A Critique in Search of a Corpus: Re-visiting Governance and Re-interpreting Urban Politics

One of the most profound changes of the last two decades has been in the form and the function of local government. Its role as part of the local state has been challenged through the re-scaling and re-configuration of many of its aims. This paper examines the growth of business sector involvement and the ascendancy of the partnership model in urban development, as part of an analysis of the changes and the continuities that stretch across the local government – local governance conceptualization of political relations. I start the paper with a discussion of the main issues in the local governance literature as a precursor to a commentary onImrie and Raco's (1999) recent paper, 'How New is the New Local Governance? Lessons from the United Kingdom'. The wider literature is drawn upon to discuss some of the theoretical approaches used to analyse this much-vaunted transformation and three key themes are used to structure the remainder of the paper. I argue that Imrie and Raco caricature the work of other academics in order to make their claims over omissions from the literature. In doing so, they ignore or under-play how state restructuring and the logic of capital has often been the object of analysis, rather that the voluntarist incorporation of business élites into the local governing apparatus. Using empirical examples from three English cities I argue that while, on the one hand, their examples are revealing and serve to sensitize current debates around governance, the state and regulation, on the other hand, there is still a need to interpret these 'local' politics within a broader and more scale-sensitive framework and in more abstract terms. This demands a clear distinction between local governance as a concept, and its investigation in an empirical way.

Divided sisterhood? Nationalist feminism and feminist militancy in England and Ireland

ABSTRACT

The generally accepted story is that British militant suffragists performed an unexpected and abrupt move away from the feminist movement and towards a fiercely jingoistic nationalist campaign once the war began in 1914. Yet, given the nature of exchanges between Irish and British militant feminists, Irish feminists should not have been surprised by this turn from gender solidarity to English nationalism. In this article, I argue that Irish-British militant feminist entanglements worked to expose the powerful role that English nationalism played in suffrage politics at a time when nearly all the focus was on the disruptive influence of Irish nationalism.     

Royal authority versus corporate sovereignty: the Levant Company and the ambiguities of early Stuart statecraft

The ambassadorship of Thomas Bendish (1646–1660) to the Ottoman Porte was a period of turmoil that saw the arrest and imprisonment of his predecessor, Sackville Crowe, and the arrest and subsequent beheading of a usurper, Henry Hyde. This crisis in Turkey coincided with the domestic crisis of the English Civil War, which plunged the English state into chaos. This article uses the Bendish/Crowe/Hyde affair to analyse the relationship between state and trading company in order to gain a deeper understanding of how the early modern economic and state-building system of mercantilism was made. The article will show that mercantilism was, in the words of Phil Stern, an “awkward alliance” where merchant and state required one another while remaining suspicious of the other’s motives and authority.     

Masculinity and political geographies in England,Ireland and North America

Historians have recently turned their attention to the place of masculinity in the politics of early-modern England. This essay widens that exploration to include the imperial settings of Ireland and North America. Drawing upon a range of English- and Irish-language sources – including political treatises, maps, state papers and court poetry – it contends that manhood, as a relational value between men, helped structure the form and character of politics in the metropole, the kingdom of Ireland and the American colonies. In all of those settings, the definition of acceptable male behaviour was different, the effect being that political action and theory in each place took on unique features. Consequently, the essay cautions against studying England and its colonies as distinct units of historical analysis and calls for further exploration of the particularities of colonial settings and their influence on the imperial centre. Moreover, the essay aims to demonstrate that masculinity, particularly contest over its proper expression, is an agent in historical change, in this case helping to shape political theory and practice as England developed into a multiple monarchy and budding imperial power in the sixteenth and early seventeenth centuries.

Coastal societies, exchange and identity along the Channel and southern North Sea shores of Europe, AD 600–1000

This paper explores the functioning of coastal societies against the background of the changing role of coastal ‘contact zones’ on both sides of the Channel and southern North Sea region, between AD 600 and 1100. In so doing, it reassesses aspects of the generalising frameworks of interpretation applied over the past quarter of a century in favour of a more contextual approach, enabled by long known (although sometimes forgotten) and recent archaeological discoveries, together with new geological research. Regional and local complexity is a recurrent feature. A revolutionary increase in our awareness of the extent to which marginal coastal landscapes were occupied and exploited is matched by a commensurate increase in our knowledge of the number and complexity of settlements and seasonally used sites, involved in maritime exchange networks. Ultimately, this contribution confronts the dynamism of regional coastal societies with the wider socio-political structures in which they were incorporated.
