The Dover Boat—a Reconstruction Case-Study

The Bronze-Age Dover boat, reconstructed and published by Owain Roberts in 2004, is discussed in regard to the general considerations of reconstructing ancient boat structures in the previous paper. The archaeological evidence shows that the boat had a bottom shape different from that shown in the 2004 reconstruction, and various other aspects, such as the general shape and strength of the hull and the calculation of potential speed when paddled, are questioned, partly drawing on the author's experience with the reconstruction of the Hjortspring boat. A re-assessment of the evidence is called for before any attempts to build a full-scale version of the Dover boat for sea-trials.

Detour to Europe: Enlargement,Southeast Europe,and the EU's External Dynamic

An American geographer with extensive field and research experience in Southeast Europe examines the implications of "enlargement fatigue" for Southeast European states aspiring to EU accession. He argues that progress toward EU enlargement into Southeast Europe and further integration through the EU Constitution is no longer restricted to internal (intra-EU) dynamics of widening and deepening, but rather must be complemented by an "external dynamic" involving a coherent EU foreign policy. This "external dynamic" would focus on promoting peace and stability on EU borders and quelling the external factors contributing to popular dissent within EU against expansion and integration. Geopolitics of the Kaliningrad Exclave and Enclave: Russian and EU Perspectives

Two U.S. political geographers examine a range of geopolitical issues associated with the shifting sovereignty of Russia's Kaliningrad Oblast (a part of the former German province of East Prussia) during the 20th century, as well as the region's evolving geopolitical status as a consequence of the European Union's enlargement to embrace Poland and Lithuania. They argue that Kaliningrad today can be considered a "double" borderland, situated simultaneously on the European Union's border with Russia as well as physically separated from Russia, its home country, by the surrounding land boundaries of EU states. Although technically neither an exclave nor an enclave, they posit that in many ways it resembles both, and as such presents a unique set of problems for economic development and interstate relations.     

Cultural memory, gender and age: young Latvian women's narrative memories of war-time Europe, 1944–1947

This paper examines the war-time experiences of dislocation and loss, as well as the transition to independent adulthood, of 25 Latvian women who came to Britain as European Volunteer Workers after the end of the Second World War. Despite the recent work in cultural history exploring memories of wartime dislocation and the growing use of oral narratives in this exploration, relatively little is known about the 1944 migration from the Baltic States to the UK or about the particular experiences of young women in this movement. This paper begins to address this forgotten history through interviews with now-elderly women living in Britain in the context of recent debates about cultural memory and forgetting.

The Agote Map of Hainan Island,China: A Case Study for Cultural Dialogue in Eighteenth-Century Cartography

The idea of cartography as an example of Western imposition or process of cultural transfer is one that has long fascinated scholars interested in the margins of empires. This article analyses the maps in the possession of Manuel Agote, a Spanish factor in Canton at the end of the eighteenth century. The focus is on the use made by Agote of a Chinese map of Hainan, together with the European maps available already in China for commercial interests, and the way this reflects the cultural dialogue that was operating among local and foreign cartographers engaged in similar European mapping activities in the region.     

Trade,culture and the European Union cultural exception

ABSTRACT

The article examines how the European Union has addressed the ‘trade and culture debate’ in its international trade agreements. From a cultural exception approach based on an attempt to detach culture from trade provisions, the European Union economic agreements seem to evolve to a broader and more holistic position aiming to promote cultural exchanges through cooperation, while still safeguarding policy space in cultural matters through its traditional cultural exception. The article provides an overview of the European positions to defend the specificity of the audio-visual services sector at the multilateral (World Trade Organization Agreements), regional and bilateral levels. It also examines how the implementation of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions has led the European Union to negotiate cultural cooperation provisions in parallel to some of its recent bilateral and regional trade agreements and the way this Convention may impact the understanding of the ‘trade and culture debate’.     

The two starting points of World War II: a reexamination from a global perspective

Although the factual chronology of World War II is not in dispute, how to best make sense of these facts and how to objectively evaluate that history have always been limited by political circumstances and personal biases. Viewing WWII seven decades later, we need to move away from Eurocentrism and to stop seeing the war from the prism of a European war or Pacific war. The entire history of WWII, from beginning to end, including its several phases characterized by fermentation, outbreak, climax, and conclusion, is extremely complex. This paper argues that the war has two origins or starting points because it resulted from disparate prewar conditions in Europe and Asia. Viewed from this perspective, the strategic importance of the China Theater in WWII and the enormous sacrifices and contributions the Chinese people made to the victory over Fascism and for world peace ought to be given due credit.     

From laissez-faire to supranational planning: the economic debate within Federal Union (1938–1945)

This article focuses on the early years of Federal Union (FU), the leading British federalist association created in 1938. It sets out to demonstrate that FU members heavily disagreed about the economic powers of the future Federation and that these divisions weakened the appeal of the federalist cause. Archival evidence suggests the organisation shifted from economic neutrality, favoured by allegiance to nineteenth-century liberalism, which emphasized the benefits of free trade while keeping a minimum of centralized force in order to prevent interstate rivalries from boiling over into war, to a radical advocacy of supranational planning, aimed at enforcing social rights and welfare entitlements granted to all the citizens of the member-states. This swing to the Left had several implications, including abandoning the prospect of an Anglo-American union, developing a more sympathetic attitude towards the Soviet system, and breaking ties with influential members of the British establishment who had initially lent support to FU, such as Lionel Curtis and William Beveridge. By pointing at the tension between the models of ‘Federation Pure and Simple’ and ‘Federation Plus’, this article also highlights the supple and muddled nature of federalism as an ideology.     

基于“主体功能”的新型村镇建设模式优选及聚落体系重构——藉由“图底关系理论”的探索

新型村镇建设与主体功能区规划是分别针对我国当前阶段乡村发展、国土开发的重要空间调控手段,基于主体功能思维而对聚落体系进行自上而下的分类指导应该作为促进乡村聚落有序发展的重要思维。论文借助于图底关系理论,将主体功能区作为"均质面集"的发展意图转译到县级单元内"异质面集"的主导土地用途区,并进一步聚焦到"点集"乃至"点"层面的村镇聚落体系组织与聚落建设,总结了三类主体功能区的7种主导新型村镇建设模式及对应的空间优化目标,拓展了主体功能区规划在县级以下尺度的规划指导价值,实现了不同尺度空间规划的法则演绎,为主体功能区格局下我国县域尺度的村镇聚落功能优化与体系重构提供一种思路。
