there is a temporal dynamism, as improvements in technology and logistics alter the possibility of maintaining the status quo.     

张家川马家塬战国墓地M21墓葬中铁器表面纺织残留物的鉴定

马家塬战国墓地是研究西戎文化以及秦戎文化交流的重要考古遗址。在M21墓葬发现了一些附着于铁器表面的矿化纺织品残片。这些矿物外壳保留了比较完整的纺织品形态,是研究早期纺织技术的宝贵资料。为此,本研究采用扫描电子显微镜(SEM)和高效液相色谱-质谱联用技术(HPLC-MS)对矿物纺织品残片的纤维原料进行了鉴定与分析:1)矿物外壳内部的纤维空洞结构形态与桑蚕丝的纤维形态特征相同;2)样品中检出了3组蚕丝蛋白的特征多肽片段。研究结果表明,M21墓葬中的纺织品残片的原料为蚕丝纤维(Bombyx mori)。丝绸的发现表明中原的丝绸成品或者纤维原料已经进入西戎地区,西戎与中原文明的交流更加密切。使用丝绸包裹铁器则表明西戎文化已经受到了一些中原风俗的影响。这一发现填补了马家塬遗址中纺织品研究的空白,不仅为研究秦戎地区的织造工艺和文化交流提供了重要资料,也为矿化纺织遗存中的桑蚕丝残留的鉴定提供了技术支持。     

Optically stimulated luminescence dating of Southern High Plains archaeological sites

The Southern High Plains of North America is rich in archaeological sites, but many are not well constrained chronologically, owing to a lack of material for radiocarbon dating. A program of optically stimulated luminescence (OSL) dating, applying mainly single-grain analyses, was therefore initiated. Many samples have independent age estimates from radiocarbon to check the OSL results, but OSL age estimates are also provided for those sites that otherwise lack secure chronological control. Sediment samples for OSL were obtained primarily from Paleoindian and Archaic localities, though include deposits of more recent age. Through the analysis of single grains, equivalent dose—the numerator of the age equation—is evaluated independently on numerous grains. The distribution of these values is relatively broad for some samples, and this is attributed to post-depositional mixing. Mixing is also evident in some samples with more narrow distributions. Selecting portions of the mixed distributions for age determination allows more accurate dating for some samples, but the nature of the distributions limits the resolution on others, conclusions that cannot be as easily drawn from multi-grain analysis. Where independent age control is available, most OSL results broadly conform; however, some samples show discrepancies that are not readily explained, but may relate to association or dose rate problems. This underscores the desirability of obtaining where possible suites of chronological evidence.
