Banishment in English law was circumscribed by the Magna Carta and habeas corpus and prohibited except by legal procedure. The Transportation Act of 1718 legalised exile and enshrined convictism in law. The case of Bancoult (No.2), 2008, which considered the banishment of the Ilois of Chagos Island in the 1960s, brought consideration of banishment into the twentieth century and opened the royal prerogative to modern scrutiny. What becomes clear from this case is that banishment relied on royal prerogative without resort to legal process and was surprisingly routine throughout the British Empire. This article considers the implications of this case and some of the wider history of banishment in the empire.  相似文献

Since the investigations of Spoehr in the 1950s, most researchers have accepted a date of ~3500 BP/1500 BC for the initial human settlement of the Mariana Islands in the western Pacific. The relationship of this early expansion beyond Island Southeast Asia, characterized by Lapita-like pottery, to the appearance of Lapita in Near Oceania, generally was either given little thought or largely ignored. The Lapita settlement of Near Oceania is almost universally regarded as the initial expansion of Austronesian speakers into the Pacific, followed a few centuries later by a rapid migration to the east into Remote Oceania. More recently, however, radiocarbon evidence from several sites suggests that initial late Holocene expansion into the Pacific occurred in the Mariana Islands. This hypothesis needs critical evaluation. To this end, we created site- and region-level Bayesian calibration models. Results estimate that initial Lapita occupation of the Mussau Islands in the Bismarck Archipelago occurred between 3535 and 3234 cal BP (95% probability), which is 50–385 years (95% probability) earlier than the initial settlement of the Mariana Islands, dated to 3230–3085 cal BP (95% probability). Additionally, settlement of the Mariana Islands was either coeval or later (?66 to 254 years [95% probability]) than Lapita expansion out of Mussau into the greater Bismarck archipelago between 3397 and 3115 cal BP (95% probability). Radiocarbon datasets from these regions are hampered by problematic samples, and we anticipate that additional reliable radiocarbon dates will refine these estimates.  相似文献

The Regional Assistance Mission to Solomon Islands (RAMSI) ended in June 2017 after 14 years. It was an initiative of the Pacific Islands Forum authorized under the Biketawa Declaration of 2000, which enabled a regional response to crises in the region. Between 1998 and 2003, Solomon Islands had undergone a period usually called the ‘tenson’ in Solomons Pijin, or the ‘Tension’ or ‘Ethnic Tension’ in English, when government processes failed and two rival militia groups out of Malaita and Guadalcanal terrorized Honiara and its surrounds. Prime Minister Ulufa‘alu was removed in a de facto coup in 2000. Although all Pacific Islands Forum nations participated, Australia paid 95 per cent of the costs. This was the first time Australia and New Zealand had led a substantial intervention mission beyond their borders that was not under United Nations auspices. The article places Solomon Islands politics and governance issues into a 20-year perspective and examines the success and failures of RAMSI, which was far more adaptable than is usually admitted. The article also considers the appropriateness of the Westminster system to government in Solomon Islands.  相似文献

Small, remote islands, such as low coral atolls, with nutrient‐poor, biogenic soils for food crops and vulnerability to extreme weather, have long been considered marginal environments for human habitation. Yet, four decades of archaeological research in the atoll archipelago of the Marshall Islands, eastern Micronesia have demonstrated sustained human occupation there for over two millennia. Here, we present a fine‐grained analysis of mollusc remains from four recently excavated archaeological sites (4476 total MNI / 14843 total NISP) combined with mapping and analysis of extant benthic habitats, on Ebon Atoll, Marshall Islands. We examine spatial and temporal variability in mollusc foraging practices from prehistoric village sites and ephemeral camp sites across the windward–leeward exposure gradient. Our analysis demonstrates that foragers targeted a rich assemblage of taxa from different habitats, reflecting a foraging strategy that was adapted to local environmental conditions. Human foraging over 2000 years documented no observable human impacts to molluscs or nearshore intertidal marine ecosystems, challenging previous notions of atolls as marginal, exceptionally difficult settings for human habitation.  相似文献

This article focuses on the specific meanings and figurations of Celtic identity, myth and history in three works by Louis MacNeice: his long poem Autumn Sequel (1954), written for broadcast on the BBC, and his two late radio plays They Met on Good Friday (1959) and The Mad Islands (1961). It will demonstrate that the poet moves from expressing an archaic and insipidly romanticised form of Celticity in Autumn Sequel, to depicting a significantly more sophisticated Celtic character and identity in They Met on Good Friday and The Mad Islands; both dramas, it will be argued, are informed by a more thoroughly archipelagic conception of cultural formation and identity in the British and Irish isles. In all three texts, MacNeice’s radiogenic engagement with Celtic material functions as a means of interrogating, though not always successfully, the forms and potentialities of human agency, community, and artistic activity within a post-war climate of political disenchantment, social fragmentation and perceived cultural vacuity. The essay will also demonstrate that MacNeice’s Celtic themed radio writing is an important aspect of the poet’s lifelong exploration of his psycho-cultural genealogy and a means of further clarifying his complex maternal and paternal inheritance.  相似文献

In recent years, the transitional justice field has become increasingly concerned with ensuring meaningful participation from a wide range of actors. In response, a burgeoning scholarship has emerged, which aims to understand the interests and needs of these stakeholders, most notably women and children. Noticeably absent from this research is an examination of youth interests as distinct from children’s. Instead, the conflict identities of youth are most often conceived as inextricably tied to those of children. As a result, the narrow victim/perpetrator binary remains the dominant identity construction employed for understanding their involvement in conflict and transitional justice processes. Drawing on the case of the Solomon Islands Truth and Reconciliation Commission, this article reveals that youth are more than passive subjects in the reconciliation process. It demonstrates that the interactions of youth with truth and reconciliation commission processes allow youth to exercise agency, and thus challenge the dominance of the victim/perpetrator identity construct. The article thus proposes an alternative way of framing youth participation, whereby the identities of youth in transitional contexts are represented as diverse and malleable.  相似文献

Stilt structures in the inter-tidal zone or over shallow water on fringing reefs are widely accepted as a feature of settlements of the Lapita cultural complex in Near Oceania. Claims for similar structures in a pre-Lapita context at the Apalo site in the Arawe Islands, New Britain, Papua New Guinea, have been queried on several grounds. Re-evaluation of the Apalo evidence, together with 10 additional AMS radiocarbon dates, establishes human activity associated with some form of structure and possibly with a ground stone axe about 400–500 years before the Lapita pottery occupation. The paucity of occupational refuse suggests a non-residential structure perhaps associated with water transport. Comparisons with the older Dongan midden site in the Sepik-Ramu basin suggest stilt structures were probably used there as well. An apparent shift in depositional processes between the pre-Lapita and Lapita use of Apalo could reflect changed sea conditions arising from increased ENSO activity.  相似文献

In 1943, the United States began to consider the issue of the world order after the end of World War II; at that time, the status of the islands in the South China Sea remained undetermined. Towards the end of the war, a US policy-planning document on this issue favored either returning the islands to one of the parties claiming sovereignty or placing the islands under international trusteeship once the war ended. Immediately after the end of World War II, the United States withdrew its support for an international trusteeship, and it did not back up any single party’s claim of sovereignty over the islands. In the late 1940s and early 1950s, the United States did not clarify its stance on the issue of sovereignty over the South China Sea islands, hoping the eventual outcome would not favor the newly founded People’s Republic of China. Finally, the San Francisco Peace Treaty of 1951, signed under the guidance of the United States, stipulated only that Japan relinquish the islands, but failed to identify who would take them over. The San Francisco Peace Treaty signaled the formation of the official US policy towards disputes over the islands in the South China Sea.  相似文献

This article examines a tension at the heart of national leadership in Solomon Islands today: a conviction that national leaders need to spend more time in rural environments to better represent rural interests, needs and values, while having to be in town to access the individuals and organizations that, essentially, make them national leaders in the first place. Drawing on fourteen months of ethnographic fieldwork in urban Honiara and the rural Lau Lagoon, Malaita, we are especially interested in how this tension shapes rural perceptions of the legitimacy of chiefs as national leaders. Given that development projects can only be negotiated in Honiara, where the required state institutions, international (N)GOs and major businesses are based, rural residents feel compelled to send their most important village leaders, especially clan chiefs, to town. However, the longer these leaders are away from their homes, the more they seem distracted by urban ‘luxuries’ and the less they appear committed to their rural homes. In particular, villagers complain about their chiefs' contributions to exchange relations. Villages, thus, find themselves in a double‐bind that exaggerates a broader ‘crisis of leadership’ alongside an urban‐rural divide which challenges the promise of chiefly leadership as solution to antipolitical sentiments and a centralized state.  相似文献

ABSTRACT

The case of the Channel Island of Jersey is an important yet understudied part of the British Empire’s response to the French Emigration 1789–1815. During its high point in 1792–3, the émigré population in and around Jersey’s main town of St Helier was as large as that in London and one of the European centres of political migration. This article explores the complicated relationship between Jersey’s political institutions, the British military authorities in London, the British government and the émigré community. It shows how a brewing humanitarian crisis in the island prompted the British government to sanction subsistence payments in Jersey and enlist Royalist émigrés months before these policies were adopted in Britain. But British support was intimately bound up with the émigrés’ anti-Revolutionary military activities, as much as humanitarian concerns. The forced expulsion of most émigrés to Britain in summer 1796 resulted not from concerns about the wellbeing of the émigré community in face of imminent French invasion, but concerns about the Royalists’ military loyalties. During the Napoleonic Wars, British policy towards the émigrés lacked coherence and was not categorized by overriding humanitarian goals, though such concerns did compete with strategic ones.  相似文献
