在美国革命时期,"共和"这一古老政治词汇的含义发生了重大变化。美国建国者参照各种政治理论和历史经验,结合他们所处社会的特点,不仅成功建立了一种新型政体,而且为它做了全面的辩护和诠释,从而完成了对"共和政体"的重新界定。这种新型的共和政体,不再是"人民"与贵族分享权力的混合政体,而是完全建立在"人民主权"基础上的代表制政体,它的社会基础、价值取向和适应范围都发生了深刻变化,与古典共和理念之间形成了明显的差异。与此同时,"民主"的概念也得以扩充,"人民"通过代表制行使政治权力的政府,与"人民"亲自掌握权力的政府一样,都可以叫做"民主"。这两个交错并行的观念转化过程,不仅塑造了现代意义上的"共和"与"民主"的概念,而且使得两个原本含义不同的政体名称,最终变成了同义词。 相似文献

In the current debate on republicanism the relationship between republicanism and democracy is an aspect whose historical dimension has thus far hardly been investigated. It offers instead also the chance to clear up ambiguities on the opposition between republicanism and liberalism. In this sense, recent research on the radical Enlightenment, on the link between economics and politics, by a new reading of physiocracy as political discourse, and on the foundations of political representation represent some of the most important advances made by historical research over the last few years. This essay wishes to trace these results back to a long line of research on a modern republicanism that had already been investigated many decades ago by a historian of the Enlightenment interested in republican tradition, Franco Venturi, the author of Settecento riformatore and of Utopia and Reform in the Enlightenment, to which John Pocock dedicated the first volume of his recent Barbarism and Religion. By means of a successful integration of three recent essays by John Israel on the uniqueness of Dutch republican discourse, by Richard Whatmore on the economic roots of French republicanism and by Nadia Urbinati on the foundations of representative democracy in Condorcet, it is possible to isolate the characteristics of a democratic republicanism. Among the various threads that have been followed up, the theme of equality has surfaced in various ways in the search for the characteristics of modern republicanism. These highlight the idea of the emergence in the early modern age of an European political culture and of a democratic and egalitarian republicanism that was encouraged by the contribution from various national situations within which it forged its identity, against the model of an Atlantic republicanism. 相似文献

This essay explores the impact of governance on the Chinese religious landscape during the early years of the People’s Republic of China (PRC) through a case study of the Young Buddhist Association (YBA) of Shanghai. Despite the official atheist ideology of the Chinese Communist Party, during this era of New Democracy the YBA experienced Communist governance in practice as a process of political incorporation rather than coercive eradication. As its Buddhist youth movement not only survived the Communist takeover in 1949 but gained momentum well into the 1950s, the YBA was propelled to the forefront of the Buddhist community in Shanghai and became the most active and influential grassroots Buddhist organization in the early PRC. The case of the YBA demonstrates that incorporation into the new political order of the 1950s had transformative effects on the spatial construction, identity formation, and social dynamics of religious communities that cannot be reduced to steps toward their eventual elimination during the Cultural Revolution. 相似文献

Although Reinhold Niebuhr's account of democracy aims to protect marginalized communities by restraining sin through the diffusion of power, the conceptions of sin and love that inform his political theology have anti-democratic consequences for members of these communities. I address this inconsistency by revisiting his under-developed idea of mutual love and clarifying his account of sin. Mutual love occupies crucial terrain between agape and justice for Niebuhr, and therefore enables moral agents to achieve democratic goals. Given the nature and importance of mutual love, I clarify Niebuhr's account of sin by making his position on “self-love” more moderate than it often appears. 相似文献

This article presents a comparative analysis of the concepts of totalitarian democracy and positive liberty in the work of Jacob Leib Talmon and Isaiah Berlin. Its main purpose is to show that a combined analysis of Talmon and Berlin's biographical relationship and their individual texts demonstrates that Talmon's idea of totalitarian democracy may have had a greater influence on Berlin's notion of positive liberty than Berlin seems to have ever acknowledged. The article first summarises the intellectual and biographical relationships that tied these two authors together in a personal friendship and an intellectual fellowship that lasted for more than three decades. In the second part, the insights drawn from the investigation of the authors' intellectual and biographical relationships are linked to an analysis of their texts, The Origins of Totalitarian Democracy and Two Concepts of Liberty. Finally, in the third part of the article, three crucial aspects of Talmon's definition of totalitarian democracy are considered: the interpretation of the Enlightenment and Rousseau's thought, the view of the French revolution, and the possible impact each of these has on subsequent Marxist and socialist reflection, to see how they are addressed in Berlin's idea of positive liberty. 相似文献

According to the popular view, megacities are troubled polities and unlikely places for the realisation of democratic ideals. This article challenges the popular view and points out the relevance of the democratic ideals employed in such an assessment. It argues that concerns regarding the undemocratic character of megacities are rooted in either constitutional or radical democratic ideals, but that neither of these ideals is suitable for the assessment of megacities. As a result, this article offers a conceptual adjustment. It argues that to identify the challenges to and opportunities for democratic governance in megacities, we should investigate whether megacities promote their inhabitants' political agency, with respect to their equality. This perspective provides a more comprehensive view of megacities’ political organisation, clarifies the nature of existing obstacles, and offers a feasible path for democratic reforms in this context. 相似文献

The second Berlusconi government came to power at the end of a period of unprecedented change in Italian politics to which the term 'Italian transition' is frequently applied. While the new government's arrival has not brought the transition to an end, the manner of its election powerfully symbolizes the end of much of what was 'unique' about the Italian polity. Such uniqueness derived essentially from the tripolar nature of the country's party system and the 'blocked' character of its democracy. The crisis of the early 1990s gave rise to the onset of a regime transition whose phases can be described analytically by applying Flanagan's (1973) developmental framework and Linz's (1978) breakdown and re-equilibration model. Given the transition's 'stalling', the article considers what kind of and how much change has taken place in the Italian political system and the degree to which the second Berlusconi government might represent a new departure for it. Although linkages between water scarcity and conflict have received a great deal of attention, both in qualitative case studies as well as quantitative studies, the relationship remains unclear since the literature has generally not considered the effectiveness of governance. We distinguish between direct effects and indirect effects linking water resource scarcity and conflict by systematically examining how intervening factors, such as political institutions, might influence the impact of water scarcity on the probability of conflict. We find support for our hypotheses postulating both direct and indirect relationships between water scarcity, governance, and conflict. 相似文献

Over the past decade, state capacity has increased at all levels, including that of central government, and the emergence of effective government in Italy has proved popular. A second trend has been the reassertion of party government since 1996. Given these two trends, the large parliamentary majority obtained by Silvio Berlusconi's alliance, the Casa delle LibertÀ, might be expected to result in strong party government. In fact, Berlusconi's triumph offers something more and something less than party government, challenging Italian democracy. Nevertheless, as a consolidated democracy, Italy should be able to withstand such a challenge. One stable, democratic outcome to Italy's political transformation would be the consolidation of a Schumpeterian model of democracy. This would require the anomalies of the right's accumulation of powers to be resolved, a process which the left could promote by accepting that strong democratic government is a public good, and by organizing itself to challenge Berlusconi by campaigning to provide Italy with such government through parliamentary competition. 相似文献
