Canadian federal energy policy since the early 1970s has run counter to the interests of the producing provinces. Federal policy has always been predicated upon two points: sufficient domestic supply and acceptable domestic prices. Until the early 1970s, federal policy had been complementary to that of both the producer and consumer provinces. Natural gas shortages in 1970 and 1971, the OPEC embargo, and the quadrupling of prices radically changed federal policy. Exports were no longer promoted, and the federal government undertook to protect Canada from the inflationary pressures of rising world energy costs. These policies have run counter to those of the energy producing provinces, particularly to those of Alberta.

While it would appear that producer-provinces would have sufficient leverage to insist upon their interests, the federal government has made good use of its direct and indirect powers to set the agenda. This suggests that the Trudeau government has begun a recentralization of federal prerogative in an area historically the preserve of the provinces. Because the government has largely been successful, a difference between federal governments and supranational organizations is suggested. In supranational organizations the power to veto is vested in the governments of the states-members; in an integrated federal state, that power resides in the central government.  相似文献

Since the early twentieth century, the practice of slash‐and‐burn agriculture by Betsimisaraka subsistence farmers of eastern Madagascar, and their reluctance to engage in wage labor processes, have been interpreted by French and other Malagasy people as symptoms Betsimisaraka laziness. Colonial officials’ idea of remedying Betsimisaraka laziness justified the imposition of wage work and forest conservation. The paper argues that colonial settlers, by conflating their vision of lazy labor and a victimized landscape, did not apprehend the co‐existence of an alternative work ethic which entailed a different time‐space orientation and social relationship to land. While scholars have analyzed the “laziness” of colonial subjects as a form of subaltern resistance to colonial domination, resistance alone does not account for the fact that under certain conditions Betsimisaraka people have also willingly partaken in wage labor. This article reveals how the labor and land ethics of Betsimisaraka farmers have actively contributed to the social and natural environments of capitalism.  相似文献

A prominent American geographer and observer of political currents shaping modern Europe provides an introduction and background for three following papers on the nature and impacts of European Union's 2004 enlargement in different macroregions along the EU's eastern frontier. He outlines three major dimensions (economic, social-political, and institutional) that may be used to evaluate claims supporting and opposing enlargement, surveying the evidence to date for each. Concluding sections highlight the importance of scale in assessing the impacts of enlargement, the persistence of state nationalism as a curb to EU "deepening," and changes in the nature of the EU itself over time. While a division of domestic space into separate sectors dedicated to different activities has been suggested for a number of Upper Paleolithic hunter-gatherer sites, it has never been demonstrated based on plant remains from this period. Moreover, due to the usual scarcity of plant macrofossils in archaeological deposits, only animal food preparation activities associated with hearths have been reported in the literature on Near Eastern prehistory. Ohalo II (Israel) is the first Upper Paleolithic site where such a patterned use of interior space and plant processing are evidenced by the distribution of plant remains on a sealed floor of a brush hut. This paper describes and interprets the distribution of almost 60,000 identified seeds and other plant remains on that floor, proposing a reconstruction of three activity areas in the interior of the 12-m2 hut: processing of food centered on a grinding stone; a flint knapping area; and an access area in between. Finally, it is suggested that these activity areas might represent male-female division of labor.  相似文献

商品交换的价值理论大多把商品交换看成等量劳动交换,是只有一个点的平衡。这其实是似是而非的认识。所谓“似是”是因为在初期简单劳动及其商品交换的严格限制条件下,双方都知道要生产所交换的商品需要的大致劳动量,等量劳动交换的实现比较容易;所谓“而非”,则是因为在发达复杂的商品交换中,交换者很难统一计量出对方商品所包含的劳动量,等量劳动交换原则事实上就不具有普遍适用的意义。商品交换的比较利益原则才是普遍适用的原则,等量劳动交换原则只是比较利益原则的一种特例。  相似文献

This paper examines the determinants of early school leaving (ESL) in a panel of 371 regions of OECD countries observed between 1998 and 2019. The empirical analysis includes both local factors previously emphasized by micro-economic studies and national-level factors such as education policies. We find that labor market opportunities for young people, as captured by the youth unemployment rate or the size of low-skill sectors, can pull students out of school. Conversely, late access to a large number of vocational education tracks, high preprimary enrollment and continuous training for teachers are strongly and negatively correlated with ESL rates.  相似文献

The Chinese Communist Party (CCP) used suku (speaking bitterness) in ideological education movements to teach subaltern women to give voice to their personal narratives of oppression in accordance with Maoist political doctrine. Suku is thus a historically specific practice and a culturally specific form of women’s narrative practice. By listening to and observing the post-Mao suku narrative performance of my grandmother, a retired State-Owned Enterprise (SOE) worker, I show that her suku is a gendered performance, a form of labor that blurs production and reproduction, and a form of embedded personhood; and that suku as a form of narrative persisted through the period of economic reforms, even though its intent and audience became transformed. My kin relationship with this particular suku performance allows an analysis of the impact of suku on cross-generational relationships—those between first-generation SOE workers and laid-off SOE workers in former SOE families. Furthermore, I argue that suku can be seen as a form of labor and self-valorization of Chinese women workers discarded in the new economy, and contrary to its original disciplinary purposes, as a form of resistance.  相似文献

Spatial differences in the material welfare of the population of the Georgian SSR are evaluated on the basis of five per capita indices (monetary income, total savings, number of motor vehicles, retail trade turnover, and provision of basic services) for 61 administrative units of varying type, including ASSRs, rayons, and cities under union republic jurisdiction. Rankings on individual indices are then aggregated into a summary rating. Major cities and areas of commercial agriculture (tea, citrus) tended to have higher summary ratings than mountainous areas with difficult topography and climate and remote from major markets (translated by Jay Mitchell; PlanEcon, Inc.; Washington, DC 20005).  相似文献

Abstract

W. E. B. Du Bois, one of the most important American thinkers of the social and the political in the first half of the twentieth century, was involved in labor politics for much of his life, but while some scholars are now beginning to appreciate the extent to which Du Bois is also a thinker of the religious, no one has tried to connect his stance on questions of labor and his religious thought. Yet his early book, The Souls of Black Folk, presents, among other things, a complicated theology of labor. Du Bois criticizes the principle of submission glorified by white American Christianity, and imposed by white Christians on black slaves. At the same time, he confesses a veritable faith in "work, systematic and tireless," but only as it functions as part of a broader cultural renewal, itself dependent on what I describe as a "missiology of cultural knowledge." To accomplish this project, Du Bois must deploy an inegalitarian principle, separating manual laborers from intellectual or cultural laborers as fundamentally different kinds of human being. This principle is obviously in tension with the great struggles for equality in which Du Bois participated all his life. At the same time, Du Bois is not simply interested in consecrating work as such, but in explaining the connection that ties together labor, the aesthetic, and the religious. Our reading of Souls is informed by the hermeneutic practices modeled by Jacques Rancière in his political philosophy.  相似文献

A China Paradox: Migrant Labor Shortage amidst Rural Labor Supply Abundance   总被引:1,自引:0,他引:1  
A U.S. geographer and noted authority on China's urbanization seeks to explain the apparent paradox between reported recent shortages of migrant labor in cities in eastern China's export-oriented manufacturing belt and the abundant supply of labor in China's rural areas. He examines important socioeconomic contexts often overlooked in the debate over whether China has reached the Lewis turning point (when dual rural-urban labor markets begin to merge and a labor surplus economy is transformed into a full-employment economy), which make possible the existence of such shortages over the short term and in local areas. These include the special characteristics of China's export industrialization (e.g., preference for workers in the age category 16-30); its immense migrant labor force, constrained under the hukou system; the short-term impacts of China's economic stimulus program launched in early 2009 in the wake of the global economic crisis; and cycles in the global economy that support or impede export production.  相似文献
