The difficult but by no means dysfunctional relationship between President Abraham Lincoln and Congress remains an understudied aspect of Civil War history. Indeed, it is impossible to arrive at a comprehensive or convincing explanation for Union victory until that relationship is limned more precisely. This article contends that U.S. Senator William Pitt Fessenden (1806–69) played a critical mediating role in the wartime Congress. He did so firstly in his capacities as chair of the Senate finance committee and close associate of U.S. Secretary of the Treasury Salmon P. Chase and secondly as a public supporter of executive war powers. Although the influential Maine Republican had serious doubts about the effectiveness of the Lincoln administration, his determination to quash the southern rebellion and considerable powers of self‐restraint enabled him to act as an important and constructive broker between the White House and the fractious Republicans on Capitol Hill.  相似文献

This article explores the history of the South Carolina and Georgia elites’ passion for madeira wine. It describes the nature of madeira and the characteristics that made the wine unique. By historical accidents, planters and merchants developed an ardent taste for madeira and over time this fondness became elevated to a tradition for collecting. Employing Bourdieu’s concepts of multiple forms of capital, the article demonstrates that madeira became an important form of cultural capital as an elite consumer good. However, reduced circumstances resulting from the economic disruptions of the Civil War brought an end to madeira culture by 1900.  相似文献

This short paper is concerned with a map of central Japan that the later University of Chicago Professor of Geography, Chauncy Harris, drew in September 1944, when he was assigned as an US Army Private to work at the headquarters of the Research and Analysis Branch, Office of Strategic Services. The map provided a functional classification of Central Japanese cities, highlighting those that specialized in manufacturing. It was precisely these set of cities that were targeted for firebombing by the US Airforce from March 1945.  相似文献

Abstract

Between 1914 and 1935, the cities of Vienna and Pressburg/Bratislava were linked by an electric railway known as the Pressburgerbahn. More than just a line of transportation, the railway became intertwined with the complex politics of identity in Pressburg. The Pressburgerbahn presented nationalists in the Habsburg Empire with a dilemma: it had the potential to contribute to the unification of the nation, but at the same time was transnational by definition. This paradox generated a heated controversy about the Pressburgerbahn between Magyar nationalists and the predominantly German-speaking Pressburg bourgeoisie. Using biologized rhetoric, Hungarian politicians and journalists portrayed their nation as a body politic that was disfigured by having a railway ‘vein’ cross the border into Austria, in particular from such a peripheral location as Pressburg. By contrast, the discourse of the German-speaking bourgeoisie was firmly anchored in an imperial, supra-ethnic landscape. This controversy was replayed following the incorporation of the renamed city of Bratislava into Czechoslovakia in 1919: the Prague-based Ministry of Railways employed the rhetoric of the railway as an integrating structure within the body politic, while the eventual closure of the Pressburgerbahn in 1935 was closely connected to the belated nationalization of Bratislava. The railway to Vienna thus became a symbol of the liminal status of the town as a whole, in terms of nation, geography, politics and culture.  相似文献

When in 1943 the Guomindang launched its third wave of anti‐communist campaigns, Mao Zedong considered that Chiang Kai‐shek had acted in the belief that Japan would soon invade the Soviet Union. Hitherto, Chinese historians have either ignored Mao's judgment or failed to provide convincing explanations for it. There are two reasons for this attitude: first, historians have failed to appreciate the strategic implications of the relationship between the Soviet Union and Japan for relations between the Guomindang and the Chinese Communist Party (CCP); and second, relevant evidence regarding the events has not been available in document on Chiang. This essay answers questions raised by both points. Most commentators have claimed that this third anti‐Communist push ended by the middle or late July of 1943. However, Chiang in fact continued to make plans to mop up Shaanbei (the Communist‐controlled northern Shaanxi area) and impose sanctions on the Communists. The formulation, revision and eventual abandonment of Chiang's plans are also addressed in this essay.  相似文献

Estimation of age‐at‐death is an important and challenging part of any investigation of human remains. Extensive research has been undertaken on this subject as demographic information contributes much to bioarchaeological and forensic work. Disarticulated, fragmentary and commingled human remains occur from a wide range of spatial and temporal contexts, and estimation of age‐at‐death can be particularly challenging in these collections. This study evaluated the impact of preservation on techniques that might be applied and their relative utility, using human remains from the site of the Smith's Knoll associated with the Battle of Stoney Creek, a War of 1812 collection from Ontario Canada with some supporting documentary evidence on age‐at‐death. Features assessed were the pubic symphysis, auricular surface and epiphyseal fusion in the innominate. An age‐at‐death estimate was produced for 16 out of 19 individuals considered; the highest minimum number of individuals (MNI) was 24 (right radius) from 2701 identifiable fragments. The pubic symphysis made no contribution to construction of a demographic profile, but as has been suggested previously epiphyseal fusion was useful in this respect. Results demonstrate that previous statements regarding preservation of the auricular surface and its utility in fragmented and poorly preserved collections need to be carefully evaluated. Although 129 fragments of innominate were recorded just one had an auricular surface and post auricular area that could be fully assessed. Transition Analysis was easier to apply than techniques developed previously, and findings from this study suggest that use of the forensic prior distribution could assist in assessment of battlefield assemblages. These results raise some valuable points that need to be considered in any future attempts to improve age‐at‐death estimates using the auricular surface, and important questions regarding expectations for estimation of age‐at‐death in disarticulated, fragmented and commingled collections of human bone. This commentary will coalesce around two main points. First, the articles by Markus Hesse on urban geography, by Annika Mattissek and Georg Glasze on recent developments in discourse-analytic approaches, and by Ulrich Best on the genealogy of radical–Marxist or critical German-language geography all support the contention that key features of Germanophone human geography still mark it out as a ‘Cold War’ human geography. As will become clear, this contention goes well beyond noting the marginality (until recently) of radical–Marxist positions (Belina, B., Best, U., & Naumann, M. (2009). Critical geography in Germany: From exclusion to inclusion via internationalization. Social Geography, 4, 47–58). Second, I will argue that although this configuration has had real costs, including both analytic and ‘civic’ deficits, it has also allowed the development of distinctive strengths and innovative emphases in human geographic research that can and should be engaged by other sub-communities in the international discourse.  相似文献

This paper seeks to understand the conditions of possibility of “sanctuary” – the claiming of a “sacred” space of (humanitarian) exception - in the midst of civil war. Sanctuary codifies an exceptional space where sovereign and pastoral registers of power converge into a form of “pastoral sovereignty” that can temporarily “interrupt” the law of violence of sovereign power. In civil war this can enable civilians to be saved and protected from killings and suffering. However, this pastoral sovereignty is precarious as it depends on the belligerents' good will and tacit authorization: this is what we call the predicament of pastoral sovereignty. Using the case study of Church sanctuary in Sri Lanka's civil war, this paper explores how this predicament of pastoral sovereignty comes into effect in moments of acute crisis. Throughout Sri Lanka's brutal civil war, Catholic priests provided “sanctuary” to Tamil civilians in the form of territorial sanctuary (Church compounds), bodily sanctuary (the priests' bodies providing protection), and numerous other humanitarian activities. Our ethnographic material illustrates the force and fragility of the Church's claims to pastoral sovereignty and its sanctuary practices and provides detailed accounts of numerous constellations. The paper thereby raises fundamental questions about the ontology of sovereignty and its operability in moments of humanitarian crisis.  相似文献

Mass violence always takes place in a particular geopolitical context, and how that context is understood influences perceptions of collective responsibility. As international borders shift, often in the wake of war, events that occurred within one geopolitical entity can be understood has having taken place in another. The influence of such geopolitical framing on judgments of collective responsibility remains understudied. Two studies examine how geopolitical frames lead to shifting assessments of collective responsibility for historical mass violence. By depicting historical violence within a particular geopolitical entity (e.g., a country), that entity was perceived as being more responsible for the violence. The studies are set within the contexts of German-occupied Poland and the British occupation of the Indian subcontinent. The ramifications of these findings are discussed for the teaching of history, the commemoration of historical victimhood, and for our understanding of assessments of collective responsibility and geopolitical framing more broadly.  相似文献

This paper provides an analysis of images associated with the British Royal Air Force's recent ‘Be Part of the Story’ war comic-styled military recruiting campaign. Set around literatures in popular geopolitics, the paper builds on the concept of comic book visualities to suggest that the ‘Be Part of the Story’ images reproduce longstanding war comics conventions, and coherently represent the complex, relational and spatially disparate battlespaces of the present. The paper, firstly, provides a detailed history of war comics as they have mediated war to publics, and argues that war comics should figure more strongly in future studies of popular geopolitics. Secondly, it argues that more than simply part of a pervasive ‘cultural condition’ of militarization, military recruitment is a vital medium through which states and militaries view, and choose to represent their role in the world. Lastly, it demonstrates that ‘Be Part of the Story’ reproduces the violent visions, metaphors and cultural designations integral to state-centric narratives of global politics, and specifically, spatial principles inherent to network-centric warfare.  相似文献
