On a political level, Swedish transport ethanol has always been embedded in visions of an alternative, brighter future. Arguments in support of ethanol have been reiterated throughout the 20th and 21st centuries, exhibiting a striking stability over time. At the same time, the contexts in which arguments for ethanol have been raised have undergone dramatic shifts. This article investigates the historical contingencies of three empirical cases, covering the interwar years, the aftermath of the oil crises of the 1970s and the 21st century's concerns over global warming. It concludes with the observation that despite political convictions about ethanol's commercial, military and environmental potential, domestic production has not managed to take off on its own. It has relied on state support such as tax exemptions, it has been dependent on other industries for feedstock provision and its technical superiority is still waiting for market confirmation.  相似文献

The Danish Atomic Energy Commission (AEK) was created in 1955 with the remit to promote ‘the peaceful exploitation of atomic energy for the benefit of society.’ Between 1956 and 1963 the AEK, which had been preceded by a number of early private nuclear initiatives, established an ambitious atomic energy research facility at Risø, some 40 kilometers west of Copenhagen. For most of this period the AEK was chaired by the celebrated physicist Niels Bohr. In spite of strong support from relevant actors in Danish society and Risø’s management, Denmark never built commercial nuclear power stations. Today Risø has undergone a complete metamorphosis from atomic energy research facility to a national laboratory, doing research and development on a broad range of alternative energy sources. Using concepts and approaches like national innovation systems and technological nationalism, the present paper will explore why and how this remarkable development took place.  相似文献

This study investigates the effectiveness of the modal analysis using three-degree-of freedom (3DOF) modal equations of motion to deal with the seismic analysis of two-way asymmetric elastic systems with supplemental damping. The 3DOF modal equations of motion possessing the non proportional damping property enable the two modal translations and one modal rotation to be non proportional in an elastic state. The simple approximation method is to use the single degree-of-freedom (SDOF) modal equations of motion, which are obtained by neglecting the off-diagonal elements of the transformed damping matrix. One, one-story and one, three-story non proportionally damped two-way asymmetric buildings under the excitation of bi-directional seismic ground motions are analyzed. The analytical results are obtained by using the proposed method, noted simple approximation method, and direct integration of the equation of motion. It is seen that the proposed method can significantly improve the accuracy of the analytical results compared with those obtained by using the simple approximation method. Moreover, the proposed method does not substantially increase the computational efforts.  相似文献

Current design codes generally use an equivalent linear approach for preliminary design of a seismic isolation system. The equivalent linear approach is based on effective parameters, rather than physical parameters of the system, and may not accurately account for the nonlinearity of the isolation system. This article evaluates an alternative normalized strength characterization against the equivalent linear characterization. Considerations for evaluation include: (1) ability to effectively account for variations in ground motion intensity; (2) ability to effectively describe the energy dissipation capacity of the isolation system; and (3) conducive to developing design equations that can be implemented within a code framework.  相似文献

Viscous dampers have widely proved their effectiveness in mitigating the effects of the seismic action upon building structures. In view of the large impact that use of such dissipative devices is already having and would most likely have soon in earthquake engineering applications, this article presents a practical procedure for the seismic design of building structures equipped with viscous dampers, which aims at providing practical tools for an easy identification of the mechanical characteristics of the manufactured viscous dampers which allow to achieve target levels of performances. Selected numerical applications are developed with reference to simple, but yet relevant, cases.  相似文献

This study is focused on the constant ductility energy factors for bilinear system under the near-fault pulse-like ground motions. The variation of energy factors is studied in consideration of the earthquake magnitude, rupture distance, damping ratios, and post-yield stiffness ratios. The results indicate that the near-fault pulse-like ground motions would increase the energy dissipation of structures. The energy factors are significantly influenced by the earthquake magnitude. The damping ratios have more obvious influences on the energy factors than the post-yield stiffness ratios. A predictive model is proposed for the application of constant ductility energy factors for near-fault pulse-like ground motions.  相似文献

The present paper investigates the seismic energy demand in steel moment-resisting frames. The frames, with 3, 6 and 10 storeys, and 4 and 8 spans, are designed according to current seismic code provisions. The energy response (energy quantities and their distributions) in the frames subjected to an ensemble of six earthquake ground motions recorded on different soil conditions, is investigated by nonlinear time history analysis. The study concludes that (1) the results of energy response can be developed into a rational method of seismic evaluation and design for steel moment-resisting frames; (2) the energy concept based on the single-degree-of-freedom has limitations when extended to the realistic structural system for design purposes; and (3) it is necessary to develop the energy-based approach for seismic evaluation and design based on the seismic response of a realistic multi-degree-of-freedom structural system.  相似文献

In Punctuated Equilibrium Theory (PET), information processing under the constraints of limited attention and bounded rationality leads to stick‐slip dynamics in policy outcomes. Empirical work in this field often focuses on the macro level. Using the case of nuclear energy policy in the United States as proof of concept, we demonstrate how decisive budget changes in a specific policy subsystem can be linked to attention of Congress and the president. We utilize a mixed‐methods data‐mining approach: Maximum likelihood estimation is used to analyze the distribution of the nuclear energy RD&D budget. Then attention data of both Congress and the president are structured by means of cluster analysis and principal component analysis. Finally, these data are used in a generalized linear model to predict specific budget shifts. The article is designed as a proof of concept: In the case of nuclear energy policy, we are able to predict budget shifts without violating the assumptions of PET. More importantly: we can demonstrate that attention is not only affecting the final policy outcome but also the corridor of the possible.  相似文献

Recent energy-related writing has highlighted the spatiality of renewable energy and its possible affinity to geopolitics. Yet, energy geography and geopolitics literature lack reference to security and how it may shape the energy landscape. This study unpacks the elusive concepts of security and territoriality and operationalizes them into measurable variables. Using statistical and qualitative methods, including an original dataset based on planning and building protocols, this study tests the interplay between security conditions and territoriality on renewable energy adoption. It examines the case study of the contested Area C territory in the West Bank, within the context of the Israeli-Palestinian conflict. The findings show that precarious security conditions discourage renewable energy diffusion, particularly when security is linked to territorial conflict. As land-intensive infrastructures, renewable energy systems challenge territorial claims. This study demonstrates how space acts as an intermediate variable connecting security concerns with the diffusion of renewable technology. Security interests use spatial planning as a key mechanism to negatively influence on renewable energy diffusion in contested territory, such as Area C, where power asymmetry heavily leans to the advantage of one party. These findings contradict the argument that renewable energy is a catalyst for peace building. They show how renewable energy projects create inequalities and are often held hostage by the territorial dispute between Israel and the Palestinians.  相似文献

Abstract

China, Japan and Korea’s international relations are shaped by the fact that all three are significant importers of resources. This Introduction proposes two conceptual frameworks for understanding the politics that is taken up in the papers of this Special Issue. The first is to consider the extent to which there is an East Asian model of resource procurement. We find that there are some similarities in the approaches taken by all three countries; for example, their development assistance shares a focus on infrastructure building and a reticence to purposefully influence domestic politics. There are, however, also significant differences due in large part to the individual nature of the states as international actors. The second conceptual framework is the broad contemporary theme of the end of Western dominance of the world order. The main way this affects the international politics of resources in Northeast Asia is through the belief that the activities of those countries are threatening in some way. In some cases Northeast Asian approaches to resources are seen as a problem because they are not sufficiently liberal, whereas in others the problem is that Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries.  相似文献
