Cultural policy research has so far paid little attention to the field of external cultural policy. The multiple interactions between internal and external cultural politics, however, as well as the growing significance of external cultural policy in the contemporary global arena of cultural and linguistic antagonisms, necessitate its inclusion in the cultural policy research agenda. Focusing on the specific instrument of Cultural Institutes abroad, this paper traces their historical development from the time of their original deployment by the European great powers, to their recent adoption by a host of lesser and greater countries. The different phases of this policy instrument development demonstrate its unique versatility and adaptability to a variety of contexts and functions and, more generally, its strategic role in the workings and processes of external cultural policy. The current state of Cultural Institutes challenges the widespread belief in the declining cultural role of the nation state and affirms the persistence of the ideology of cultural nationalism.  相似文献

This article presents an ethnographic case study of the relationship between the development of heritage tourism, and the role of material culture in memory practices in rural Southern France. Drawing on anthropological fieldwork in the village of Monadières, it provides an analysis of how artefacts in the locality's built environment have been renovated and revalued in a climate of historical change. This was the consequence of varied acts of commemoration by both independent individuals and the local council in which heritage tourism development was not necessarily the end‐goal. Nevertheless, these acts were implicated in the council's ‘disciplinary programme’ to produce a local infrastructure for heritage tourism. The article therefore explores how this industry co‐habits with and colonises modern memory practices at a micro‐level. To this end it adapts analytical tools from the anthropology of time, which enable an integrative analysis of these differing ‘temporalisations’ of the past.  相似文献

Berkeley's Theory of Vision, or Visual Language Showing The Immediate Presence and Providence of A Deity, Vindicated And Explained was published in 1733, occasioned by an anonymous letter of the previous year to the London Daily Post Boy. The letter criticized Berkeley's New Theory of Vision, which had been published in 1709, but which had been appended to Berekely's Alciphron, published in 1732. No one has ever identified the author whose criticisms led Berkeley to his Theory of Vision Vindicated. Circumstantial evidence presented here suggests that the author was Catherine Trotter Cockburn. Part of the evidence is the brilliance of her interpretation of Locke, whose position is defended in the letter against Berkeley.  相似文献

This essay explores the curious absence of Middle Ages from the history of anthropological thought. An investigation of disciplinary histories reveals while anthropology's intellectual origins are often traced to early modernity or classical antiquity, the existence of authentic anthropological inquiry in medieval Europe has been either disregarded or explicitly denied. This historical lacuna is the product of an unexamined temporal logic that presupposes an epistemological rupture between the medieval and modern worlds. This essay challenges several historical myths that have underwritten the erasure of the discipline's medieval legacies, and then outlines the necessity of reintegrating the Middle Ages in anthropology's intellectual genealogy not only for enriching our understanding of pre-professional anthropology, but also for constructing a more holistic and inclusive understanding of the anthropological project.  相似文献

The author argues that in the burgeoning new literature about social memory anthropologists have not yet contributed all that they might. In particular, little has been written from an anthropological point of view about memory and film. The article seeks to examine the possible roles of documentary film in memory transmission. During the twentieth century, film and video became increasingly important vehicles of memory, while the digital revolution has made video such a pervasive medium in the new century that it will become more and more vital as a source of historical evidence and reflection. While the evidence presented by visually recorded interviews certainly requires critical evaluation, there is no reason to suppose that recorded interviews are any less reliable than texts; they may in fact offer clues that a text cannot. Some of the most interesting films of memory are the work of independent filmmakers engaged in a courageous personal quest to break officially imposed silences. The article examines the potential of film to preserve memories as trace—that is, as a form of historical evidence; as event—testifying itself being a performative act which generates its own meanings and demands a dialogical engagement with/by an audience; and as trajectory—for individual memories must be transmitted in order to become social. As they are launched into the flow of collective memory, they have a chance to endure over time, multiplying available perspectives on the past. Films of memory are thus part of the struggle against the forgetting of past injustices, and ultimately have the potential to contribute to shifts in our interpretations of history.  相似文献

As one of few people to study urban Aborigines in the early 1960s, Judy Inglis was well situated to comment on the workings of government policies such as assimilation. Her sudden death in 1962, aged thirty‐two, cut short her contribution to contemporary debates and froze in time her thinking. Inglis wanted her academic work to help the subjects of her study. Although she struggled with the idea of blending anthropology with activism, her desire to effect positive change ultimately outweighed other considerations. By her own account, she was “mixed up in a bit of do‐goodery”. In the decade after her death, the same impulse drove her friend Diane Barwick and mentor W. E. H. Stanner, both fellow anthropologists, to bring into being “Aboriginal History” as a field of study. This article explores the links between Judy Inglis’ approach to anthropology‐as‐activism and the origins of Aboriginal History.  相似文献

For nearly four decades, anthropologists have grappled with the empirical and theoretical implications of the work of the Russian economist Alexandre Chayanov. At the centre of Chayanov’s theory is the premise that the internal dynamics of peasant societies, principally in terms of the ratio of workers to consumers, is the prime determinant of domestic productive intensity. Anthropologists have tested Chayanov’s thesis in a wide variety of ethnographic and historical settings, utilizing a number of methodological approaches. The purpose of this article is to examine the wider theoretical implications of Chayanov’s approach as it has been used in anthropology, especially in terms of the role of empiricism in ethnographic inquiry. The argument presented here is that an overly zealous devotion to “dutiful empiricism”, to use Geertz’s (1961 Geertz, C. 1961. “Studies in peasant life: community and society”. 1948年的金圆券政策及其推行有着多方面的内容,包含着复杂的关系,其掠夺性、不合理性的显现有一个过程,上海金融业对金圆券政策态度从遵行、异议、批评到反对也有转变的过程。以往对金圆券政策问题的研究,主要以国民党政权及其国家行局为主体,以其相关决策及实施为主线,其研究比较简略和狭窄;其实,选择上海私营金融业为考察主体,以当时私营行庄公司如何应对实施金圆券政策的各主要方面为研究主线,着重从私营金融业的基本态度、金银与外汇资产、利率、资本升值和现金增资等方面进行探讨,可以进一步深化对金圆券问题本身以及对20世纪40年代末上海金融业与国民党政权关系的研究。  相似文献

在19世纪上半期加拿大建立责任政府的过程中,自由主义观念起了重要的促进作用.这不仅表现在自由主义思想对加拿大殖民地人政治意识觉醒的推动上,更表现在英国社会与政坛对英帝国与移民殖民地关系认识的改变上.由于美国独立的教训,维护帝国统一和防止殖民地与母国分离,曾是英国人心中一个不解的结.因此,旧观念支配下的英国统治集团,几乎一致地拒绝了达勒姆关于授予殖民地责任政府的建议.随着英国自身现代政党制度的确立和自由贸易的实现,新的自由主义帝国观开始形成,并直接推动了加拿大的宪政改革.  相似文献
