A team of Central Europe-based political geographers examines Turkey's bid for European Union (EU) membership, one of the most controversial issues confronting that country's and EU politics. The authors analyze Eurobarometer public opinion survey data on EU enlargement (and particularly Turkey's EU membership) across the 27 polities of the enlarged EU as well as in Turkey itself. The analysis of the data points to clear regional differences in support for Turkey's EU membership. Moreover, the authors' statistical analysis indicates two major components around which public perceptions of Turkey's EU membership coalesce. The first, identified as a "thick" component, based on the idea that EUrope embodies a specific cultural identity, opposes Turkish membership, whereas a second "thin" component, comprised of institutional-procedural norms, leaves the door open to Turkey. They argue that it is at the complex intersection of these two opposing views that Turkey's bid for EU membership should be located and eventually decided.  相似文献

A prominent specialist in the economic affairs of the former Soviet Union relates and analyzes the state of Ukraine's economy in light of a series of discussions and interviews with the country's Prime Minister and leading economic officials in Kyiv in 2008 and April 2009. A prominent specialist on economic developments in the former Soviet Union and Central and Eastern European (CEE) countries examines the ways in which the global financial crisis of 2008-2010 has impacted the economies of the 10 new eastern member states of the European Union (CEE-10). The author assesses the multiple preconditions of the crisis (e.g., excessive current account deficits, large foreign debt, inadequate currency reserves, immense credit expansion, rising inflation and real estate prices) as well as the rapid financial adjustments that had to be undertaken to overcome it (e.g., current account rebalancing, reducing budget deficits, pension and fiscal reform). He devotes considerable attention to the key issue of how the differences in exchange rate policies in these countries affected their abilities to respond to the crisis and outlines measures that should be implemented to enhance the crisis management capability of non-eurozone states relying on currency boards or floating exchange rates.  相似文献

Mirroring Jacques Delors’ much quoted ‘No one falls in love with a common market,’ there has been an increased emphasis on ‘culture’ as a vital tool in the European Union (EU) integration process. Yet, how these programs for ‘cultural exchange and dialogue’ affect artistic production, and reception, is rarely discussed. Drawing on interviews with actors in Berlin and Istanbul who engage with cultural policy in the European arena (2005–2008), this paper aims to illuminate the tensions that this nascent European cultural policy has engendered, not least with regard to the EU stipulations on national cultural sovereignty. I argue that while EU cultural initiatives indeed produce a kind of ‘Europeanization,’ they do so mainly through thematic and institutional incorporation. However, this type of integration tends to recast power differentials within the EU and beyond, despite proclaimed goals to the contrary, as cultural exchange programs tend to reinforce distinctions between ‘art proper’ and ‘ethnic cultural production.’  相似文献

This article examines the articulation of the benefits associated with staging the European Capital of Culture (ECoC) in Liverpool, England in 2008. It is argued that relevant policy documents, and policy discourses more generally, propose a strong influential role for the operations of the ECoC upon the creative industries. Such a strong relationship, however, is difficult to evidence either at a discursive level or from the attitudes expressed by those working within the creative industries locally. The idea that the ECoC can promote broadly ‘creative’ activity is thus posited as being merely one aspect of the ECoC’s major goal of attempted city rebranding, rather than anything more substantive; nevertheless the articulation of ‘success’ of the ECoC in this regard seems entrenched.  相似文献

The European Union secured limited legal ‘competence’ to act in culture in 1992. This article examines the operational context and its complicated and countervailing tensions that make European cultural policy formulation and implementation difficult. Underlying problems originate in the failure properly to define what is meant by ‘culture’ in different contexts or to identify clear and pragmatic policy objectives, although legitimate ‘instrumental’ use of culture is common. The EU’s institutional structures (Council, Commission and Parliament) are often at cross‐purposes, while the national interests of member states can have a negative effect. The structure and internal politics of the Commission ensure that the Directorate responsible for ‘culture’ remains marginal, despite its growing ambition. An attempt to institute an ‘Agenda for Culture’ in 2007 has had some initial success, but given the definitional, legal, political and administrative problems, claims being made for significant progress seem somewhat premature.  相似文献

This article examines various British proposals for co-operation with other European imperial powers to counter the rebellion of the American colonies or curb the pretentions of the new United States. Historians have paid little attention to these projects, mainly because none of them eventuated in the co-operation their authors envisaged. But their lack of success is not a reason to dismiss them as unimportant; their failure reveals much about British attitudes at the time.  相似文献

Abstract

This article addresses the problem of the homogeneity and structure of the identity of the European Far North of Russia. The author comes to the conclusion that the structure of this territory has been determined since the sixteenth century by a rift between the Kola North and the Arkhangelsk North. While this rift deteriorated or was partially healed at different times, the differentiation of the European Far North of Russia into two territorial segments persisted over the periods of Muscovy, the Russian Empire and then the Soviet Union. Although the Kola Peninsula was integrated for two centuries (1708–1921) into the vast province with a centre in the city of Arkhangelsk, it not only preserved features of its identity, but in fact managed to strengthen them, which eventually led to the administrative separation of the Kola North from the Arkhangelsk Province. The development of the two northern territories has been accompanied by competition, which is still there to a large extent. The phenomenon of the division of the Russian Far North in two parts is treated as a consequence of the importance which meridional strategic ties between the centre and the outlying northern areas acquired in the Russian State, in contrast to the weaker latitudinal peripheral ties between the provinces.  相似文献

The European phenomenon of Jewish spaces was first described in the mid-1990s. They were then defined as themed environments initiated and operated by non-Jews, often located in historical Jewish neighbourhoods. Since then Jewish spaces have become a well-established concept in the media and among academics. This article explores Gypsy spaces as analogous to Jewish spaces. The paper compares two cases, the Gypsy pilgrimage to Saintes-Maries-de-la-Mer in southern France and the Jewish Culture Festival in the Polish town of Kraków. There are striking parallels between the thriving Gypsy music festivals, Gypsy horse fairs and Gypsy pilgrimages on the one side, and Jewish Culture Festivals on the other. The author formulates some hypotheses as to why Gypsy spaces have not yet been recognised and dealt with more extensively. To conclude, the Jewish and Gypsy spaces are situated in a European landscape of remembrance and interpreted as heritage re-enactment within the framework of European integration.  相似文献

In the 1990s, numerous religious monuments were destroyed in former Yugoslavia. National heritage formed one of the main targets of ethnic cleansing, literally removing the symbolic markers of ethnic groups. Responding to this destructive use of heritage, the Council of Europe and the European Commission introduced the Regional Programme on Cultural and Natural Heritage in south-east Europe. By means of this programme, they seek to change local perceptions on heritage and instigate debates about uses of the past. The premise is that only by learning from past conflicts will the region be able to continue its path to EU integration. However, progress of the programme is slow. Discussions about the interpretation of the past, let alone of a shared past, are largely avoided. The reconciliatory function of heritage that the two European actors aspire to is still hard to find. By taking Serbia as a case study, this article presents some of the typical difficulties that one can expect to encounter when heritage is used as an instrument for reconciliation in an area where reconciliation is still seen as a challenging and threatening process.  相似文献
